faculty of Government Medical Colleges and Dental Colleges in the State –
Certain anomalies in fixation of UGC Scales – Rectification – Orders –Issued.

O R D E R:-

           Orders were issued in G.O. 1st read above, extending the UGC Pay
Scales to the teaching faculty working in Government Medical Colleges and
Dental Colleges in the State w.e.f. 01.11.2006. The arrears arising due to
implementation of 2006 Revised UGC Pay Scales pertaining to the period
from 01.11.2006 to 31.03.2010 were credited to the respective GPF
accounts of the employees. In case of retired employees and employees
died while in service before 31.03.2010 the arrears were paid in cash.

2. There is a fitment formula for migration of employees from the State
Revised Pay Scales of 2005 to the UGC Scales 1996. While implementing
the principle of fitment, certain difficulties were noticed as some individuals’s
pay in 2005 State scales, evenafter deduction DA sanctioned in State scales,
exceeded the maximum of the scales assigned to the post in UGC Pay Scales
of 1996 and as a result, the excess pay had to be treated as Personal Pay in
order to prevent drop in emoluments of the said individuals. Accordingly,
orders were issued in G.O. 4th read above allowing the PP to be treated as
basic pay for the purpose of calculation of DA, HRA & CCA.

3. Since the PP was only a part of the actual pay drawn by the individual
in State scales on the date of their migration to UGC Scales, it would be fair
to permit the PP to be treated as basic pay for the purpose of fixation of pay
in Revised UGC Pay Scales, 2006.

4. Therefore, Government after careful examination, hereby extend
original fitment tables vertically till the maximum of the Pay Band attached
to the post in Revised UGC Pay Scales, 2006. In rare cases, where the
maximum of the pay band is less than the pay fixed in UGC Pay Scales of
1996 + the PP on the date of entry into UGC Pay Scales of 1996, that scales,
the individual’s pay has to be fixed in the next pay band at 1.86 times of the
pre-revised pay + PP put together, duly allowing only the same grade of pay
attached to the post. This enable to reddress the grievance of all those
employees whose pay was fixed less than the actual pay drawn by them in
the State scales on the date of migration to UGC Scales and will enable them
to get their pay fixed based on the actual pay after deducting the DA merged
in 2003 and the DA sanctioned from 01.01.1996 to 01.07.1998 and
accordingly calculate their pension and other retirement benefits.

5. Government also direct to credit the arrears to the GPF accounts of the
serving employees. In the cases of an employee who die or retire, the
arrears of pay allowances shall be paid in cash.

6. The Director of Medical Education, A.P., Vijayawada shall take
necessary action accordingly.

7. This order issues with the concurrence of Finance (HR.IV PC)
Department, vide their U.O. Note No.33024/4/HRM-IV-PC/2017, dated
10.11.2017.
