O R D E R:
The
General Manager, Food Corporation of India, Hyderabad in the reference read above informed that in order to have an effective
system to stabilize the prices of critical pulses, the FCI has been mandated to
enter the market to procure Red gram by offering market prices and build buffer
stocks which can be used to stabilize the market in the event of abnormal
fluctuations in prices. He also stated that that the FCI intend to procure
25,000 MT Red gram in the State of Telangana by offering market prices to the
farmers; since they do not have expertise in undertaking procurement of pulses,
that too at market rates, it is essential to have the help of state agency who
is specialized in such operations; and They held preliminary discussions with
Telangana Markfed in this regard and the Markfed indicated their willingness to
undertake this operation on FCI’s behalf, provided the State Government issues necessary instructions
to them. The General Manager, FCI, requested to issue instructions to
Markfed to undertake procurement of Red Gram at market prices on behalf of
FCI. He also mentioned that the FCI
shall be working out a mechanism to fix
bench mark prices on a day to day basis in a fair and transparent manner in
consultation with Markfed.
2. Government,
after careful examination of the matter and considering that as the FCI is
procuring Red gram dal for buffer
stocking with a view to stabilisizing the market in the event of abnormal
fluctuations in the prices and proposing to offer market prices to the farmers,
order for procurement of Red gram in
Telangana State from the Market yards (initially in 3 market yards i.e. Tandoor, Suryapet and Adilabad and to
increase the number later depending upon the need) and also to utilize the services of the Markfed
based on the terms and conditions agreed between the FCI and the Markfed.
3. The
FCI shall ensure that the Red gram procured in Telangana State, for buffer stocking, shall be released, after
converting into red gram dal, in Telangana State on priority for stabilizing the prices, as and when
required. After meeting the requirements
of the Telangana State only , the FCI may, depending upon the availability of
surplus, utilize it for other States in consultation with the Telangana State
Government.
4. It
is also ordered that the Price Monitoring Committee which is functioning under
the chairmanship of the Chief Secretary shall monitor and review the situation
in its monthly meetings.
