The
following notification will be published in an Extra-ordinary issue of the Telangana
Gazette dated 11th September 2015.
PROHIBITION
& EXCISE POLICY FOR 2015-2017 FOR DISPOSAL OF RETAIL
LIQUOR OUTLETS (A4 SHOPS)
The
Government, after careful examination of the policy and suggestions received
from various stakeholders hereby formulate the Excise Policy in relation to Retail
Liquor Shops for the Excise Year 2015-2017.
1. The
privilege of selling of IMFL through retail shops shall be granted by
collecting fixed
licence fee based on the population, as per 2011 census, in the places viz., Municipal
Corporations / Municipality / Nagar Panchayat / Town or Village for the period
2015-17.
2. The
number of retail shops shall be retained at the present level of (2216)
3. The
Commissioner of Prohibition & Excise is permitted to relocate the
undisposed A4 shops
from any locality / area as he thinks fit, but he shall not relocate
the A4 shop from higher licence fee slab to lower licence fee slab.
4. The
Method of selection for grant of shop licences shall be by draw of lots.
5. The
period of licence shall be two (2) years i.e., from 01.10.2015 to 30.9.2017.

Licence Fee for different population slab shall be as follows:

Telangana State Beverages Corporation Limited / Agency outlets will be established
under rule 18(1) of Andhra Pradesh Excise (Grant of Licence of Selling by Shop
and Conditions of Licence) Rule, 2012 (Telangana adaptation Order 2015) in
places where shops were un-disposed.
8. All
the A4 shops in the State shall be equipped with the required machinery for reading
Holographic Excise Labels (HEAL).
9. The
provisions contained in Andhra Pradesh Excise (Grant of Licence of Selling by Shop and
Conditions of Licence) Rules 2012 (Telangana adaptation Order 2015) as
amended from time to time shall govern the process of allotment and
consequent
operation of the A4 shops by the licensees.
10.
Intensive campaign to educate the public about the ill effects of drinking
shall be taken up.
11. The
Prohibition & Excise Department, particularly the Enforcement Wing, will be strengthened
in order to effectively control illicit distillation and other Excise
offences.
12. Steps
shall be taken to initiate the establishment of de-addiction centers in all the districts
in the State in consultation with Health, Medical & Family Welfare
Department.
