Identification of potential Olympic winners
The Minister of State
(Independent Charge) for Youth Affairs and Sports Shri Sarbananda Sonowal has
said that the main objective of the ‘Target Olympic Podium’ (TOP) Scheme is to
identify potential medal winners for Olympics particularly Rio Olympics, 2016.
102 sportspersons in various disciplines have been identified/ selected under
the scheme so far. List of athletes enclosed is at Annexure.
In a written reply in
the Rajya Sabha today Shri Sonowal said, the players are selected on the basis
of merit and potential for future performance not on the basis of state
representation. Data regarding State Representation of athletes is not
maintained in the Ministry.

Policy for promotion of women sports
The Minister of State
(Independent Charge) for Youth Affairs and Sports Shri Sarbananda Sonowal has
said that the primary responsibility for promotion and development of specific
sports disciplines is that of the concerned National Sports Federations (NSFs).
However, the Ministry of Youth Affairs and Sports and the Sports Authority of
India supplement the efforts of NSFs. All the schemes of the Ministry and the
Sports Authority of India are inclusive schemes and are equally applicable to
women sportspersons.
In a written
reply in the Rajya Sabha today Shri Sonowal said, BCCI has not been officially
recognized by the Ministry, but since International Cricket Council (ICC)
recognizes BCCI as the apex body for promotion of cricket in India, the
Ministry of Youth Affairs & Sports provides clearance from sports angle for
organizing international Cricket matches in India by BCCI and participation of
national team in international events abroad at no cost to the Government
subject to clearances from Ministry of Home Affairs and Ministry of External
Affairs.
He said, the Ministry
provides financial assistance to the recognized NSFs under the Scheme of
Assistance to National Sports Federations (NSFs) towards conduct of national
championships in Senior, Junior and Sub–junior categories both for men and
women, conduct of international tournaments in India, participation of Indian
sportspersons and teams in international tournaments abroad, organizing
coaching camps, etc.
The Minister further
said, for encouraging sports among women, sports competitions are held at
district, state and national levels under the scheme of National Championship
for Women, presently merged with the scheme of PanchayatYuvaKridaAurKhelAbhiyan
(PYKKA) now revised as Rajiv Gandhi KhelAbhiyan (RGKA).The following
sports competitions are conducted annually with 100% central assistance at
Block, District, State and National level;
(a) Rural Competitions
(b) Women Competitions
(c) North East Games
(d) Competitions in Left
Wing Extremism affected Areas.
The year-wise details
of women participation under the erstwhile PanchayatYuvaKridaaurKhelAbhiyan
(PYKKA) scheme, which has been revised and renamed as Rajiv Gandhi KhelAbhiyan
(RGKA) w.e.f. 01.02.2014, are given below:

The Government is not
implementing any scheme providing for construction of District Level Sports
Complexes in various states. However, RGKA scheme provides for construction of
sports complexes in each block of the country both for outdoor and indoor sports
disciplines on land measuring about 6-7 acres, Shri Sonowal added.

Aid to NSFs for training
The Minister of State (Independent Charge) for
Youth Affairs and Sports Shri Sarbananda Sonowal has said that promotion and
development of specific sports disciplines is mainly the responsibility of the
concerned National Sports Federations (NSFs). Government supplements the
efforts of the NSFs by providing financial assistance to them under the Scheme
of Assistance to NSFs for various activities, such as holding coaching camps
for national level sportspersons; zonal and national championships for
sub-junior, junior and senior categories; organizing International tournaments
in India; participation in international tournaments abroad; procurement of sports,
sports science equipment and consumables; engagement of foreign coaches/experts
to train athletes etc. A statement showing the
year-wise and federation-wise details of the money sanctioned to them during
the last three years and this year is annexed.
In a written reply in the Rajya Sabha today Shri
Sonowal said, with a view to ensuring proper utilization of Government funds,
NSFs are insisted upon to ensure timely submission of utilization certificates
and audited accounts. The Government has already put in place a system to
ensure accountability by the NSFs, whereby all the NSFs are financially
accountable to the Government and are required to submit Utilization
Certificates for the grants received from the Government. Fresh
assistance is not sanctioned to such NSF’s which are in default with regard to
submission of Utilization Certificate and settlement of accounts of previous
grants. In addition, the accounts of NSFs receiving annual grant of more than
Rs 1.00 crore in a year from the Government are audited by the Comptroller and
Auditor General of India (CAG). It is also mandatory for all the NSFs to
submit their annual audited accounts to the Registrar of Societies as per the
Societies Registration Act. The CAG sends its directions to the
NSFs, which have been audited by them, directly for removing the deficiencies
pointed out in its report and to furnish compliance report directly to the
CAG. The Government also takes suitable steps as may be necessary for
compliance of the directions and observations of the Comptroller and Auditor
General. Further, the NSFs receiving grant of more than Rs 10 lakhs in a
year have been declared as public authorities under the Right to Information
Act, 2005.
Basic facilities to sportspersons
The Minister of State (Independent Charge) for Youth Affairs and Sports Shri Sarbananda Sonowal has said that Sports is a State Subject and it is primarily the responsibility of the State Governments and National Sports Federations (NSFs) to promote sports.
In a written reply in the Rajya Sabha today he said, the Central Government complements/supplements the efforts of the State Governments and the NSFs in this regard. However, the Ministry of Youth Affairs & Sports is implementing the following Schemes, open to the entire population, including sportspersons, for providing sports infrastructure and facilities in the country:
i. The Rajiv Gandhi Khel Abhiyan (RGKA) [erstwhile Panchayat Yuva Krida aur Khel Abhiyan (PYKKA)]: Under this Scheme, it is proposed to construct a sports complex in each block, both for outdoor and indoor sports disciplines through convergence of funds from different schemes. There is also a provision of grants to the tune of Rs.15 lakh for equipment in each such block level sports complex. The Central Government is contemplating to revisit the RGKA Scheme as funds are not forthcoming from the converging Schemes, viz, the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), the Backward Regions Grant Fund (BRGF), the Additional Central Assistance for Left Wing Extremism Affected Areas (ACA for LWEAA), and the Non-Lapsable Central Pool of Resources – Central (NLCPR-Central).
ii. Urban Sports Infrastructure Scheme (USIS) : Under this Scheme 100% financial assistance, subject to prescribed ceiling is provided to (a) State Governments/ UTs (b) Local Civic Bodies; (c) Schools, Colleges and Universities under Central/State Governments; and (d) Sports Control Boards for development of the (i) Synthetic playing surface (for hockey, football and athletics); and (ii) Multipurpose indoor hall.
The Ministry of Youth Affairs & Sports has not received any complaints from sportspersons with regard to any of the above Schemes, Shri Sonowal added.

Derailment of Kamayani Express and Janta Express near Harda in Madhya Pradesh
The derailment of Train No. 11071 Dn (Lokmanya Tilak Terminus – Varanasi) Kamyani Express and Train No. 13201 Up (Rajendra Nagar – Lokmanya Tilak Terminus) Janta Express took place between Khirkiya and Bhirangi stations on Khandwa – Itarsi, Broad Gauge / Double Line/Electrified/B Route section of West Central Railway at about 23.30 hrs. on 04.08.2015. The accident site is around 32 km of Harda in Madhya Pradesh. While the Train No. 11071 Dn Kamayani Express was on run in block section between Khirkiya and Bhirangi Stations, its 11 coaches derailed due to track wash out. At the same time, Train No. 13201 Up Janta Express which was coming from opposite direction on Up track, also derailed at nearby place.
As per available information, 12 passengers lost their lives and 25 sustained injuries in this unfortunate incident.
The Minister of Railways Shri Suresh Prabhakar Prabhu when informed about the accident; started monitoring the situation right from the midnight at regular intervals. He directed railway officials to gear up relief and rescue machinery in the most effective manner. He directed senior officials of West-Central Railway and Member Engineering Railway Board Shri V.K. Gupta to rush to the accident site. He also spoke to the Chief Minister of Madhya Pradesh frequently starting from midnight and upto the morning hours of today in connection with coordination with the State Administration regarding the relief and rescue operation. The Railway Minister throughout the night maintained the connect with the public using his twitter handle to assure them about the best possible relief and rescue operations. After completing his parliamentary duty of making a statement about the accident in Parliament today which is in session these days, Minister of Railways Shri Suresh Prabhu and his colleague Minister of State for Railways Shri Manoj Sinha rushed to the accident site to take stock of the situation. DRM/BPL with Sr. DEN (Co), Sr. DME (Co), Sr. DSTE (Co), Sr. DSO, Sr. DME(Dsl), Sr. DSTE from Bhopal Division and GM/WCR with PCE, CSO, CBE, CEDE/WCR from Jabalpur Headquarters have visited the accident site to look after the relief and rescue operation.
Accident Relief trains along with Accident Relief Medical Van (ARMV) / Itarsi was immediately dispatched from Itarsi which reached Bhirangi station at 02.20 hrs. ARMV/Bhusawal also reached Khirkiya station at 03:25 hrs Divisional Railway Manager, Bhopal reached the site with branch officers to supervise the relief and rescue efforts. General Manager, West Central Railway, along with Zonal Headquarter officers also rushed to the site immediately. An NDRF Team was also mobilized from Bhopal to assist in the relief and rescue operation. The District Administration also assisted in relief and rescue work.
Shri Suresh Prabhu and Shri Manoj Sinha have expressed profound grief over the loss of innocent lives in this unfortunate and tragic accident.
On humanitarian grounds, an enhanced ex-gratia payment of Rs.2 lakh in case of death, Rs. 50 Thousand for grievous injuries (if any) and Rs.25 Thousand in case of simple injuries has been announced.
The Prima-facie cause of the incident is stated to be ‘flash flood due to heavy rains’.
However, statutory inquiry into this incident has been ordered to be conducted by Commissioner of Railway Safety (CRS), Central Circle, under the Ministry of Civil Aviation.
Stranded passengers of both the affected trains were later cleared towards their respective destinations. They were also provided with drinking water and snacks at Itarsi Junction by the Railway Administration. Due to this accident, the traffic on Itrasi – Khandwa Section has been badly affected and Railways had to divert, short-terminate and cancel certain trains on this Section which are being notified by the respective Zonal Railways. The work on restoration of track in the affected section is continuing on the war-footing at the accident site.
