ORDER:-
Hon’ble Supreme Court of India vide its order dated 22-9-2006 in WP No.310/1996 has given a direction, among others, that the DGP of the State shall be selected by the State Government from amongst the three senior most officers of the Department who have been empanelled for promotion to that rank by the UPSC on the basis of their length of service, very good record and range of experience for heading the police force. And, once he has been selected for the job, he should have a minimum tenure of at least two years
irrespective of his date of superannuation.

2. In the reference 2nd read above, the Joint Secretary, DoP&T, Ministry of Personnel Public Grievance and Pensions, Government of India, among other things has requested the Chief Secretary, Government of Andhra Pradesh to submit appropriate proposals by proposing the names of two officers for officiating as Director General of Police in the two Successor States from among officers eligible as per standard guidelines of DOPT and in consultation with appropriate authorities in the State for smooth functioning of the successor States (Telangana and residual A.P.) until a final allocation is made, taking recourse to provisions of Section 76(3) of the Andhra Pradesh
Reorganisation Act, 2014. Accordingly, vide reference 3rd read above, the name of Sri J.V. Ramudu, IPS(RR:1981) has been proposed to officiate as DGP (HoPF), for the State of AP and the name of Sri Anurag Sharma, IPS(RR:1982) has been proposed to officiate as DGP (HoPF), Telangana from 2nd June, 2014 to the Govt. of India.

3. In the reference 4th read above, the Govt. of India, Ministry of Home Affairs in exercise of the powers conferred by sub-section (3) of Section 76 read with section 79 and section 81 of the A.P. Reorganization Act 2014 (6 of 2014) read with rule 5 of the IPS (Cadre) Rules, 1954 have made provisional allocation of IPS officers to the State of Telangana. Accordingly, in the reference 5th read above, the unified State of Andhra Pradesh has republished the Notification in AP Gazette.

4. In the reference 6th read above, orders have been issued by the unified Government of Andhra Pradesh to the effect that Sri J.V. Ramulu,IPS (RR:1981) shall officiate as in charge DGP(HoPF) to the residual State of Andhra Pradesh w.e.f. 02.06.2014 till DGP(HoPF) is appointed through UPSC process. 

5. The State Government of Andhra Pradesh have decided to make selection and appointment to the post of Director General of Police, (Head of the Police Force), in compliance of the above direction of the Hon’ble Supreme Court of India referred in para 1 above. The Union Public Service Commission convened the Empanelment Committee meeting on 21-7-2014 at New Delhi and communicated its recommendations to the Government of Andhra Pradesh in
the reference 7th read above.

6. The Government have examined carefully and independently the panel recommended by the UPSC along with their services records.

7. The Government after due consideration selected Sri J.V.Ramudu, IPS (1981) to the post of Director General of Police, (Head of the Police Force), Andhra Pradesh.

8. Accordingly, it is hereby notified that Sri J.V.Ramudu, IPS (RR: 1981) is appointed as Director General of Police, (Head of the Police Force), Andhra Pradesh in the Apex scale of Rs.80,000 (fixed) with immediate effect.
