O R D E R:
In the reference 1st read above, Government have issued guidelines to all the District Collectors in the state (13 Districts in Andhra Pradesh State). As per the Apathbandhu guidelines the families of those who have died due to the
recent Heat Waves conditions in the state of Andhra Pradesh during heat wave conditions release an amount as per Sun Stroke Death Cases for implementing the Apathbandhu Scheme for payment of Rs.50,000 for each death as ex-gratia
to the Below poverty Line (BPL) families (While Ration Card holders/Anthyodaya/ Annapurna Card holders ) of the State in case of accidental death on or after 2.11.2013.

2. In the reference 2nd read above, Finance (Exp.Rev.) Department have also issued Budget Release Order for an amount of Rs.2,93,79,000/- (Rupees Two Crores Ninety Three Lakhs Seventy Nine Thousand only) Non-Plan from BE provision 2014-15 towards meeting the expenditure for the month of June, July and August-2014 implementing the Apathbandhu Scheme. 

3. After careful examination of the matter, Government hereby release an amount of Rs.2,93,79,000/- (Rupees Two Crores Ninety Three Lakhs Seventy Nine Thousands only) to all the District Collectors in the State (13 Districts in
Andhra Pradesh State). Further to take immediate action for release of exgratia to the families of the victims due to the recent Heat Wave conditions in the State of Andhra Pradesh and also to the families of those who have died in 
disasters / accidents. Ex-gratia is payable to the Below poverty Line (BPL) families (White Ration Card holders /Anthyodaya/ Annapurana Card holders) of the State
in case of accidental death in the BPL families w.e.f. 02.11.2013 as per guidelines issued in reference 1st read above. A statement of released amount particulars
given below:

4. The expenditure incurred in Para (3) above shall be debited to the following
Head of Account :-
2235 - Social Security and Welfare
60 - Other Social Security and Welfare Programmes
MH - 200 Other Programmes`
MH - 200 - Other Programmes
SH - (20) - Assistance to Below Poverty Line families
under Accident Insurance Scheme (Apathbandhu)
310 - Grants – in – aid
312 - Grants – in – aid

5. The District Collectors in the State are authorized to draw the amount sanctioned in para (3) above and arrange for disbursement of the same to the BPL families, in case of accidental death in the family through transfer to bank
account of the concerned by way of RTGS/EFT (Real Time Gross settlement/Electron Funds Transfer) and utilize the funds for the purpose for which it is sanctioned.

6. The District Collectors in the State are directed to furnish the distributed particulars to the Government as well as Director of State Audit, A.P. Hyderabad and also directed to furnish the consolidated utilization certificates for the amounts sanctioned now duly verified by the Andhra Pradesh state Audit Authorities.

7. This order issues with the concurrence of Finance (Exp.Rev.) Department vide their U.O. No.000057/03/EBS-VIII/2014, Dt.26.06.2014.
