O R D E R:

        In the G.O.1st read above, orders were issued according permission to the
Commissioner of Collegiate Education, A.P., Hyderabad for extension of contract period of (747) contract lecturers already working in Government Degree Colleges in the State upto 31-03-2015.

2. In the reference 2nd read above, the Commissioner of Collegiate Education, A.P., Hyderabad has requested the Government to accord permission to engage (283) fresh contract lecturers during the ensuing academic year 2015-16 along with renewals of (747) contract lecturers.

3. In the reference 3rd read above, the Commissioner of Collegiate Education, A.P.,
Hyderabad has requested the Government to accord permission to engage (1030) contract
faculties in the present vacancies of Lecturers in Government Degree Colleges by both
renewal of eligible contract lecturers who were working during the academic year 2014-15
for the academic year 2015-16 and also by engaging fresh candidates in the remaining unfilled
vacancies where no candidates for renewal are available.

4. After careful examination of the matter, Government hereby accord permission to
the Commissioner of Collegiate Education, A.P., Hyderabad to renew the services of
Contract Lecturers working in Government Degree Colleges in the State upto 31-12-2015,
who were working on the last working day of last academic year 2014-15.

5. The Commissioner of Collegiate Education, A.P., Hyderabad, shall take further
action in the matter accordingly.

6. This order issues with the concurrence of Finance(HR-I) Department vide their
U.O.No.7939/239/A3/HR-I/2015, Dated:10-06-2015.

Intermediate Education – Continuation of Part-Time staff working in Vocational
Courses in Government Junior Colleges in the State from the day of reopening
of colleges until 31-12-2015 - Permission – Accorded – Orders –Issued.

ORDER:

          The Commissioner of Intermediate Education, AP, Hyderabad in his
letter 3rd read above has stated that Sri M.S.S.Varma, President AP State
Vocational Junior Lecturers (MTS) and Vocational Lab Attenders (MTS)
Association has represented to extend their services for the academic year
2015-16 as is being done every year. Government in G.O.Rt.No.440, Higher
Education (IE)Department, dated:07.11.2014 and G.O.Rt.No.70, School
Education, (IE) Department, dated:05.03.2015 has accorded permission
extending their services to utilize from 4-6-2014 to upto the last date of
academic year 2014-15 and requested to critically review the contribution of
Part Time Lecturers, especially vocational courses, critically through any
professional organizations and take a fresh look at the entire process and
practice of employing part time lecturers from the perspective of educational
outcome, in addition to the existing terms and conditions. He requested the
Government to suggest with which professional organization the entire issue
would be taken up to review the part time system. The reply is awaited. He
therefore requested the Government to issue orders in the matter of
permitting all types of part time staff working in vocational courses of
Government Junior Colleges to engage from first fortnight of June, 2015 (i.e.,
from the date of reopening of colleges) and to continue them till working day
of the academic year 2015-16.

2. Government, after careful examination of the above proposal hereby
accord permission to the Commissioner of Intermediate Education, AP,
Hyderabad for continuing of all types of Part-Time staff working in vocational
courses of Government Junior Colleges in Andhra Pradesh State from the date
of re-opening of Colleges until 31-12-2015. The Commissioner is also
requested to critically review the contribution of Part Time Lecturers,
especially vocational courses, critically through any professional organizations
and take a fresh look at the entire process and practice of employing Part-
Time Lectures from the perspective of educational outcome, in addition to the
existing terms and conditions.

3. This orders issues with the concurrence of Finance (HR.I) Department,
vide their U.O.No.200/A3/HR.I/2015, dated:17-6-2015.

4. The Commissioner of Intermediate Education, AP, Hyderabad shall take
necessary action in the matter accordingly.
