Allocation of subjects among the Principal Secretary /
Secretary
/ Special Secretary to Government, Finance Department –Orders – Issued.
ORDER:
Under
Rule 7(c) of Government Business Rules, the following Distribution of
subjects
among Principal Secretary/Secretary/Special Secretary to Government in
Finance
Department, is ordered with immediate effect.
I.
PRINCIPAL SECRETARY TO GOVERNMENT (Sri V. Nagi Reddy, IAS (1984)
1.
Policy matters having direct or indirect impact on the state’s economy,
development
or / and
implications for the state’s finances, and financial matters relating to the
administrative
Departments, Public Sector Enterprises (PSEs), autonomous institutions,
aided
Institutions, etc., that include but not limited to the following:
(i) out
flow of financial resources, concessions relating to value-added tax (VAT)
and
tariff; industrial/IT/Tourism incentives, guarantees, subsidies, land
assignments,
etc;
(ii)
income generation such as structure, rates & collections of taxes and
tariffs,
user
charges, fees & fines etc. market evaluation of assets;
(iii)
economic and administrative restructuring of departments, PSEs, Aided
institutions,
etc.,
(iv)
policy framework for attractive private, domestic and external investments,
etc.,
(v)
Creation and operation of PD accounts, Revolving Funds, Commercial Bank
Accounts
etc.;
(vi)
Terms and Conditions of appointment of National and International
Consultants;
and
(vii)
Foreign Visits / Training of Government staff.
2.
Policy matters relating to Public Financial Management, and budget
Management.
3.
Matters relating to resource mobilization relating to central and
state
tax and non-tax revenues.
4.
Overall management of the Ways & Means and borrowings.
5.
Overall coordination, guidance and supervision of the Finance
Department.
6.
Monitoring of Follow-up action on A.P.State Reorganisation Act.
7. All
other matter not allotted to any other Secretary of the Finance
Department
II.
SECRETARY TO GOVERNMENT (Sri N. Siva Sankar, IAS (1993)
1. Human
Resources Management of Government Departments, PSEs, aided
institutions,
etc. including but not limited to the following:
i)
Implementation of Act 2 of 1994, creation;
ii)
Creation, Upgradation and Abolition of permanent or temporary posts of all
varieties,
including daily wage employees, NMRs and Contingency, workers,
outsources
and contract staff;
iii)
Surplus Man Power Cell (SMPC);
iv)
Employees Welfare Fund;
v) Human
Resources Management System (HRMS);
vi) Pay
Revision commission, Pay fixations (PC.I & PC.II);

establishment matters relating to

Directorate of State Audit;
(ii)
Bureau of Internal Audit.
(iii)
Directorate of Works and Accounts.
1. All
matters relating to
(i) Ways
& Means including Zero Based Budgeting
(ii)
Finance Commission
(iii)
Institutional Finance (IF)
(iv) RMEC
2. All
matters relating to Government borrowings from GIC, LIC, HUDCO and Market
Borrowings,
Externally Aided Projects and Project Monitoring Unit.
3. All
Matters relating to the Budget and Expenditure of all the departments.
4. OP
and Establishment matters of Finance Department.
5.
Administrative control of Directorate of Treasuries and Accounts;
Pay
& Accounts Office and Directorate of Insurance.
6.
Project Director of Comprehensive Financial Management System (CFMS);
Computerization
of the Finance Department and all Heads of Departments under the
Finance
Department.
7.
Project Director of Director Benefit Transfer Scheme (DBT).
8.
Coordination of work concerning to A.P. State Reorganization Act, 2014 in
Finance, as
well as
related departments.
