Valuable presentation were made on the day one of two-day National Workshop on Best Practices in Citizen Centric Governance. The workshop was inaugurated by the Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh, earlier in the day here today. We are guided by the “Antyodaya” philosophy of Pt. Deen Dayal Upadhyaya, wherein the ultimate yardstick of any welfare scheme depends on whether or not its benefits have reached the lowest of the lowest strata of society, he observed.

Shri Devendra Chaudhry, Secretary, DARPG enlightened the gathering about the significance of the Workshop towards implementing the vision of H’nble PM by deliberation on the innovative efforts in Public Governance and replicating these practices using tools of e-Governance for brining efficiency and quality in public service. With the sustained efforts from this department 12 states have already committed for replication of 13 out of 17 PM awarded initiatives of 2015. Similarly, the National e-Governance awards are also being considered for replication of “Best –in-Class/Best-in-Fit” category.

Secretary also informed that the Department has taken initiative in the welfare of pensioners. Single window system for Pension Grievances has been created. He urged State governments to follow it. Jeevan Praman is another initiative in the welfare of Pensioners. Pension Portel is being developed where pensioners will be able to provide their Jivan Praman on line.

He also presented the Department’s action plan on PM Awards 2016, National e-Governance awards 2016, quick disposal of public grievances, dissemination of good governance practices and planning three Regional Conferences at Nagaland, Bhopal and Karnataka, implementation of e-Office across all Government of India ministries/departments and signing of MoUs with other countries for capacity building of senior and middle level officers.

The presentation in this 2 day workshop include initiatives in Citizen Centric Administration, Women Empowerment, Efficient Resource Utilisation and Capacity Building & e-Governance Tools in Citizen Centric Service Delivery to cover a wide range of Public Service Delivery Systems with a goal to empower the last citizen at the last mile.

On the day one, the presentations that were held included Self Attestation and Rationalization of Affidavits for reforming Public Service Delivery (Punjab); SAKALA – No More Delays – We deliver in Time (Karnataka); Madhya Pradesh Guarantee of Public Service Delivery Act; LADO (An Innovative Initiative for eradication of Child Marriages) (M.P.); Surguja Fulwari Initiative (Chhattisgarh); and a presentation by UNDP.

These Sessions of the presentations are being followed by Panel Discussions.

More than 300 delegates including senior officials of the Central and State governments besides, representatives from various institutions are participating in the event from all over the country.

National Defence Academy & Naval Academy Examination (II) 2015
The Union Public Service Commission will be conducting the National Defence Academy and Naval Academy Examination (II) 2015 at different venues located at 41 Centres throughout the country on 27.09.2015 (Sunday). The e-Admit Cards for the candidates have been uploaded on the Commission's Web-site http://www.upsc.gov.in. which may be down loaded. Letters of rejection to the candidates stating reason(s) for rejection have already been sent through e-mail provided by the candidates. If any applicant is not able to down load his e-Admit Card, he may contact UPSC Facilitation Counter on Telephone Nos. 011-23385271, 011-23381125 and 011-23098543 between (10.00 A.M. to 5.00 P.M). on working days during working hours.  The candidate may also send Fax message on Fax No. 011-23387310. The candidates may note that no paper admit card  will be issued.  
In case the photograph is not printed or available on the e- Admit Card, candidates are advised to carry two (2) identical  photographs (one photograph for each session) along with proof of identity such as Identity Card ( Students I Card used by School/College, Voter I Card, Aadhaar Card, Driving License, Passport etc) and printout of e-Admit Card to the venue of the Examination to secure admission in the Examination.
Candidates    are    advised to   check    their    e-mail    in  case  they  have  sent  any representation.

The  candidates are advised to take a printout of

(i)      The e-Admit Card and

(ii)    Important instructions to the candidates (which must be read carefully) well in advance to avoid the last minute rush.  In the past cases have been noticed where some candidates have faced difficulty  in accessing the server at the last minute on account of server overload.

MOBILE PHONES BANNED

           THE CANDIDATES BRINGING MOBILE PHONE WITH THEM WILL NOT BE ALLOWED      ENTRY IN THE EXAMINATION PREMISES WITH MOBILE PHONES.

Benefits of governance must reach last man in queue: Dr. Jitendra Singh
The Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh has said that the present Government’s priority is last man in the queue and the goal of ‘maximum governance, minimum government’ is also aimed at achieving this objective. He was addressing the inaugural session of the two-day National Workshop on “Best Practices in Citizen Centric Governance” organized by Department of Administrative Reforms, Pension and Grievances (ARPG), here today. We are guided by the “Antyodaya” philosophy of Pt. Deen Dayal Upadhyaya, wherein the ultimate yardstick of any welfare scheme depends on whether or not its benefits have reached the lowest of the lowest strata of society, he observed.

Dr. Jitendra Singh said, during the last 15 months of the present government, both the Department of Personnel & Training (DOPT) as well as the Department of Administrative Reforms, Pension and Grievances (ARPG) have taken certain revolutionary decisions which are the result of Prime Minister, Shri Narendra Modi’s futuristic vision and which could not have otherwise been imagined or visualized in a developing country like India for several more decades to come.

Referring to the Pension Portal option ready to be launched, Dr. Jitendra Singh said, this too is one of the revolutionary steps of the present government which will undo the practice of producing a life certificate which an elderly pensioner was required to produce from time to time. The new provision will not only make the process easier but will also be a befitting tribute to the dignity of the elder citizens of this country, in the same manner as the Department’s earlier decision of introducing self-attested certificate provision is a reiteration of the government’s faith in the youth of this country, he added.

Dr. Jitendra Singh called upon the senior officers of the Central and State government to work with conviction and commitment so that future historians record them as instruments of change that was brought about under the leadership of Prime Minister, Shri Narendra Modi. He said, it is a matter of satisfaction that in less than one month of Prime Minister’s announcement during this Independence Day address from Red Fort, we have started working on two of the important initiatives announced by him. One of them, he said, is the process of identifying posts where interviews for selection or appointment can be discontinued and the other is Prime Minister’s “Startup India, Standup India” idea which is sought to be promoted among the youth.

The Secretary, DARPG, Shri Devendra Chaudhry, Additional Secretary, DARPG, Smt. Usha Sharma, Senior officials of DARPG and delegates from States have also participated.
