O R D E R:
In the G.O. read above orders were issued for implementation of the scheme for Payment of Cash Incentive of Rs.4.00 per Liter of Milk to the Dairy Farmers of Telangana State who supply Milk to the State Dairy
Federation in Telangana State.
Government, in continuation to the G.O. read above, issued the following operational guidelines for implementation of the scheme for Payment of Cash Incentive of Rs.4.00 per Liter of Milk to the Dairy Farmers of Telangana State who supply Milk to the State Dairy Federation in Telangana State.
1) OBJECTIVE OF THE SCHEME :
a) The small/marginal farmers and Agriculture labour are dependent on the Dairy for their alternate livelihood due to severe drought conditions and failure of Agriculture crops due to agro climatic variations in the State.
b) Most of the farmers in the State are coming forward to purchase and rear high yielding milch animals as a measure to improve their livelihood. Due to perennial droughts and wide variations in agro climatic conditions, and no assured income, both Central and State Governments are promoting Dairying as an alternative livelihood measure.
c) Due to rise in fodder and feed cost and feed supplements, milk production became un-profitable to milk producers.
d) With a view to encourage the farmers to increase their profits in area of dairy and to sustain their livelihood in the village, the Government of Telangana has decided to give a Cash Incentive of Rs.4.00 per Liter of Milk to the Telangana Dairy Farmers supplying Milk to the State Dairy Federation in Telangana State.
2) SCHEME IMPLEMENTING AGENCY:
a) The scheme will be implemented by State Dairy Development Co-operative Federation.
3) ELIGILIBILTY:
a) The scheme for payment of cash incentive @ Rs.4/- is eligible to all the Milk Producers in the Telangana State who are supplying milk to the State Dairy Federation through village milk producers Co-operative societies, (MPCS), milk producers association centres (MPAC), Village Dairy Development committees (VDDC).
b) Good quality of milk is only eligible. Sour, curdled and
substandard milk is not eligible for incentive.
c) This facility is for the farmers who are owning milch animals and supplying milk to the village milk collection centres of State Dairy Federation.
d) This facility is not applicable to the farmers who supply /sell milk to agencies other than State Dairy Federation.
e) This facility is not applicable to the Milk vendors.
4) PRESENT MODE OF PAYMENT OF MILK BILLS:
a) The A.P. Dairy Development Cooperative Federation procures buffalo and cow milk separately every day during both morning and evening sessions from the dairy farmers through its own milk procurement network i.e. village milk producers Co-operative societies (MPCS), milk producers association centres (MPAC) and Village Dairy Development committees (VDDC/IKP).
b) The A.P. Dairy Development Cooperative Federation captures the Producer-ID, Date, Session, Milk type (BM/CM), volume, weight, fat%, SNF% for each milk collection centre/ Society, BMCUs (run by SHG) and makes payment to the district units once in 10 days / 15 days depending on their payment cycle which in turn is
passed to the bank accounts of societies / collection centres for onward payment to the milk pourers.
c) The record of each milk pourer is maintained at village milk producers Co-operative societies (MPCS), milk producers association centres (MPAC) and Village Dairy Development committees (VDDC/IKP) for payment at their end, on its receipt of milk bill from A.P. Dairy Development Cooperative Federation.
d) In respect of Village Organization (Attached to the Self Help Groups), the payment is arranged to the Mandal Mahila
Samakyas/SHG to their mandal level Bank Account directly. In turn, the payment is arranged through VDDS to the farmers.
5) MODE OF PAYMENT OF Rs.4/- INCENTIVE :
a) The incentive of Rs.4/- per litre of eligilible milk will be released as is being done in the regular milk bills payment.
6) SUPERVISION :
a) Through G.O.RT.No.37 of Animal Husbandry, Dairy Dev. & Fisheries (DY-II) Department dt., 13-10-2014 Government of Telangana constituted a district Coordination committee on Dairy Development in the Districts of Telangana State under the Chairmanship of District Collector to look into the implementation of the scheme at district level.
The Director of Animal Husbandry and Managing Director, A.P. Dairy Development Cooperative Federation (T.S.) are requested to take necessary action for implementing the scheme as per guidelines.
