ORDER:
                        At present there are separate Service Rules for each UDAs in the State. Common Service Rules are also there in respect of certain categories in Urban Development Authorities in the State. Further the Service Rules are not permitting for Direct Recruitment through Andhra Pradesh Public Service Commission.

2. The Vice Chairman, Visakhapatnam Urban Development Authority in his letter 4th read above, has brought it to the notice of the Govt that all the employees except Head of Departments in Visakhapatnam Urban Development Authority are working since 25-30 years without any transfers to other Urban Development Authorities, due to such stagnation, many officials have developed vested interests and nexus with brokers and Land Mafia and requested the Government to transfer all long standing employees
to other Urban Development Authorities to brake this unholy nexus.

3. Government after careful examination of the entire matter, decided to frame Common Service Rules for all Urban Development Authorities for mobility of Staff among Urban Development Authorities and to take up recruitment through Andhra Pradesh Public Service Commission, to study the present Service Rules and to recommend new Common Services/Rules,
duly constituting an Expert Committee in the interests of administration.

4. Accordingly, the following Committee is constituted to study the
present Service Rules and to recommend new Common Services/Rules to Government for taking necessary action:-

1. Sri M. Prasad Rao, IAS (Retired)
Urban Governance Expert. Chairman

2. Vice Chairman,
Visakhapatnam Urban Development Authority,
Visakhapatnam. Member

3. Engineer – In - Chief(Public Health),
A.P., Hyderabad. Member - Convener

5. The above Committee shall submit its recommendations within
two (2) months to Government.

6. All the Vice Chairmans of Urban Development Authorities are
requested to furnish the relevant information to the Committee.
