MoU with Foreign Countries
The Government enters into long-term Agreements/Memoranda of Understanding (MoUs) with various countries for promoting cooperation in the field of MSMEs in the broad areas of capacity building, industrial surveys and feasibility studies, enterprise to enterprise collaboration, participation in exhibitions and trade fairs, exchanging business missions, technology transfer etc.
The Ministry of MSME has entered into long term agreements, Memorandum of Understanding/Joint Action Plan with 18 countries viz., Tunisia, Romania, Rwanda, Mexico, Uzbekistan, Lesotho, Sri Lanka, Algeria, Sudan, Cote d’Ivoire, Egypt, Republic of South Korea, Mozambique, Botswana, Indonesia, Vietnam, Mauritius and Sweden. Ministry of MSME has not signed any MoU with Netherland. Details of the signed MoUs are as follows:

The above MoUs, Agreements, etc. provide for a structured framework and enabling environment to discuss issues of mutual interest concerning the Micro, Small and Medium Enterprises (MSMEs) and to explore possibilities of cooperation for the development of MSME sector in both the countries. Further, international cooperation in MSME sector, apart from generating goodwill for the country and strengthening of friendly relations with the partner countries, also benefits Indian MSMEs and opens up new opportunities for them by way of new markets, joint ventures, sharing of best practices, technology collaborations, etc.
At present the Ministry of MSME has no proposal to establish MSME cell in the Indian Missions abroad.
The Government in Ministry of MSME facilitates participation of Indian MSMEs in foreign exhibitions/fairs under its schemes which aim at exploring new areas of technology infusion/upgradation, facilitating joint ventures, improving market of MSMEs’ products, foreign collaborations, etc.

Training for Cottage Industry
Khadi and Village Industries Commission (KVIC) through its 39 Multi-Disciplinary Training Centres (MDTC) is imparting skill based training to the entrepreneurs of the micro Village Industries units in the country. There are 132 training modules including 13 for Khadi, 116 for Village Industries and 03 for Marketing/ Entrepreneur Development Programme (EDP)/ External Aided Project (EAP). The duration of training under the various modules ranges from 1 week to 15 months which comprises of 97 artisans level, 15 supervisory level and 20 managerial level. Chinese Imports
The Indian Micro, Small and Medium Enterprises (MSMEs) are facing tough competition from cheap Chinese products as is evident in high growth of India’s imports from China. As per information compiled from Director General of Commercial Intelligence & Statistics in respect of 12 major product groups, largely manufactured by MSMEs in India whose imports from China grew at a higher rate than their respective imports from All Countries combined during 2011-12 to 2014-15. As these 12 product groups accounted for 74% of India’s total imports from China in 2014-15, a significant proportion of Indian MSMEs are seem to be adversely affecting from Chinese imports.
These product groups pertain to Electrical and Electronics, Mechanical and Metallurgical products on the one hand and Chemical, Glass & Ceramics based products on the other.
The Government has been imposing anti-dumping duties, permitted under the WTO, for restricting imports when such imports have been established as unfairly affecting the market for goods and services produced by Indian industries. This mechanism is operated by Directorate General of Anti Dumping and Allied Duties (DGAD).
As per Foreign Trade Policy-2015-20, domestic laws /rules/orders/regulations/technical specifications/environmental/ safety and health norms are applicable to domestically produced goods, mutatis mutandis, to imports unless specifically exempted. Government also imposes Safeguard duties to protect domestic industries against a surge of imports from other countries. This mechanism is operated by Directorate General of Safeguards (DGSG).
The Government has been implementing various schemes/programmes to deal with this problem and help the micro, small and medium enterprises for effectively competing with imports from China and other countries. Some of these schemes/programmes include National Manufacturing Competitiveness Programme (NMCP); Credit Guarantee Scheme; Credit Linked Capital subsidy Scheme; Cluster Development Programme; Market Development Assistance Scheme and Vendor Development Programme for Ancillarisation. These schemes/programmes help MSMEs growth, increase their competitiveness to challenge cheap Chinese imports in the country.

Business / Job Fair for MSME Sector
Ministry of Micro, Small and Medium Enterprises is conducting Business fairs (Vendor Development Programmes) in different parts of the country including Karnataka. MSME Development Institutes (DIs) as well as Tool Rooms/Technology Development Centres located in different parts of the country guide and train the industries for product development and technical skilling.

Modernisation of MSME Sector
The Khadi and Village Industries Commission (KVIC) has been taking up projects for developing affordable technologies to upgrade technology base of Khadi and Village Industries sector in collaboration with premier academic and technical institutes. Through such collaborative projects, 124 technologies have been developed for Khadi as well as Village Industries.
KVIC, has established a number of sector specific research institutions viz i) Central Bee Research & Training Institute, Pune for honey, ii) Kumarappa National Handmade Paper Institute, Jaipur for handmade paper, iii) Dr. B.R Ambedkar Institute of Rural Technology & Management and Institute of Renewable Energy, Nashik for training, iv) C.B. Kora Institute of Village Industries for training, v) Central Village Pottery Institute, Khanapur (Belgaum) for pottery, vi) Central Palmgur and Palm Products Institute, Chennai for palm related products, vii) Fibre Design cum Development Centre, Trivandrum for coir products.
KVIC has also supported 42 Khadi Institutions and 64 Village Industries institutions and units to set up in house testing laboratories so that the products quality could be tested at an affordable cost.
The Mahatma Gandhi Institute for Rural Industrialisation (MGIRI) undertakes research, design and extension activities for the rural industrial sector.

1. A range of Solar based Industrial machineries such as Solar Charka, Solar Potter wheel, Solar food dryer, solar chakki (dat grinding machine)
2. Low cost Packaging machine
3. Biogas power plant (10 kW & 15 kW)
4. Biomass charcoal briquetting system
5. LED lighting for indoor and outdoor lighting
6. Dhoop batti making machine
7. Low cost latrine with septic tank
8. Solar biomass drier of one ton per hour capacity has been designed and developed as an attachment to MGIRI’s innovative biomass mixture for briquetting.

32. Using soap stock solution an industrial waste from edible oil industry has been processed into a marketable product as ‘liquid hand wash soap’ on a consultancy basis.

The Government have approved the Technology Centre Systems Programme (TCSP) under which 15 new Technology Centres are to be established with World Bank assistance, over a period of 6 years. Pudi, Distt. Visakhapatnam (Andhra Pradesh) has been identified by the State Government as one of the locations for setting up a new Technology Centre under TCSP.
