Union Health Secretary exhorts officials to mobilise community and step up prevention and treatment efforts to manage Dengue

Suggests management of beds in hospitals for due care of deserving and needy patients 

In a meeting chaired by the Union Secretary (HFW) Shri B P Sharma yesterday to review the follow up action on the decisions taken by the Cabinet Secretary with the Committee of Secretaries on 21st September 2015 regarding management of Dengue situation in the country, the Health Secretary exhorted all officials and concerned agencies to mobilise community to step up prevention efforts regarding Dengue. He urged them to coordinate their efforts and assured all help to the states for effectively addressing and managing the Dengue situation.

While reviewing the situation, Secretary (HFW) stated that the rush of fever patients needs to managed in a manner so as not to deprive serious cases of Dengue special care and beds. For this purpose, quick diagnosis, screening and attention to all fever cases arriving in hospitals, would be necessary. He advised the hospitals to emulate or innovate the system being followed at RML Hospital. He further suggested that information on availability of beds be shared by hospitals to ensure bed availability to Dengue patients requiring hospitalization.

Regarding all Government hospitals setting up separate 24X7 dedicated units for fever/Dengue to be supervised by a senior doctor in order to ensure appropriate treatment of patients, Spl. Secretary, Delhi Government informed that 55 fever clinics have been made functional from 28th September. He further informed that Delhi Government has increased the bed strength for Dengue patients from 945 to 4000 beds, and mobile clinics have been mobilized and route monitoring and working hours of staff in these clinics is being worked out. Secretary (HFW) asked the Delhi Government officials to collect data of the number of patients who have been taking advantage of these new initiatives of the government and apprise the Union Health Ministry.

Regarding the services of private hospitals to be enlisted for creation of special Dengue OPDs and earmarking additional beds for Dengue patients, Special Secretary informed that EWS beds have been earmarked for Dengue patients and further 26 big hospitals are sharing data with the municipal corporations.

Dr. A K Gadpayle, Director RML informed that separate 24x7 dengue clinics had been established and at present 110 beds were earmarked for dengue patients. He added that while the cases requiring observation and medical help are kept in the same area in a block in old emergency, patients requiring hydration are kept under observation for which 10 observation beds have been earmarked, and patients requiring hospitalization are sent to ECS where a team of doctors attend to the patients. Director of Safdarjung hospital informed that 260 beds have been earmarked for dengue patients. He informed that while suspected dengue patients are examined and discharged almost on the same day, dengue cases with complications and taken up for further treatment. Director of Lady Hardinge Medical College and associated hospitals informed provision of 93 dedicated beds in Smt.Sucheta Kripalani Hospital and 70 dedicated beds in Kalawati Saran Children’s Hospital. At AIIMS, policy of allocation of beds to dengue patients is similar to RML. 44 dedicated beds have been provisioned and 100 patients can be taken up at any given point of time.

Regarding Delhi Metro Rail Corporation (DMRC) ensuring its construction sites do not become breeding grounds for mosquitoes, Chief Engineer, DMRC informed that all the construction sites are being regularly monitored to check vector breeding.

The representative from the Ministry of AYUSH informed that the Ministry had formulated clinical management guidelines on Dengue using alternative systems of medicines 60 beds in Nehru Homeo Hospital have been earmarked for Dengue patients. Secretary (HFW) urged that the data on number of Dengue patients attending AYUSH clinics and its popularity with Dengue patients’ may be assessed and shared with the Health Ministry.

Regarding alleged instances of denying access to the rooftops of Government buildings to the staff of the Municipal bodies, it was directed that the Municipal bodies may challan the concerned if not allowed access to roof tops. On such building where access to roof tops was not there, ladders may be used with the assistance of the CPWD or concerned construction agencies.

Reiterating the role of prevention of vector spread, the Secretary (HFW) urged the people to use curved covers on water tanks, keep water storage pots covered with cloth, it nothing else was immediately available and ensure cleanliness in the surroundings.

In addition to senior officials of the Union Health Ministry, senior officers from Govt. of NCT of Delhi, Municipal corporations, the Directorate of NVBDCP, MS/Director from AIIMS, Safdarjung, Dr. RML Hospital and Lady Hardinge Medical College, officials from Delhi Metro, Director NIHFW, officials from ICMR, AYUSH ministry, medical officers from South MCD, East MCD and CMO, NDMC, were present.
