O R D E R:
Government have introduced the scheme of “Prathibha Awards” to the
meritorious students in the State of Andhra Pradesh, and hereby issue the following
guidelines:

Guidelines to the CTE, AP :-

a) Meritorious students who have excelled in Diploma examinations in One ( Single
attempt) with 60% and above in aggregate, conducted by SBTET (State Board of
Technical Education & Training) A.P., and awarded Diploma shall only be
considered for the “Prathibha Awards”.

b) The candidates for the Prathibha Awards shall be selected on Merit basis in
each course at District level in the following category and order. Men and
Women candidates shall be considered for the Award under OC, BC, ST and SC
and thereafter the women candidates shall be selected for Women category:

c) “Prathibha Award amount for selected awardee shall be given in one instalment
only @ Rs.20,000/- per awardee, per course/ District to 430 awardees District

d) The Selection list of the students shall be prepared based on the merit list
furnished by the Secy., SBTET, A.P. In case there is a tie in the marks secured
for the award of Diploma certificate, the student shall be selected based on the
date of birth and preference shall be given to the elder student.

e) The students shall be selected for the “Prathibha Award” irrespective of ceiling
limit of income prescribed in G.O.Ms.No.12, H.E.(EC.I) Deptt., dt. 1.2.2005.

f) The receipt of the award amount shall not be linked to other welfare scholarship
amounts received by the candidate by virtue of their social/physical
disadvantages, as the main objective of the scheme is to recognize the merit and
to encourage continuity in their studies.

g) All the candidates selected for “Prathibha Awards” shall be given (a) Cash Memo
for Rs.20,000/- (b) a merit certificate (c) Medal and (d) an Electronic Tab
procured through IT & C Department, Govt. of A.P.

h) Maximum amount of Rs.2,000/- shall be allocated per student to the nodal /
Identified college principal for meeting the costs of travel, boarding and lodging
as per the present rates, for only those who attend the function. The actual
expenditure shall be incurred by constituting a Committee consisting of (2) senior
staff members and (2) students for maintaining transparency.

Guidelines to the CCE, AP. :-

a) The Department proposes to give Prathibha Awards to students who have
obtained Highest Marks in their concluded course of Graduation of B.A., B.Sc
(Mathematics & Physical Sciences), B.Sc (Life Sciences) and B.Com courses in
each District and Category wise.

b) The candidates for the Prathibha Award shall be selected on on Merit basis in each
course at District level in the following category and order. Men and Women
candidates shall be considered for the Award under OC, BC, ST and SC and
thereafter the women candidates shall be selected for Women category:

c) The candidate selected under the Prathibha Award shall be given a one-time cash
award of Rs.20,000/- (Rupees thirty thousand only).

d) The total number of Awards under the Pratibha Awards Scheme is 312 as
detailed below for each District.

e) The Selection of candidate for the Prathibha Award shall be based on the Merit
list category and District wise furnished by the Registrar of Universities
concerned in the courses B.A., B.Sc., (Mathematics & Physical Sciences).,
B.Sc.,(Lift Sciences) and B.Com. The Candidate shall be selected for the
Prathibha Award on the basis of Total marks obtained in the group subjects. In
case of tie in the marks obtained by two or more candidates, the candidate who
has secured more marks in languages shall be selected and if the tie still
continues the Date of Birth shall be considered and the candidate who is elder
shall be selected.

f) The selection of the candidate for the Prathibha Award shall be irrespective of
Income Limit and shall not be linked to other welfare scholarship amounts
received by the candidate by virtue of their Social/ Physical disadvantages.

g) The Prathibha Awardee shall be felicitated at a State Function and the Awardee
shall be given the (a) Cash Memo of Rs.20,000/- (b) Merit Certificate (C) Medal
and (d) an Electronic Tab to be procured through IT & C Department, Govt. of A.P.

a) Maximum amount of Rs.2,000/- shall be allocated per student to the nodal /
identified principal for meeting the costs of travel, boarding and lodging as per the
present rates, for only those who attend the function. The actual expenditure shall
be incurred by constituting a Committee consisting of (2) senior staff members
and (2) students for maintaining transparency.

b) The candidate selected has to clear the subjects in single attempt without any
failure during the 3 year Degree course.

c) The Controller of Examinations of the affiliating University may be requested to
furnish the list of awardees (District wise, category wise) duly countersigned by the
Registrar of the University.

d) Since acquiring a Degree is an eligibility for many of the Competitive Exams and
acquiring a job, the clause of continuing education may be relaxed for Degree
students and they may be awarded Cash Memo., Certificate and Medal and an
Electronic Tab, whether they pursue or not for higher studies.

Guidelines to the Secretary, APSCHE:-

a). A unit has been identified on the basis of each subject clusters in the Universities.

b) Each cluster should be treated as a single unit separately for the PG students
studied in the colleges under the Universities jurisdiction including affiliated
colleges from the point of view of distribution of Prathibha scholarships in the
ratio of 2-OC, 1-SC, 1-ST and 1 Girl Student.

d) A candidate to be considered for Prathibha award should have cleared all the
subjects in all the years of study in the first attempt itself. However if a candidate
is appeared for the improvement examination after a successful first attempt, such
marks in the improvement examination is considered.

e) Selection of the candidate is based on marks in the qualifying examination of the
year preceding year of Prathibha Award.
f) Selection of candidate is to be made on the basis of the categories earmarked
above.

g) While selecting candidates, in case there is a tie in the students GPA, the students
shall be selected based on the date of birth whoever is elder. If the date of birth is
also same, students will be selected on the preferential order of ST/SC/BC & OC

h) The students shall be selected for Prathibha Awards irrespective of ceiling limit of
income as prescribed in G.O.Ms.No.12, H.E.(EC) Deptt., Dt.1.2.2005.

i) The receipt of the award amount need not be linked to other welfare scholarship
amounts received by the candidate by virtue of their other social/physical disadvantages
as the main objective of the scheme is to recognize the merit and for encouraging
continuity in their studies/ career.

j) All the candidates selected for Prathiba Awards shall be given (a) a cash Memo
for Rs.20,000/- (b) a certificate and (c) Medal (d) an Electronic Tab obtained through
IT&C Deptt., Govt. of A.P. Maximum amount of Rs.2000/- shall be allocated per
student by the Registrar of the University concerned for meeting the cost of Travel,
Lodging and Boarding for attending the award function. The actual expenditure shall be
met by the concerned University. The actual expenditure shall be incurred by
constituting a Committee consisting of (2) Senior staff members and (2) students for
maintaining transparency.

l) Award identification process:

1) The Vice-Chancellors of the respective Universities may constitute a committee
with the Controller of Examination/ Dean of the Examinations as Convener and three
professors from the faculties of Arts, Sciences and Engineering as Members to identify
the eligible candidates of the colleges including affiliated colleges in the Department of
the University concerned for Prathiba Awards. The list may be duly signed by the
Registrar after approval by the Vice Chancellor and sent to the Chairman, A.P. State
Council of Higher Education (APSCHE).

2. The Commissioner of Technical Education & Collegiate Education will
consolidate final requirement for electronic tabs, duly obtaining figures from APSCHE
and give indent for procurement of total number of tables to IT & C Department, Govt. of
A.P. The Commissioner of Technical and Collegiate Education, A.P., Hyderabad is
directed to ensure that the Tabs received as per the order placed are in good condition,
tested and are distributed to all the Prathibha Awardees through proper procedure
followed by the respective Institutions, acquittances obtained, with photographs of
distribution, institution wise, to be documented in the file.

3. The Commissioner of Technical and Collegiate Education, A.P. and the
Chairman, APSCHE, A.P., Hyderabad are directed to implement the scheme of
Prathibha Awards with the above guidelines to the meritorious students with immediate
effect. Proper instructions for transportation of students, their boarding, lodging must be
meticulously given to concerned institution Principals/ Vice Chancellors / Registrars
including RTC Divisional Managers. The Commissioner of Technical Education &
Collegiate Education and Chairman, A.P.State Council for Higher Education will also
take necessary action while distribution of invitations to all concerned and follow the
Protocol.

O R D E R:

            In the circumstances stated by the Commissioner of Technical & Collegiate Education, AP, Hyd., and Secretary (FAC), Andhra Pradesh State Council for Higher Education, Hyderabad in the references 1st and 2nd read above, Government have introduced the scheme of “Prathibha Awards” to the meritorious students :

2.     The Commissioner of Technical Education, AP, Hyderabad, the Commissioner of Collegiate Education (FAC) AP, Hyderabad and the Secretary, APSCHE, AP, Hyderabad  in the references 1st, 2nd and 3rd read above have submitted the proposals to the Government for issue of guidelines on Prathibha Awards.

3.      Government after careful examination of the matter duly considering the proposals of the Commissioner of Technical Education, Andhra Pradesh, Hyderabad, the Commissioner of Collegiate Education, Andhra Pradesh, Hyderabad and Secretary, APSCHE, AP, Hyderabad hereby issue the following guidelines:

Guidelines to the CTE, AP, Hyderabad :-

m) Award identification process:

O R D E R:
In the reference 1st read above, the Commissioner of Technical Education, Andhra Pradesh,
Hyderabad has furnished proposals for launching of “Knowledge Sub-Sector Mission” at
Visakhapatnam on 08.04.2015 by the Chief Minister of Andhra Pradesh along with Prathibha Awards.
She has also furnished the estimates for an amount of Rs.13,18,42,000/- to meet the expenditure in
respect of Prathibha Awards and also Medals, Certificates, TA & DA to the Awardees for Collegiate
Education, Technical Education and Universities.

2. In the reference 2nd read above, Government have issued orders for launching of “Knowledge
Sub-Sector Mission” at Visakhapatnam.

3. Government after careful examination of the matter, hereby accord permission for an amount
of Rs.13,18,42,000/- (Rupees thirteen crores eighteen lakhs and forty two thousand only) for
Prathibha Awards and Medals, Certificates, TA & DA to the Awardees for Collegiate Education,
Technical Education and Universities by meeting the expenditure from the Andhra Pradesh State
Council for Higher Education (APSCHE) funds. The Chairman, Andhra Pradesh State Council for
Higher Education, Hyderabad is requested to release the funds to the concerned. The sanction is
subject to actual expenditure being incurred, whichever is less. Bills will be settled with APSCHE by
Commissioner of Technical and Collegiate Education as per procedure.

4. The District Collector, Visakhapatnam District is hereby nominated as overall in-charge of the
entire programme at the District level. He is directed to bear the entire expenditure for the
arrangements for conduct of the programme, and submit proposals to Andhra Pradesh State Council
for Higher Education, Hyderabad for reimbursement.

5. The Commissioner of Collegiate & Technical Education, A.P., Hyderabad, the Secretary,
Andhra Pradesh State Council for Higher Education, Hyderabad and District Collector, Visakhapatnam District shall take necessary action accordingly.

In the circumstances stated by the Commissioner of Technical Education, Andhra Pradesh,
Hyderabad in the reference read above, Government hereby decide to launch “Knowledge Sub-Sector Mission” on 08.04.2015 at Visakhapatnam. The following organizing Committee is hereby constituted for facilitation of launch of the Knowledge Sub Sector Mission along with Prathibha Awards: -



2. The Secretary, Andhra Pradesh State Council for Higher Education, Hyderabad shall facilitate the complete financial assistance for the entire process of Launching of Knowledge Sub-Sector Mission at Visakhapatnam. He is directed to reimburse the entire expenditure to be incurred by the Collector & Dist. Magistrate, Visakhapatnam for the programme at Visakhapatnam and Sanction Rs.7.50 lakhs to the Commissioner of Technical & Collegiate Education, A.P., Hyderabad towards meeting the cost of Printing material (Concept note & Brochures etc) for the programme.

3. The Commissioner of Technical & Collegiate Education, AP, Hyderabad is requested to take necessary action and to coordinate with Collector & Dist. Magistrate, Visakhapatnam District duly following the procedure.

O R D E R:
In the circumstances stated by the Commissioner of Technical & Collegiate Education,
AP, Hyd., and Secretary (FAC), Andhra Pradesh State Council for Higher Education, Hyderabad
in the references 1st and 2nd read above, Government have introduced the scheme of “Prathibha
Awards” to the meritorious students :

2. The Commissioner of Technical Education, and the Commissioner of Collegiate Education
AP, Hyderabad and the Secretary, APSCHE, AP, Hyderabad in the references 1st, 2nd and 3rd
read above have submitted the proposals to the Government for issue of guidelines on Prathibha
Awards.

3. Government after careful examination of the matter duly considering the proposals of the
Commissioner of Technical Education, Andhra Pradesh, Hyderabad, the Commissioner of
Collegiate Education, Andhra Pradesh, Hyderabad and Secretary, APSCHE, AP, Hyderabad
hereby issue the following guidelines:
Guidelines to the CTE, AP, Hyderabad :-

a) Meritorious students ;who have excelled in Diploma examinations in One ( Single attempt)
with 60% and above in aggregate, conducted by SBTET (State Board of Technical
Education & Training) A.P., and aw5arded Diploma shall only be considered for the
“Prathibha Award.”

b) b) The candidates for the Prathibha Award shall be selected on Merit in course-wise on
Merit basis at District level in the following category and order. Men and Women
candidates shall be considered for the Award under OC, BC, ST and SC and thereafter
the women candidates shall be selected for Women category:

1. OC -- 2
2. BC -- 1
3. ST -- 1
4. SC -- 1
5. Women — 1
         Total -- 6

c) “Prathibha Award amount for selected awardee shall be given in one instalment only @
Rs.20,000/- per awardee, per course/ District to 430 awardees.

District wise details



d) The Selection list of the students shall be prepared based on the merit list furnished by the
Secy., SBTET, A.P. In case there is a tie in the marks secured for the award of Diploma
certificate, the student shall be selected based on the date of birth and preference shall be
given to whoever is elder.
e) The students shall be selected for the “Prathibha Award” irrespective of ceiling limit of
income prescribed in G.O.Ms.No.12, H.E.(EC.I) Deptt., dt. 1.2.2005.
f) The receipt of the award amount shall not be linked to other welfare scholarship amounts
received by the candidate by virtue of their social/physical disadvantages, as the main
objective of the scheme is to recognize the merit and for encouraging continuity in their
studies.
g) All the candidates selected for “Prathibha Award” shall be given (a) Cash Memo for
Rs.20,000/- (b) a merit certificate (c) Medal and (d) an Electronic Tab procured through IT
& C Department, Govt. of A.P.
h) Maximum amount of Rs.2,000/- shall be allocated per student to the nodal / identified
principal for meeting the costs of travel, boarding and lodging as per the present rates, for
only those who attend the function. The actual expenditure shall be incurred by
constituting a Committee consisting of (2) senior staff members and (2) students for
maintaining transparency.
Guidelines to the CCE, AP, Hyd., :-
a) The Department proposes to give Prathibha Awards to students who have obtained
Highest Marks in their concluded course of Graduation of B.A., B.Sc (Mathematics & Physical
Sciences), B.Sc (Life Sciences) and B.Com courses in each District and Category wise.
b) The candidates for the Prathibha Award shall be selected on Merit in course-wise on Merit
basis at District level in the following category and order. Men and Women candidates shall
be considered for the Award under OC, BC, ST and SC and thereafter the women candidates
shall be selected for Women category:
1. OC -- 2
2. BC -- 1
3. ST -- 1
4. SC -- 1
5. Women — 1
Total -- 6

c)_ The candidate selected under the Prathibha Award shall be given a one-time cash award
of Rs.20,000/- (Rupees thirty thousand only).
d) The total number of Awards under the Pratibha Award Scheme is 312 as detailed below
for each District.



e) The Selection of candidate for the Prathibha Award shall be based on the Merit list
category and District wise furnished by the Registrar of Universities concerned in the
courses B.A., B.Sc., (Mathematics & Physical Sciences)., B.Sc.,(Lift Sciences) and
B.Com. The Candidate shall be selected for the Prathibha Award on the basis of Total
marks obtained in the group subjects. In case of tie in the marks obtained by two or more
candidates, the candidate who has secured more marks in languages shall be selected
and if the tie still continues the Date of Birth shall be considered and the candidate who is
elder shall be selected.
f) The selection of the candidate for the Prathibha Award shall be irrespective of Income Limit
and shall not be linked to other welfare scholarship amounts received by the candidate by
virtue of their Social/ Physical disadvantages.
g) The Prathibha Awardee shall be felicitated at a State Function and the Awardee shall be
given the (a) Cash Memo of Rs.20,000/- (b) Merit Certificate (C) Medal and (d) an
Electronic Tab to be procured through IT & C Department, Govt. of A.P.
a) Maximum amount of Rs.2,000/- shall be allocated per student to the nodal / identified
principal for meeting the costs of travel, boarding and lodging as per the present rates, for
only those who attend the function. The actual expenditure shall be incurred by
constituting a Committee consisting of (2) senior staff members and (2) students for
maintaining transparency.
b) The candidate selected has to clear the subjects in single attempt without any failure during
the 3 year Degree course.
c) The Controller of Examinations of the affiliating University may be requested to furnish the
list of awardees (District wise, category wise) duly countersigned by the Registrar of the
University.
d) Since acquiring a Degree is an eligibility for many of the Competitive Exams and acquiring
a job, the clause of continuing education may be relaxed for Degree students and they may
be awarded Cash Memo., Certificate and Medal and an Electronic Tab, whether they
pursue or not for higher studies.

a). A unit has been identified on the basis of each subject clusters in the Universities.
b) Each cluster should be treated as a single unit separately for the PG students studied in the
colleges under the Universities jurisdiction including affiliated colleges from the point of
view of distribution of Prathibha scholarships in the ratio of 2-OC, 1-SC, 1-ST and 1 Girl
Student.

iii) Acharya Nagarjuna University (ANU), Guntur
iv) Sri Krishnadevaraya University (SKU), Ananthapur
v) B.R.Ambedkar University (ARAU), Srikakulam
vi) Adikavi Nannaya University (AKNU), Rajahmundry
vii) Krishna University (KRU), Machilipatnam
viii) Vikram Simhapuri University (VSU), Nellore
ix) Yogi Vemana University (YVU), Kadapa.
x) Rayalaseema University (RU), Kurnool
xi) Sri Padmavati Mahila Viswa Vidyalayam (SPMVV), Tirupati
xii) Dravidian University (DU), Kuppam
xiii) Jawaharlal Nehru Technological University (JNTU-K), Kakinada

d) A candidate to be considered for Prathibha awards should have cleared all the subjects in
all the years of study in the first attempt itself. However if a candidate is appeared for the
improvement examination after a successful first attempt, such marks in the improvement
examination is considered.
e) Selection of the candidate is based on marks in the qualifying examination of the year
preceding year of Prathibha Award.
f) Selection of candidate is to be made on the basis of the categories earmarked above,
g) While selecting candidates, in case there is a tie in the students GPA, the students shall be
selected based on the date of birth whoever is elder. If the date of birth is also same,
students will be selected on the preferential order of ST/SC/BC & OC
h) The students shall be selected for Prathibha Award irrespective of ceiling limit of income as
prescribed in G.O.Ms.No.12, H.E.(EC) Deptt., Dt.1.2.2005.
i) The receipt of the award amount need not be linked to other welfare scholarship amounts
received by the candidate by virtue of their other social/physical disadvantages as the
main objective of the scheme is to recognize the merit and for encouraging continuity in
their studies/ career.
j) All the candidates selected for Prathiba Awards shall be given (a) a cash Memo for
Rs.20,000/- (b) a certificate and (c) Medal (d) an Electronic Tab obtained through IT&C
Deptt., Govt. of A.P. Maximum amount of Rs.2000/- shall be allocated per student by the
Registrar of the University concerned for meeting the cost of Travel, Lodging and Boding
for attending the award function. The actual expenditure shall be met by the concerned
University.
k) The actual expenditure shall be incurred by constituting a Committee consisting of (2) Senior
staff members and (2) students for maintaining transferency.

l) Award details:



m) Award identification process:

i) The Vice-Chancellors of the respective Universities may constitute a committee with ;the
controller of Examination/ Dean of the Examinations as Convener and three professors from
the faculties of Arts, Sciences and Engineering as Members to identify the eligible
candidates of the colleges including affiliated colleges in the Department of the University
concerned for Prathiba Awards. The list may be duly signed by the Registrar after approval
by the Vice Chancellor and sent to the Chairman, A.P. State Council of Higher Education
(APSCHE).

3. The Commissioner of Technical Education & Collegiate Education will consolidate final
fequirement for electronic tabs, duly obtaining figures from APSCHE and give indent for
procurement of total number of tables to IT & C Department, Govt. of A.P. The Commissioner
of Technical and Collegiate Education, A.P., Hyderabad is directed to ensure that the Tabs
received as per the order placed are in good condition, tested and are distributed to all the
Prathibha Awardees through proper procedure followed by the respective Institutions,
acquittances obtained, with photographs of distribution institution wise to be documented in the
file.

4. The Commissioner of Technical and Collegiate Education, A.P. and the Chairman,
APSCHE, A.P., Hyderabad are directed to implement the scheme of Prathibha Awards with the
above guidelines to the meritorious students with immediate effect. Proper instructions for
transportation of students, their boarding, lodging must be meticulously given to concerned
institution principals/ Vice Chancellors / Registrars including RTC Divisional Managers. The
Commissioner of Technical Education & Collegiate Education and Chairman, A.P.State Council
for Higher Education will also take necessary action while distribution of invitations to all
concerned and follow the Protocol.

Minister of Andhra Pradesh along with Prathibha Awards. She has also furnished the

Prathibha Awards including other requirements, besides TA & DA to the awardees for
Collegiate Education, Technical Education and Universities.

Knowledge Mission at Visakhapatnam.

3. Government after careful examination of the matter, hereby accord permission
for an amount of Rs.13,18,42,000/- ( Rupees thirteen crores eighteen lakhs forty two
thousand only) for Prathibha Awards ( Medals, Certificates, Tabs, TA & DA to the
Awardees for Collegiate Education, Technical Education and Universities ) by meeting
the expenditure from the APSCHE., Hyderabad funds. The Chairman, APSCHE is
requested to release the funds through Commissioner of Technical Education &
Collegiate Education, Govt. of Andhra Pradesh following due procedure. The sanction
is subject to actual expenditure being incurred, whichever is less based on final list of
awardees approved by the Commissioner of Technical Education and Collegiate
Education and A.P.State Council for Higher Education respectively. The Tabs will be
procured by the Commissioner of Technical Education and Collegiate Education based
on final list of awardees through Department of IT & C, Govt. of Andhra Pradesh,
following due Government process and norms. Bills will be settled by APSCHE
through the Commissioner of Tech. and Collegiate Education as per procedure.

4 The District Collector, Visakhapatnam District is hereby nominated as overall incharge
for the entire programme as the District level and to bear the expenditure for
arrangements for conduct of the programme, submitting proposals to APSCHE for
reimbursement.

5 The Commissioner of Collegiate & Technical Education, A.P., Hyderabad , the
Secretary, APSCHE, Hyderabad and District Collector, Visakhapatnam District shall
take necessary action accordingly.
