ORDER:
Whereas, by section 101 of the Andhra Pradesh Reorganization Act, 2014 , the appropriate Government i.e., the state of Andhra Pradesh is empowered by order, to make such adaptation and modifications of any law made before 02-06-2014, whether by way of repeal or amendment as may be necessary or expedient, for the purpose of facilitating the application of such law in relation to the state of Andhra Pradesh, before expiration of two years from 02.6.2014, and thereupon every such law shall have effect subject to the adaptation and modifications so made until altered, repealed or amended by a competent legislature or other competent authority.
2. As per the Andhra Pradesh Reorganization Act, 2014, the NIMS, Hyderabad, Osmania Medical College, Hyderabad and Gandhi Medical College, Secunderabad were in the state of Telangana. In view of the above, certain amendments have to be made to existing rules.
3. Accordingly, the following notification will be published in an extraordinary issue of the Andhra Pradesh Gazettee :-
NOTIFICATION
In exercise of powers conferred by section 101 of the Andhra Pradesh Reorganization Act, 2014 (Central Act No.6 of 2014), the Governor of Andhra Pradesh hereby makes the following amendments to the Jeevandan Scheme issued in the G.O.Ms.No.184, HM & FW (M1) Department, dated 16-08-2010.
AMENDMENTS
1. In the rule 4 (iv) , “AP Network for Organ Transplantation (APNOS)” shall be read as “ AP Network for Organ sharing (APNOS)”
2. The rule 5.2 shall be substituted with the following:-

The Committee can co-opt a multi organ transplantation expert to advise it in the discharge of its functions.
3. In the rule 6.1 the word “NIMS, Hyderabad” shall be replaced with Dr. NTR University of Health Sciences, A.P., Vijayawada.
4. In the rule 6.2 (ii) shall be substituted with the following:-
6.2 Composition of AACT:
The Composition of AACT shall be shown below.
(i) Vice Chancellor, Dr. NTR UHS, Vijayawada -- Chairman
(ii) Director of Medial Education, AP, Hyd -- Co-chairman
(iiii) The Superintendent, G.G.H., Guntur --- Co Chairman
(iii) Chief Transplantation Coordinator – Member - Convener
AACT can Co-opt two members who are multi- organ transplantation experts to assist it, subject, however, to the condition that such a person shall not have any affiliation to any hospital registered as a OTC or NTOHC.
5. In the rule 6.4 (c) shall be substituted with sub-committees of AACT
The AACT shall constitute 4 sub committees consisting of experts from the respective areas to assist it in its functioning for allocation of
(i) Kidney and Pancreas
(ii) Liver
(iii) Heart/Lung
(iv) Other organs
The sub-committees shall be required to make appropriate recommendations to the Chief Transplantation coordinator for allocation of various organs in special situations and cases referred to them by the Chief Transplantation Coordinator, including those specified in para 11.6. Any queries in allocation or organs even in regular situation can be referred to subcommittee for opinion.
6. In the rule 8.6 (a) the following shall be added.
“ Nephrologist (DM &DNB or equivalent degree) with experience in
Kidney transplantation
7. In the rule 16 (a), Osmania Medical College (OMC) shall be replaced with Dr. NTR University of Health Sciences, AP, Vijayawada and Andhra Medical College, Visakhapatnam.
8. In the rule 16(b), Gandhi Medical College/Hospital shall be replaced with Andhra Medical College, Visakhapatnam, Guntur Medical College, Guntur and SVIMS, Tirupathi.
9. In the rule 18, the Director, NIMS Hyderabad shall be replaced with Dr. NTR University of Health Sciences, A.P. Vijayawada.
10. This order issues with the concurrence of the Finance Department vide their U.O.No.6821/367/A1/EBS.V/14, dt.02.01.2015.
