ADHOC BONUS AND SPECIAL FESTIVAL ALLOWANCE 2013-14 TO STATE
GOVERNMENT EMPLOYEES AND PENSIONERS - SANCTIONED - ORDERS

Government are pleased to sanction Ad hoc Bonus/Special Festival Allowance
to the State Government Employees, Employees of Aided Educational Institutions,
Full-time ContingentEmployees and other categories ofStaffsubject to the conditions
specified in this order.
Adhoc Bonus
2 All State Government employees (including Personal StaffofMinisters, Speaker,
Deputy Speaker, Leader of the Opposition and Chief Whip), All India Service
Officers working in connection with the affairs of the State, Employees of the
Aided Educational Institutions, Staff of the Local Bodies and Employees of
Panchayat Raj Institutions etc. drawing total emoluments up to and including
? 18,150/- in the pre-revised and revised scale ofpay as on 31.03.2014 will be
paid Adhoc Bonus for the year 2013-14 before the ensuing Onam Festival
subject to the following conditions.
i. For those drawing emoluments ofmore than ? 3,500/- per month and
not exceeding ? 18,150/- permonth, the Adhoc bonus will be calculated
as ifthe emolumentswere ? 3,500/- permonth. In the case of thosewho
have opted to come over to the revised scales of pay on or before
31.03.2014, the term "emoluments" means Basic Pay, Personal Pay,
Special Pay, Special Allowance, Personal Allowance, and Dearness
Allowance at 73%ofthe basic pay in the revised scale, butminus House
RentAllowance and other CompensatoryAllowances.
ii. In the case of employees remaining in pre- revised scale the term
"emoluments" means the same as (i) above in all other respects except
that theDAwillbe 191%oftheBasic Payinthepre-revisedscaleminus
House RentAllowance and CompensatoryAllowances.
iii. The personal allowance sanctioned to protect drop in Dearness
Allowance in Special Pay will also be reckoned as emoluments for
comDUtineAdhoc Bonus in such cases.
iv. In the case of employees who were on leave without allowance, half pay
leave, study leave or leave not due during the month of March 2014,
their Adhoc Bonus will be calculated based on the emoluments last
drawn by thembefore proceeding onleave.
v. The rate ofDearness Allowance for the purpose ofthis orderwill be that
sanctionedvide GO|P) No.221/2014/Fin dated 16.06.2014.
3. The Adhoc Bonus will be admissible to such employees who were in service on
31-3-2014 and have at least 6 months continuous service during the financial
year 2013-14. Thosewho have retired or even relieved from service on or before
31-3-2014 and had put in 6months continuous service during the financial year
2013-14 will also be eligible for Adhoc Bonus/Special Festival Allowance as the
casemay be.
4. The following categorieswill also be eligible to receiveAdhoc bonus:
I. The NMR and permanent workers/labourers and seasonal workers of all
Departments including those working in Agricultural farms, Seed farms, Regional
Workshop etc. (for calculation ofAd hoc bonus variable Dearness Allowance will
also be taken into account in the case of employees drawing variable dearness
allowance).
II. The employees of Government Presses will be given option either to draw bonus
as admissible to other Government employees as per these orders or the
performance allowance (including ex-gratia allowance ifany) payable to industrial
workers as usual. No revision ofoptionswill be allowed if the employee exercises
any one of the above options.
III. The provisional employees who got regular appointments through the P.S.C.
without break, provided they were in service on 31-3-2014 and have at least 6
months continuous service during the financial year 2013-14.
IV. Teachers who were in aided school service and got regular appointments in
Government Schools through the P.S.C without break, provided they were in
service on 31-3-2014 and have at least 6 months continuous service during the
financial year2013-14.
V. Part-time Teachers ofEducation Department who are drawing pay in a scale of
pay.
VI. Regular employees who were under suspension during the whole, or part of the
year 2013-14 will be eligible for Ad hoc Bonus/ Special Festival Allowance
provided they have been reinstated in service on or before the date of issue ofthis
order and the period of suspension is treated as duty or eligible leave and have
drawn full salaryfor that period.
VII. Government Employees who are working in Corporations/Public Sector
Undertakings or Boards on deputation basis provided they are otherwise eligible
for Ad hoc bonus, Adhoc Bonus will be paid to them at the rate admissible to
themhadthey continued in the parentDepartment.
VIII. Part Time Contingent Employees including those working in aided educational
Institutions.
Special FestivalAllowance
5. The followingcategories ofemployeeswho are not eligible to drawbonuswillbe
paid Special FestivalAllowance@? 2,200/-.
i. Who are not eligible to draw Adhoc Bonus in terms of para 2 to 4 above are
eligible for Special FestivalAllowance.
ii. All regular/temporary employees including personal staff ofMinisters, Speaker,
Deputy Speaker, Leader of the Opposition and Chief Whip and who joined
service after 1-10-2013 andwho are in service on the date of issue of this order
and all regular P.S.C. handswhojoined duty before fourth Onamof2014.
iii. Teachers deputed for training from Aided/Government Schools who are eligible
forOnamAdvanceunderArticle 250oftheKerala FinancialCodeVolume. I
iv. Re-employedpensioners.
v. Employees on contract appointments.
vi. Provisionalhands recruitedthrough Employment Exchange who are in service on
the day before the First Onam (06.09.2014) but whose services are not
terminated before the Fourth Onam (09.09.2014) irrespective of their length of
service.
vii. All the teaching and non-teaching staffofAided Anglo-Indian Schoolswhich have
not beenbroughtunder the direct payment system.
viii. Staffofthe Shri ChitraHome.
ix. Honorary Physicians ofGovernmentAyurveda Colleges,
x. Honorary Sisters in GovernmentHospitals.
xi. Chainmen ofthe Revenue Department on dailywages.
xii. Permanent labourers in Government Departments.
xiii. Full-time contingent employees in Government Department, Local Bodies and
the contract employees of Kerala House, New Delhi. Those who have put
in 6 months continuous service on 31.03.2014 will have option to claim either
AdhocBonus or Special FestivalAllowance.
xiv. Editor and Reporters ofIndian LawReports (Kerala Series)
xv. Government Pleaders andAdditional Government Pleaders.
6. The following categories of staffwill be paid Special FestivalAllowance@?910/-
(i) Pollinationworkerswho are in the list ofAgriculture Department and the
workers under the scheme of sprayingto control leafrot disease of
coconut palms implemented through Panchayat/Municipalities/Corporations
who are on the rolls ofAgriculture Department and are nowemployed by Local
Bodies under instructions fromtheAgriculture Department.
(ii) Cattle ImprovementAssistants in the Dairy Development Department.
(iii) Public Counsel
(iv) Life Guards ofTourismDepartmentwho are on dailywages.
(v) Family Planning Voluntary Workers who have worked at least 30 days during
the period from the last Onam holidays to the ensuing Onam holidays and
Part- time contingent employees on dailywages recruited fromthe category of
FamilyPlanningVoluntaryPromoters ofTrainedDais.
(vi) 'ScheduledTribes Promoters' (STPromoters)working in the Scheduled Tribes
Development Department and Scheduled Caste Promoters (SC Promoters)
working in the Scheduled Caste DevelopmentDepartment.
(vii) Employees on daily wages who are in service before the first Onam
(ie.06.09.2014) andwhose services arenot terminatedbefore the fourth Onam
(ie09.09.2014).
(viii) Home Guards ofthe Home Department on dailywage basis.
(ix) Persons acting as substitutes in the place of regular employees in
GovernmentDepartments, Farms and Local Bodies and the Casual
Labourers/C.L.R. Workers including those in Irrigation Department/H.R.
Workers of Irrigation Department provided, they have put in 30 days
work during the last one year beginning fromthe lastOnaraholidays to the
ensuingOnamholidays. However, those who have put in a minimum of
200 daysworkduring the period will be eligible for 30 days wages as Ad hoc
Bonus and thosewho have put inless than 200 dayswork but more than
30 days work shall be eligible for Adhoc Bonus proportionate to the days
worked by them subject to a minimum of ? 910/-. In the case of Casual
Workers, CLR Workers andHRWorkers who have been regularized in
services, the periodofeligibility as indicated above will also include the period
oftheir service before regularization. However themaximumadmissibleAdhoc
Bonus is ? 3,500/- .
(x) NonregularizedCLRand HRworkerswho have put in aminimumof30 days
workbetween the lastOnamholidays and ensuingOnamholidays.
(xi) The Volunteers ofAttappadyHillAreaDevelopment Society.
(xii) Guest Lecturers/Instructors in Educational Institutions who have worked at
least 200 hours during the financial year 2013-14.
(xiii) The patient employees ofthe LeprosyHospitals.
7.The following categories ofemployeeswill be paid Special FestivalAllowance at the
rates noted against each:

8. Pensioners:
(i)Service pensionerswho are not eligible forBonus or FestivalAllowance
as indicated in Para 3 and 5 abovewill be paid a Special Festival

The Categories ofemployeesmentioned belowwill not be eligible to receiveAdhocBonus/Special FestivalAllowance:(i) Thosewho are eligible for bonus, ex-gratia or such other payments and beinggoverned by any otherBonusAct/Act.(ii) Thosewhowere on leavewithout allowance, as on 31stMarch 2014 to takeup employment abroad orwithinIndia or tojoin their spouses inIndia orabroad.10. The Adhoc Bonus/Special Festival Allowance will be drawn before 31-03-2015.The expenditure will be debited to the head of account from which the pay andallowances/wages/pension of the individual concerned is drawn. In the case ofemployees of Local Bodies, the expenditure on account of the payment ofAdhocBonus/Special Festival Allowance will be met from the funds of the respectiveLocal Bodies.11. In the case ofemployeeswho are on deputation/foreign service as on 31-03-2014and if their service in the parent department was more than six months duringthe year 2013-14, theAdhoc Bonus/Special FestivalAllowance admissiblewill bedrawn and disbursed by the foreign employer in relaxation ofpara 3 above.12. Self drawing officers may draw the Ad hoc bonus/Special Festival Allowancewithout authorization fromthe Accountant General provided for in Note 2 underRule 165(d) ofthe KeralaTreasuryCodeVolume I.13. Payment ofAd hoc bonus/Special Festival Allowance for 2013-14 inthe case ofemployees and Pensionerswill bemadewith effect from03.09.2014(BY ORDEROFTHEGOVERNOR)V.
