Implementation of Sendai
Framework for Disaster Risk Reduction
The eight
Ministers of Asian countries including China, Japan, Malaysia, South Korea,
Indonesia, Thailand, Mongolia and India will participate in a meeting on 17th
November, 2015 to be held in New Delhi. The meeting will prepare a regional
roadmap for disaster risk reduction for the Asian region. The meeting will be
co-chaired by the Minister of State for Home Affairs, Shri Kiren Rijiju and
United Nations Special Representative of the Secretary General for Disaster
Risk Reduction Ms. Margaretta Wahlstrom.
Soon after the Asian Ministers Meeting on 17th November, the second Asian Partnership on Disaster Reduction (IAP) meeting of delegates, sponsored by the United Nations Office for Disaster Risk Reduction (UNISDR) and Government of India will be held from 17th to 19th November, 2015.
The main focus of the three-day IAP meeting will be to discuss the substantive preparation of the Asia Ministerial Conference on Disaster Risk Reduction (AMCDRR) to be held in New Delhi on November 14-17 next year. The IAP meeting will also provide an opportunity to discuss substantive issues related to the implementation of the Sendai framework at the regional, national and local level.
As a follow up from the 6th Asian Ministerial Conference outcome and as a requirement of the Sendai Framework implementation, the intended outcome of the AMCDRR in 2016 will be to ensure a political endorsement of an ‘Asia Regional plan for implementation of the Sendai Framework’. The IAP forum will mainly work as the regional consultation mechanism and provide technical input for the preparation of the AMCDRR 2016 and development of the regional plan.
The AMCDRR is a biennial conference jointly organized by different Asian countries and the United Nations Office for Disaster Risk Reduction (UNISDR). The event represents a unique opportunity for governments to reaffirm their political commitments in implementation of the Hyogo Framework for Action (HFA). The AMCDRR also serves as a forum for other stakeholders to take a shared responsibility and make actionable commitments towards implementation of Disaster Risk Reduction (DRR). At the same time the conference also provides opportunity for all governments and stakeholders to exchange experiences on successful practices and innovative approaches in reducing and managing disaster risk.
The “Sendai Framework for Disaster Risk Reduction 2015-2030” was adopted during the Third UN World Conference on Disaster Risk Reduction held in Sendai, Japan on 14-18 March, 2015 where India was represented by the Union Home Minister Shri Rajnath Singh. The implementation of the Sendai Framework involves adopting integrated and inclusive institutional measures so as to work towards preventing vulnerability to disaster, increase preparedness for response and recovery and strengthen resilience. This requires a shift from standalone disaster management or risk management to more holistic risk resilient development practice. This shift of thinking and action from risk management to disaster risk resilient development requires support of regional and international cooperation and thus need to be incorporated in the architecture and thinking of the regional platforms/ ministerial conferences.

Qaumi Ekta Week will be
observed from 19th to 25th November, 2015
The Union Home
Minister Shri Rajnath Singh has asked the Central and State Governments to
organise and celebrate the “Qaumi Ekta Week” in a befitting manner so that the
message of Communal Harmony and National Integration could reach out to every
part of the country and society.
With a view to foster and reinforce the spirit of Communal Harmony, National Integration and pride in vibrant, composite culture and nationhood, the “Qaumi Ekta Week” (National Integration Week) will be observed all over the country, from the 19th to 25th November, 2015.
This occasion provides an opportunity to reaffirm age old traditions and faith in the values of tolerance, co-existence and brotherhood in a multi-cultural and multi-religious society. The observation of the ‘Quami Ekta Week’ will also help to highlight the inherent strength and resilience of our nation to withstand actual and potential threats to the eclectic and secular fabric of our country, and nurture a spirit of communal harmony in its widest sense.
The week long programmes to be observed during Qaumi Ekta Week will be as under:
• November 19, 2015 will be observed as National Integration Day and programmes like meetings, symposia and seminars will be organized to emphasize the themes of secularism, anti-communalism and non-violence.
• November 20, 2015 will be observed as Welfare of Minorities Day and items of the 15 Point Programme are emphasized on this day.
• November 21, 2015 will be observed as Linguistic Harmony Day. Programmes like Special literary functions and Kavi Sammelans will be organized to enable people of each region to appreciate the linguistic heritage of other parts of India.
• November 22, 2015 will be observed as Weaker Sections Day and meetings and rallies will be organized to highlight programmes under various Governments which help SCs/STs and weaker sections with particular emphasis on the distribution of surplus land to landless labourers.
• November 23, 2015 will be observed as Cultural Unity Day and cultural functions will be organized to present the Indian tradition of unity in diversity and for promoting cultural conservation and integration.
• November 24, 2015 will be observed as Women’s Day. On this day, the importance of Women in Indian Society and their role in development of nation-building are highlighted.
• November 25, 2015 will be observed as Conservation Day and several meetings and functions will be organized to emphasise the growing need for awareness and action to conserve the environment.
The National Foundation for Communal Harmony (NFCH), an autonomous organisation with the Ministry of Home Affairs, also organises Communal Harmony Campaign coinciding with the Qaumi Ekta Week and observes the Communal Harmony Flag Day on 25th November. The Foundation promotes Communal Harmony and strengthens National Integration. It also provides financial assistance for relief and rehabilitation of children rendered orphan or destitute in communal, caste, ethnic or terrorist violence.

MHA to address issues of all
sections of population of Manipur
The Governor of
Manipur has referred three bills passed by the State Legislature namely, “The
Protection of Manipur People Bill, 2015”, “The Manipur Land Revenue and Land
Reforms (Seventh Amendment Bill), 2015” and “The Manipur Shops and
Establishments (Second Amendment Bill) 2015” to the Government of India for
Presidential assent.
Delegations from Manipur under the aegis of Joint Action Committee (JAC), All Tribals Students’ Union of Manipur (ATSUM) and Manipur Tribal’s Forum, Delhi (MTFD) have met the Union Home Minister Shri Rajnath Singh and other officials of the Ministry of Home Affairs with their concerns over the three Bills.
The Ministry of Home Affairs will consult all stakeholders including the State Government, hill and the valley people and other interested parties on the issue before arriving at any decision in the course of examination of the Bills. It will be the endeavour of the Ministry of Home Affairs to address the issue in the best interests of all sections of the population of Manipur.
These three Bills are being opposed by some sections of Manipur population, who have been agitating over the issue since the last two months. Nine people have died during this agitation and their last rites have not been conducted till now.

High Level Committee meeting for Central assistance to states affected by
natural disasters
The Union Home
Minister, Shri Rajnath Singh chaired a meeting of the High Level Committee
(HLC) here today for Central Assistance to States affected by drought and
flood.
The Union Minister for Finance, Corporate Affairs and Information & Broadcasting, Shri Arun Jaitley, Vice-Chairman NITI Aayog Shri Arvind Panagariya, the Union Minister of State for Agriculture, Dr. Sanjeev Kumar Balyan, Agriculture Secretary Shri Siraj Hussain and senior officers of the Ministries of Home, Finance and Agriculture attended the meeting.
The Committee examined the proposals based on the report of the Central Team which visited the affected states by severe Natural Disasters. The HLC approved the assistance from the National Disaster Relief Fund (NDRF) in respect of Karnataka to the tune of Rs 1540 crore and for Gujarat an amount of Rs 562 crore regarding the losses caused by drought and flood respectively.

Aims to synchronise efforts to institutionalise regional cooperation on disaster response among SAARC member countries
The Government of
India will conduct the “South Asian Annual Disaster Management Exercise”
(SAADMEx), 2015 from 23rd November to 26th November this year in Delhi. The
South Asian Association for Regional Cooperation (SAARC) member countries will
participate in this joint exercise. The Union Home Minister Shri Rajnath Singh
will inaugurate the exercise on 23rd November, 2015.
The main focus of this exercise will be to test the inter-governmental coordination, create synergy and synchronise efforts to institutionalise regional cooperation on disaster response among the member countries of SAARC region. This will be the first-ever joint exercise to be conducted by the National Disaster Response Force (NDRF) of India. Through the exercise, the important aspects of responding to disasters by pooling of resources/expertise will be addressed and also the imperative of presenting a well coordinated response within the SAARC region will be emphasised.
In the run-up to the exercise, the NDRF has held an Advance Coordination Conference during the first week of September, 2015 which was attended by delegates from all member countries of SAARC and officials of Ministry of Home Affairs (MHA), Ministry of External Affairs (MEA), National Disaster Management Authority (NDMA), other stake holders and representatives of NDRF.
