ORDER:-
In the Government order first read above, among other
things, orders were issued constituting an Empowered Committee under the
Chairmanship of Chief Secretary and Secretaries, Environment and Forests
Department, Finance Department among others as members to
direct/guide the
operationalization of Environment Protection and
Renewable Energy Development Fund to consider various proposals
thereunder.
2. The Hon’ble Minister (Finance) in his budget speech
2014-15 among other things has announced the followings:-
A sum of Rs.50 crore was allocated out of the Environment
Protection and Renewable Energy Fund to various conservation activities,
including Rs.12 crore for the restoration of the Chetpet Lake
during 2013-2014.
During 2014-2015, a sum of Rs.100 crore will be allocated
for this fund. After meeting the balance requirement of Rs.30 crore for
the Chetpet Lake restoration, the remaining funds will be used to restore
lake, water bodies and for other works in Chennai and other Cities.
3. The Director of Environment in his letter 3rd read above has stated that the proposals received from various departments to
implement under Environment Protection and Renewable Energy Development
Fund for the year 2014-2015 was placed before the Empowered Committee
and the Empowered Committee has approved the following schemes :-

4. The Director of Environment has therefore requested
necessary orders on the above proposals.
5. In the G.O. 2nd read above orders
have already been issued sanctioning a sum of Rs.8.26 crores towards implementing
the Massive Tree Planting Programme of planting 66 lakhs seedlings in 32
Districts of Tamil Nadu for the year 2014-2015 from Environment Protection
and Renewable Energy Development Fund.
6. The Government after careful consideration accept the
above proposal of Director of Environment as approved by the Empowered
Committee and orders to release a sum of Rs.91.74 crores (Rupees Ninety
one Crore and seventy four lakh only) under the Environment Protection
and Renewable
Energy Development Funds to various implementing
departments through the Director of Environment as follows:-

7. The Director of Environment is authorized to draw the
amount sanctioned in Para-6 above and to disburse the same to
the implementing departments except Forest Department/ Public Works
Department. In respect of Forest Department/ Public Works Department, the Director
of Environment is
authorized to transfer the amount through Letter of
credit.
8. The expenditure sanctioned in para-6 above shall be
debited to the following head of account:-
5425-00-Capital Outlay on other Scientific and
Environmental Research – 208 - Ecology and Environment – JC –
Restoration of Eco-sensitive areas – 16 – Major works
(D.P. Code - 5425 00 208 JC 1601)
9. The Government also direct that :
I. The implementing departments to furnish the cost
estimates to the Director of Environment for releasing the funds to the
respective departments and to send the utilization certificate to
the Director of Environment on the completion of works.
II. The implementing agencies are directed to nominate a
nodal officer in their Departments concerned and entrust the following
works:
a) To furnish the proposals.
b) To send the monthly progress of work covering with the
details on the utilization of funds, works completed with photographs on
the works completed/on-going,etc., to the Director of Environment
for documentation.
c) To co-ordinate the monitoring team visits.
III. a) The implementing agencies in case of Relaying of
Roads, should ensure that the shredded waste plastics are purchased from the
collection centre established under Environment Protection and Renewable
Energy Development fund, Self Help Groups.
b) The Monitoring team to inspect that laying roads using
plastic wastes, by utilizing the waste plastics especially throwaway
plastics.
8. This order issues with concurrence of Finance
Department vide its U.O. No.49850/AH&F/2014 dated 10.9.2014.
