Defence Accounts Department Celebrates its 268th Anniversary 
Minister of State for Defence Rao Inderjit Singh has called upon the officers and staff of the Defence Accounts Department to maintain total transparency and probity in the spending of defence finance.
Addressing the 268th Defence Accounts Department Day function at New Delhi Shri Singh said the role of the department is very important since it is handling a budget of 3,44,000 crores which is almost 14% of the Union Budget. Giving emphasis on the full utilisation of the Defence Budget in a time-bound manner, he appealed to department officials to look into this aspect. On this occasion as part of the ‘Digital India’ initiative of the Government, the Minister formally launched ePPO for Ex-Servicemen and a Handbook on delegation of powers to Integrated Financial Advisors (IFA).


He also commended the role of the department for its sincere efforts in helping the Government to implement the long overdue One Rank – One Pension (OROP) scheme for the Ex-Servicemen.

Speaking on the occasion Chairman Chiefs of Staff Committee and Chief of Air Staff Air Chief Marshal Arup Raha congratulated the officers and staff of the DAD for observing the Foundation Day. Dwelling upon the role of the Department he highlighted the importance of Internal Audit in the prompt and efficient use of Defence Budget.

On this occasion the Minister presented the ‘Raksha Mantri Awards for Excellence’ to selected DAD employees for their outstanding contribution during the year 2014-15. Among others, Defence Secretary Shri G Mohan Kumar and Financial Advisor (Defence Services) Shri Sudhanshu Mohanty also addressed the gathering.

Chief of Army Staff Visits 5/5 GR (FF) and Headquarters South Western Command 
         The Fifth Battalion of the Fifth Gorkha Rifles, 5/5 GR (Frontier Force) celebrated its Platinum Jubilee in Jaipur Military Station today. The celebrations, which were attended by Gen Dalbir Singh, the Chief of the Army Staff, President of the Gorkha Brigade and Colonel of the Fifth Gorkha Rifles (Frontier Force), many serving and veteran officers, JCO’s and other ranks marked the 75 years of dedicated service of the Battalion to the Nation.
          To commemorate the Platinum Jubilee, a solemn Memorial Ceremony was held at Jaipur Military Station. To remember the sacrifice of the illustrious martyrs of the battalion, wreaths were placed by Gen Dalbir Singh, as well as other senior serving & retired officers, JCO’s and OR of the Regiment. Gen Dalbir Singh addressed the troops of the unit and released a First Day cover to commemorate the 75thanniversary. Speaking on the occasion, the Chief of the Army Staff said that the Battalion is one of the finest infantry units of our Army and that the present generation of officers and jawans should continue to draw inspiration from the glorious past of the Regiment. He exhorted all ranks to continue to excel and face new challenges in the fast changing security environment with fortitude and in true military traditions.
          The Battalion was raised on 01 Oct 1940 as 3/6 Gorkha Rifles and was re designated as 5/5 Gorkha Rifles (Frontier Force) on 01 Jan 1948. The Battalion has fought in the World War II, India – Pakistan Wars of 1948, 1965 and 1971 and the conflicts of the sub conventional realm. The unit has the singular honour of being awarded two Victoria Crosses (Pre-Independence, equivalent of Param Vir Chakra) in a single night of operations. They were also awarded the first Ashok Chakra Class-I of India. With two VCs, one Ashok Chakra, 01 Kirti Chakra, 03 Vir Chakras, 05 Shaurya Chakras and 15 Sena Medals.  5/5 Gorkha Rifles (FF) has 213 names of its soldiers etched in golden letters for their supreme sacrifice.
          Gen Dalbir Singh, also visited Head Quarters South Western Command at Jaipur,  took stock of operational preparedness and appreciated the measures undertaken by the Command to maintain optimal operational readiness and training of the formations under it.

Visit of First Training Squadron to Seychelles during Overseas Deployment 
Indian Naval Ships Tir and Sujata, alongwith Indian Coast Guard Ship Varuna, comprising the 1st Training Squadron, entered Port Victoria, Seychelles today 01 Oct 15 as part of their Overseas Deployment during Autumn Term 15. The ships shall remain in harbor till 04 Oct and shall enter again on 09 Oct 15 for a couple of days.

The First Training Squadron forms part of Southern Naval Command (SNC) and comprises Indian Naval Ships Tir, Sujata, Shardul, ICGS Varuna and two Sail Training Ships Sudarshini and Tarangini, all of which have been built in India. The primary aim of the First Training Squadron is to impart sea training to Naval and Coast Guard trainees (within a time period of 24 weeks). All the trainees are trained in Seamanship, Navigation, Ship Handling, Boat Work, Technical aspects etc. whilst being exposed to the rigours of life at sea, so as to earn their ‘sea legs’.

The Southern Naval Command (SNC) is the Training Command of the Indian Navy, which provides both basic and advanced training to officers and sailors of the Indian Navy. Vice Admiral Sunil Lanba, PVSM, AVSM is presently the Flag Officer Commanding-in-Chief, Southern Naval Command. The Indian Navy has also been providing training to personnel from friendly foreign countries for more than four decades, under which more than 13,000 personnel from over 40 countries have been trained. The Indian Navy’s focused approach for providing high quality training by constantly adapting to evolving tactics and technologies, has gained it a reputation of being one of the finest training destinations.

India and Seychelles have close, long-standing relations going back 36 years, covering a wide spectrum of activities and interactions, which have strengthened over recent years. The people of India and Seychelles have close cultural bonds and a shared vision of a democratic and pluralistic society. Based on a request from the Government of Seychelles, IN ships are regularly deployed to Seychelles and adjacent waters for surveillance of its Exclusive Economic Zone and to bolster its maritime security. These deployments provide opportunities for extensive operational and training engagements and contribute to the maintenance of good order at sea. The present deployment of the First Training Squadron to Seychelles would further cement the close relations between the two nations and the two navies. Senior Officer of the 1st Training Squadron, Captain SR Ayyar, is embarked on board INS Tir.

Chairman Chiefs of Staff Committee (COSC) and Chief of the Air Staff (CAS), Air Chief Marshal Arup Raha Addresses Defence Accounts Department on Their Annual Day 
Chairman chiefs of staff committee and Chief of Air Staff, Air Chief Marshal Arup Raha addressed the Defence Accounts Department on their annual day, today at CGDA, Brar Square, Delhi Cantt in the presence of RRM, Defence secretary and members of Defence accounts Department.

The Chief said that the Defence Accounts Department has provided 260 years of valuable service of payments, internal accounting and financial advice and he congratulated the award winners for their excellent performance in the field of accounting. He mentioned that the IFAs have provided vital role in growth, capability by providing professional expertise and knowledge.

While speaking on the accountability the Air chief said that there is a need to shift from compliance of financial cannons to results and outcomes and also that a requirement of a more proactive approach and a greater cohesiveness with executives at all levels that will yield greater results. While talking on funds and accounting he said the funds will never be adequate, and the solution is to utilise the full allocation of the funds and direct them for the best, and prioritise results.

CAS emphasised that the five aspects which all Integrated Financial Advisor's must focus are Operational need, maintenance of facilities, security, training, welfare and morale.
