Reservation For Minorities 
At present, there is no reservation in Civil Posts and Services under the Government of India and admission to Central Educational Institutions for Minority Communities declared by the Central Government under Section 2(c) of National Commission for Minorities Act, 1992.
However, Central Government carved out a sub quota of 4.5% for minorities, as defined under Section 2(c) of National Commission for Minorities Act, 1992 [viz. Muslims, Christians, Sikhs, Buddhist and Zoroastrians (Parsis)], from within the 27% reservation for OBCs in Civil Posts and Services under the Government of India and admission to Central Educational Institutions. A Division bench of Hon’ble High Court of Andhra Pradesh, Hyderabad, in its judgement dated 28-05-2012 has set aside the carving out of a sub-quota of 4.5% in favour of minorities out of the 27% reservation for OBCs. The matter is presently sub-judice in the Hon’ble Supreme Court of India. Subsequently, Jains community was also declared as Minority Community vide notification dated 27th January, 2014.

Waqf Boards 
           
The Ministry of Minority Affairs implements two plan Schemes namely “Computerization of records of State Waqf Boards” and “Strengthening of State Waqf Boards” and one Non-Plan scheme namely “Development of Urban Waqf  Properties” under which funds are provided to Waqf Boards. The Scheme wise details of funds provided to waqf Boards in various States/UTs  including State of Rajasthan during each of last three years and current year  are enlisted.

2.         Strengthening of State Waqf Boards (Plan Scheme): This Scheme was initiated in 2014-15. The implementing agency is National Waqf Development Corporation Ltd. (NAWADCO). The detail of funds released to State Waqf Boards in 2014-15 & 2015-16 are furnished  as under:-

Lack of Internet Facilities in North East Region 
The Government has asked the Ministry of Communications and Information Technology to provide internet and other communication facilities in these areas for better implementation of scholarship scheme.

The Ministry of Communication and Information Technology has informed that the scope of National Scholarship Portal (NSP) pertains to the development of application and on boarding the user departments in the States/ UTs. Provisioning of underlying infrastructure and connectivity for accessing the portal is required to be improved by the concerned State/ UT Governments. Efforts have also been made to provide accessibility at lower bandwidth.

This Information was given in Lok Sabha today by the Minister of State in the Ministry of Minority Affairs Shri Mukhtar Abbas Naqvi in reply to a question if lack of internet facilities in the North-Eastern States and other far-flung hilly States stands in the ways of integration of those parts of the country with the main stream and implementation of scholarship schemes to minorities.

Central Sector Scheme “Nai Manzil” Gets Rs 650 Crores : to Benefit Minority Youth with Education and Skills 
The Central Sector Scheme “Nai Manzil” of the Ministry of Minority Affairs has been approved with a total expenditure of Rs.650 crores for a period of five years. This includes 50% World Bank assistance of Rs.325 crores. The Finance Ministry has approved the scheme last weekend. While approving sanctioning of 50 percent of the total cost of the project the World Bank representative complemented this Ministry for the preparation of a project of this nature.

Nai Manzil Scheme is an integrated Education and Livelihood Initiative for the Minority Communities. The scheme aims to benefit the minority youths who are school-dropouts or educated in the community education institutions like Madrasas, by providing them an integral input of formal education (up till Class VIII or X) and skill training along with certification. This will enable them to seek better employment in the organised sector and equipping them with better lives. The scheme covers the entire country.

Impressed by the potential of this scheme, the World Bank is said to be considering to recommend this project to countries in Africa faced with similar developmental challenges.

Now the Ministry is working on the operational details of the scheme with a view to improve the monitoring, evaluation and also leveraging the effort of already existing schemes with similar objectives. The Ministry has been pursuing the issue consistently to bring the scheme to ground.
