Shri Thaawar Chand Gehlot Union Minister for Social Justice & Empowerment inaugurates 1st International Film Festival for Persons with Disabilities

Shri Thaawar Chand Gehlot inaugurated 1st International Film Festival for Persons with Disabilities at Siri Fort Auditorium today. The film festival started with the screening of the film Yellow. Yellow is a Marathi film directed by Mahesh Limaye. It explores a mother daughter relationship and developmental disability and behaviour of a child. Film Festival will be held at Siri Fort Auditorium from Dec 1 – 3, 2015.

Speaking on the occasion of the film festival Shri Thaawar Chand Gehlot said that this film festival is for creating awareness about the different needs of the persons with disabilities. He also told that his Government is taking several initiatives for empowering people with disabilities. One such initiative is Accessible India Campaign which will be launched by the Prime Minister on Dec 3 at Vigyan Bhawan. This Campaign intends to create a disabled friendly public infrastructure in 50 most important cities to bring the people with disabilities into the mainstream.

Awareness Campaign against Narcotic Drugs

The Ministry for Social Justice & Empowerment already conducts following awareness generation programmes against Drug abuse:

i) Sensitization and preventive education programmes in collaboration with National Institute of Social Defence (NISD) in schools and colleges on regular basis.

ii) Awareness and outreach programmes involving organizations like Nehru Yuva Kendra Sangathan (NYKS), National Service Scheme (NSS) etc. Due to high rate of prevalence of addiction in Punjab, the Ministry has assigned, in October 2014, an awareness generation programme in the State through NYKS. The Ministry organized two Regional Workshops during year 2015-16 in collaboration with NSS at Shillong and Indore to sensitize students. The Co-ordinators of NSS from all the North Eastern States, Odisha and West Bengal attended the Workshop at Shillong and NSS Co-ordinators from Madhya Pradesh, Chhatisgarh and Rajashtan attended the Workshop at Indore. The Programme was also attended by a large number of students.

iii) The Ministry also uses print, electronic and social media for creating awareness. Information regarding ill-effects of alcoholism and drug abuse is also disseminated in regional languages through the All India Radio programme “Sanwarti Jayen Jeevan Ki Rahen” and also through advertisement in news papers.

iv) The Ministry celebrates at International Day against Drug Abuse and Illicit Trafficking on 26th June every year by holding functions and organizing exhibitions to sensitize the people about the ill effects of drug abuse. National Awards are also conferred to individuals and institutions in order to recognise the efforts and encourage excellence in the field of prevention of substance abuse.

v) the Ministry has set up a National Toll Free drug de-addiction helpline Number 1XXX-XX-0031 w.e.f. 07.01.2015 to help the victims of Drug abuse, their family and society at large.

The National Institute of Social Defence (NISD) is the Nodal Institute for training and research in the field of social defence. The Institute is mainly assigned the task of human resource development in the areas of substance abuse prevention, care of older persons and other social defence issues including beggary prevention. NISD undertakes following activities in the field of drug abuse:

(i) Organizes sensitization programme in Schools and Colleges and skill development programme for its target group in collaboration with Regional Resource and Training Centres (RRTC) and other collaborating partners.

(ii) Conducts regular Consultative Meeting with functionaries of RRTCs for effective implementation of Sensitization and Skill Development Programmes.

(iii) Participates in various fairs like India International Trade Fair, Shilpotsav at Delhi Haat etc. by placing stalls for dissemination of information on drug abuse.

(iv) In order to strengthen the infrastructure and manpower of NISD for streamlining its functioning, all formalities for construction of its own office building have been completed.

Swachhta Udyami Yojana

The Ministry of Social Justice and Empowerment has launched on the Swachhta Udyami Yojana (SUY) on 02nd October 2014.

Swachhta Udyami Yojana – “Swachhta Se Sampannta Ki Aur”




(i)                 Scheme for Pay and use Toilets

Eligibility

(ii)               Individual beneficiaries and their dependants / self-help groups in collaboration with reputed organizations.
Target group of Manual scavengers/ Safai Karamcharis and their dependants

(iii)             For Construction, Operation and Maintenance of Pay and use Community Toilets in Public Private Partnership (PPP) Mode
For Procurement and Operation of Sanitation related Vehicles viz. Garbage Trucks, Suction and Jetting Machine, Vacuum Loader etc.

Due to non-receipt of project proposals under SUY from the State of Rajasthan, funds under the scheme of SUY could not be sanctioned and disbursed to Rajasthan State Channelizing Agency.

            The Ministry of Social Justice & Empowerment has approved Modalities in June, 1999 as amended in June, 2002 for deciding claims for inclusion in, exclusion from and other modifications in the orders specifying list of Scheduled Castes (SCs). According to the said Modalities only those complete proposals of the concerned State Governments/ Union Territory Administrations which have been agreed to by the Registrar General of India (RGI) and National Commission for Scheduled Castes (NCSC) are processed further for amending legislation in terms of clause(2) of Article 341. The proposals indicated in table above, have been processed in accordance with the extant Modalities.

Old Age Homes

The Ministry is implementing a Central Sector Scheme of Integrated Programme for Older Persons (IPOP) under which grants are given for running and maintenance of Old Age Homes, Day Care Centres, Mobile Medicare Units etc. The main objective of the Scheme is to improve the quality of life of Older Persons by providing basic amenities like shelter, food, medical care and entertainment opportunities etc.  Implementing agencies eligible for assistance under the Scheme are Panchayati Raj Institutions/Local Bodies, Non-Governmental Voluntary Organizations, Institutions or Organizations set up by Government as autonomous/subordinate bodies, Government Recognized Educational Institutions, Charitable Hospitals/Nursing Homes, and Recognized Youth Organizations such as Nehru Yuva Kendra Sanghathan (NYKS) and in exceptional cases the State Governments/UT administrations. The Scheme inter-alia, provides for financial assistance of Rs. 11,94, 500/- w.e.f 01.04.2015 for maintenance of Old Age Home for 25 destitute older persons. The financial assistance provided for the purpose under the said scheme  during the last three year, State/Union Territory wise;  is:-

PM will be launching Accessible India Campaign on Dec 3

National awards for the people with disabilities will be awarded by PM on Dec 3



            The Department of Empowerment of Persons with Disabilities has put together events of national importance centering around the commemoration of 'International Day of Persons with Disabilities' - celebrated on 3rd Dec throughout the world, every year. The Prime Minister will be launching the  nationwide 'Accesible India Campaign' and presenting the National Awards for Empowerment of Persons with Disabilities, 2015, in a function at Vigyan Bhawan, New Delhi on 3rd December 2015.



            Accessible India Campaign (Sugamya Bharat Abhiyan), is a nationwide flagship campaign for achieving universal accessibility for Persons with Disabilities and to create an enabling and barrier free environment, with a focus on three verticals: Built Environment; Public Transportation and Information & Communication Technologies.  



            By this campaign, atleast 50% of all the government buildings of National Capital and all the State capitals into fully accessible buildings by July 2018. All the international airports and converting them into fully accessible international airports by July 2016. A1, A & B categories of railway stations in the country will be converted into fully accessible railway stations by July 2016. Atleast 10% of Government owned public transport carriers in the country will be converted into fully accessible carriers by March 2018. Atleast 50% of all public documents issued by the Central Government and the State Governments will meet accessibility standards by March 2018.



            The Campaign is also in the process of developing a web portal along with a mobile application for creating a crowd sourcing platform to get information about inaccessible places, processing information for approving proposals and channelizing CSR resources for creating of accessible spaces. An Accessibility Index is also underway to measure the level of disabled friendliness of a system.



            The National Awards are conferred on 3rd December every year on the ‘International Day of Persons with Disabilities’ on outstanding Persons with Disabilities; individuals and organizations that are working for the empowerment of persons with disabilities. 58 National Awards are given under 14 (fourteen) broad categories every year. 51 individuals/institutions have been approved for the National Awards for Empowerment of Persons with Disabilities for the year 2015. “Mega Distribution Camp of Aids and Assistive Devices for 4229 Persons with Disabilities"



Shri. Thaawarchand Gehlot, Union Minister of Social Justice and Empowerment  inaugurated the 3 days aids and appliances distribution programme of Tricycle, Wheel chairs, Artificial Limbs, Callipers, Splints, CP Chair, Walking Stick, Smart Cane, Daisy Player, CD-Player,  Braille Kit,  Cricket Ball, Hearing Aids Teaching Learning Materials, with many other orthosis & prothesis devices for  persons with Disabilities.

Around 4000 persons with disabilities are identified and received aids and appliances during assessment camp held in the various places Thamarassery, Koyilandi, Vadakara and Kozhikode during 10th – 20th August 2015 across Kerala have been received tailor made aids and appliances at Emerald Ground, Swapna Nagari, Kozhikode.
