ORDER:
Whereas by virtue of section 3 of the Andhra Pradesh Reorganization Act,
2014
(Central Act No.6 of 2014), the State of
Telangana comprising the territories specified therein has been formed on and
from the appointed day i.e. of 02.06.2014;
2. And
whereas, in section 101 of the Andhra Pradesh Reorganization Act, 2014 a Provision
has been made for the purpose of facilitating the application of any law (as defined
in section 2 (f) of the Act), made before the appointed day, in relation to the
State of Andhra Pradesh or the State of Telangana, the appropriate Government
may before expiration of two years from 02.06.2014, by order, make such
adaptations and modifications of the law, whether by way of repeal or
amendment, as may be necessary or expedient, and thereupon every such law shall
have effect subject to the adaptations and modifications so made until altered,
repealed or amended by a competent Legislature or other competent authority;
3. Section
11 of the said Act, provides that, the State Government may, after
previous publication, make rules to
carry out all or any of the purposes of the Act. And section 11 (2) (b) of the
Act provides that the State Government may make rules for regulating the
conditions of admission to the Register subject to the provisions of the Indian
Nursing Council Act, 1947.
4. Therefore,
the Government of Telangana decided to frame rules for conducting examinations
in General Nursing and Midwifery.
5. Accordingly,
the following notification will be published in an Extra-ordinary issue of
Telangana State Gazette Dated 26.06.2015.

In exercise of power conferred by section 11 (b) of the Andhra Pradesh
Midwives
Auxillary Nursing – Midwives and Health
Visitors Act, 1926, the Governor of Telangana hereby makes the following rules.
1.
Short title: These rules may be
called the Telangana State Conduct of General Nursing and Midwifery Examination
Rules, 2015.
2.
Definitions: In these rules,
unless there is anything repugnant in the subject or context:-
(a) “Act” means the
Nurses Midwives Auxiliary Nursing – Midwives and Health
Visitors, Act, 1926 as
amended from time to time and as applicable in the State
of Telangana.
(b)
“Examination Board” means the Examination Board constituted under rule 4 for the
purpose of conducting periodical examination in General Nursing and
Midwifery.
3. CONDUCT OF
EXAMINATIONS:
All the General Nursing and Midwifery
Examinations shall be conducted by the
Board of Examinations constituted under rule 4.
4. CONSTITUTION
OF BOARD OF EXAMIANTION:
a.
There
shall be a Board of Examination to conduct General Nursing and Midwifery Examinations.
b.
The
Board of Examinations shall of the following composition

5. EXAMINATION
PATTERN:
(i) During
any Academic year, there shall be conducted two examinations, as
follows:-
(a) Annual …………...

(b) Supplementary ….
February / March
(ii) Government
Examination Training Centre:-
1. School of Nursing,
Osmania General Hospital, Hyderabad
2. School of Nursing,
Gandhi Hospital, Secunderabad
3. School of Nursing,
Mahatma Gandhi Memorial Hospital, Warangal
4. Government School of
Nursing, Nizamabad, District
5. Government School of
Nursing, Karimnagar Distirct
6.
Government of School of Nursing, Area Hospital, Bodhan, Nizambad District
(iii) The
Chairman will nominate paper setters for General Nursing and midwifery
Examination
from the above Institutions in rotation from experienced Tutors with (5) years
experience.
(iv) The
examiners who are required to proceed outside station in connection with
the Examinations shall
be entitled to draw traveling allowance and Dearness
allowance as per the
rules to be paid in advance. The Examiners shall
distributes the work
among them by mutual understanding at the oral and
practical examination
in the centres allotted.
6. The
Examination shall consist of the following papers:
Minimum requirements
and courses of instructions and supervised practice
recommended by Indian
Nursing Council.
FIRST
YEAR
Year wise distribution of weeks, days and hours of the course.
Maximum
hours per week per students shall be 36 to 40 which include classroom instructions
and clinical field practice.
Note: Out of 52 weeks in one academic year,
total of 6 weeks deducted, 4 weeks vacation, 1 week preparatory leave, 1 week
for examinations. Each week comprises of six days for classroom instruction as
well as for clinical / field practice. Six days a week and 36 hours per week
comes to 1656 hours per year. Sundays and Gazetted holidays should be
considered as holidays. During internship 6 days a week and 48 hours per week
comes to 1152 hours in 24 weeks.

Internship 6 months (School Examination)
7. Conducting of Examinations:
(a) The qualifying examinations shall be
held in General Nursing & Midwifery in the
month of Aug/Sep Annual Examination every year and Supplementary
Examination shall be held in the month
of Feb/March every year. The actual
date of commencement of examination
shall be published in the Telangana State
Gazette at least four weeks in advance.
(b) The Chairman shall arrange for
printing the question papers and answer books
and distributed to each institution on
line down loaded question paper in sealed
covers shall be opened in the
Examination hall on the date and hour appointed
for the Examination under the
supervision of the Chief Examiner of the
Examination in each School of Nursing
/Hospital/Medical College.
(c) The Chairman shall fix up the time
table for the examination, select examiners for
the centres, and prepare and issue
common theory Question papers and hold
results committee meeting.
(d) The Deputy Chairman shall make all
arrangements for theory and Practical
Examinations and attend results
committee meeting. There shall be adequate
number of examiners for all the Centres
(depending on the strength of the
candidates appearing for the
Examination).
(e) The Theory and practical
examinations shall be conducted at each of the
training Institutions, where the
training course is conducted.
(f) The examiners shall be supplied with
the Practical cumulative record in respect of
each of the candidates examined by them.
The examiners shall take the Practical
Cumulative records duly signed by the
Principal; School of Nursing concerned
institution into consideration as the
actual performances of the candidate at the
examination. Practical examination
should be conducted jointly by an external
and internal examiner. (40) students
/per day.
8. Eligibility for Admission to Examination.
A candidate shall be
eligible for the admission to the State Council / Board
examination if the Principle of the
school certifies that:
(a) She / he has completed not less than
eleven months of the course.
(b) She/ he has attended 75% of the
formal instructions given on each subject and
75% of the clinical field experience in
each area/ subject separately during the
academic year, however, the total
clinical / field experience prescribed must be
completed before the final council /
Board examinations and before the issue of
diploma. (The diploma shall not be
awarded to the student till she/ he has
completed the clinical / field
requirements.
c) The overall performance of the
student and her/his conduct during the entire
academic year has been satisfactory.
d) The student has passed in the
internal assessment in each subject i.e., both in the
teaching and practical (s) by securing
50% marks separating in each theory and
practicals (s)
e) The record of practical experience is
complete. (The principal shall send to the
internal assessment for each subject.,
i.e both theory and practical (s) the Council /
board before the start of the
examination along with the examination form)
f) No institution shall submit average
internal marks of the total students more than
75% i.e. if 40 students are admitted in
a course the average score of the 40
students shall not exceed 75% total
internal marks.
g) ANM/LHV/FHW who have been exempted
for six months during third year will be
eligible for third year examination
after completion of six months training.
9. Supplementary Examination:
The Council shall conduct supplementary
examination within six months of the
annual examination:
The number of attempts for examination
has been waived off. However to appear
for final year examination (3rd year) the candidate
shall have cleared all the previous
examination.
a) If a student fails in one theory
paper / Practical examination of third year, she / he
may be allowed to proceed for
Internship. She / he will sit for supplementary
examination held subsequently in the
failed subject / Practical.
b) If a student fails in two or more
papers / Practicals she / he will not be allowed to
proceed for internship. She / he shall
sit for supplementary examination in the
failed subjects / practicals only. A
student shall not be allowed to proceed for
internship till she / he clears third
year examination..
10. Grading of Examination.
Examination shall be graded on aggregate
marks of the entire three and half years
of the training programme as follows:
Distinction - 80% and above
First Division - 70% to 79%
Second Division - 60% to 69%
Pass - 50% to 59%
11. Stipend:
(a) If
a student has failed in only one subject either in Theory or Practical he/she
shall be promoted and she / he could
appear for that particular subject at a
consequent examination, subject to the condition
that she / he will be allowed to
avail this concession twice with
stipends.
(b) If a student fails in first attempt
and gets promoted in second attempt she /he
shall continue as a stipendiary
candidate.
Note: The payment of
stipend should be limited to only 3 years and 6 months to complete the entire
portion of training.
(c) Within 7 years (not more than 5
chances for each subject) shall pass the GNM
Nursing 3 ½ years Training.(double the
year Academic Training)
(d) If she /he fails to pass the subject
in two attempts, she / he will be required to
appear as a private candidate till she /
he passes. On completion of such subject
she / he shall be taken to training as a
stipendiary candidate to complete the
remaining period of the training. The
examination for such candidate should be
the same as prescribed.
(e) Any candidate who fails to pass the
examination may be permitted to appear for
the subsequent examination after having
undergone further training for a period
of not less than six months.
12. Appearance for examination in any part:
The candidate intending to appear for
the examination either in GNM, shall at
least four weeks before the
advertisement date of commencement of the examination, send an application in
the appended form affixed with two passport size photographs duly attested by
the Heads of Institution, to the Chairman through the Superintendent of the
Teaching Hospital together with the prescribed fee and a certificate to the effect
that she / he has undergone the necessary training. The head of each
institution from which the candidate appear for the qualifying examination
shall furnish, the information with a list of such candidates to the Chairman
of the Board.
13. Hall Ticket:
The Hall tickets will be issued by the
Chairman to the Superintendents of the
Teaching Institutions concerned and also
a consolidated list of the candidates will be
communicated to the Deputy Chairman of
the respective centre. A candidate presenting herself / himself at Examination
hall without a hall ticket shall be liable for exclusion there from.
14. Examination fee:
The Director of Medical
Education, Telangana State shall collect the Examination fee and also
application fee towards admission into General Nursing and Midwifery course
through Challan / Demand Draft in favour of Director of Medical Education, Telangana
State (year-wise separately).
The Examination fees are as follows:-
1st Year Examination Rs. 250/-
2nd year Examination Rs. 300/-
3rd year Examination Rs 350/-
Fees
once paid cannot be refunded and cannot be adjusted on any account.
15. Condonation:
A pupil Nurse appearing
for the examination should have an attendance not less than 80% in each subject
clinical and field experience in which she / he is appearing.
Provided the Chairman
of the Board of Examination can issue orders for
condonation for shortage of attendance
up to a maximum of thirty days in respect of
nursing students appearing for General
Nursing and Midwifery.
16. Remuneration:
The examination fees
collected will be paid to the Examiners for conducting the qualifying
examination and to the persons those who are directly involved in the
General Nursing and Midwifery
Examination and shall be distributed amongst
examiners etc., in the following manner:
1. Government share 12%
2. Chairman’s share and
expense in his office 8%
Deputy Chairman’s share
and his office expenditure 24%
3. Setting of question
papers 4%
4. Purchase of
Stationery 6%
5. Incidental
expenditure for conducting examination 10%
6. Valuation of Answer
papers, Invigilation expenditure 20%
7. Clerical assistance
rendered in the office of the
Deputy Chairman Office (each office) 16% (2%
for eachCentre)
17. Invigilation:
The Staff Nurses/Head
Nurses of the respective Teaching Institution shall be
nominated as invigilators in case of
insufficiency of Nursing Tutors.
1. The Director of Medical Education,
Telangana State, Hyderabad shall made
payment of remuneration to the staff
involved in the matter.
Note:- Diploma will be issued
by the Board only after successful completion of the
internship period.
