            Every year, the officers of the Customs & Central Excise Department are considered for grant of Presidential Award of Appreciation Certificate for ‘exceptionally meritorious service rendered at the risk of life’ and for Presidential Award of Appreciation Certificate for ‘specially distinguished record of service’ on their achieving and maintaining excellence in the discharge of their duties. These awards are announced on the eve of Republic Day.


            This year, 34 officers have been selected for grant of Presidential Award of Appreciation Certificate for ‘Specially Distinguished record of service’.

            These officers have been selected on the basis of their exemplary performance in their respective fields of service over the years. The awardees selected this year include the officers working as Principal Commissioners/Commissioners; Additional/Joint Commissioners; Deputy/Assistant Commissioners; Superintendents/Senior Intelligence Officers; Sr. Private Secretary and Inspectors/ Intelligence Officers, who have been consistently committed to the department in various fields.

The officers’ performance in various fields includes the prevention of smuggling of contraband and narcotics drugs, detection of tax evasion in customs, central excise and service tax, detection of trade based money laundering, detection of foreign exchange violations and streamlining enforcement procedures etc in the department. Besides, many awardees have shown their brilliance and given laudable performance in other fields as varied as tax policy, revenue mobilization, development of software for automation of Customs, Central Excise and Service tax formations, reducing litigations and dispute resolution, effective defence of cases in the Tribunals and High Courts, capacity building and training, as well as skilful handling of administrative work.

Central Board of Direct Taxes (CBDT) Signs 7 more Unilateral Advance Pricing Agreements (APAS) 
The Central Board of Direct Taxes (CBDT) entered into 7 more unilateral Advance Pricing Agreements (APAs) with taxpayers today. This takes the tally of APAs signed so far to 39 (38 unilateral and one bilateral). In the current fiscal year, which is the third year of APA programme, 30 agreements have been signed so far. Before the end of the financial year, more such agreements are expected to be signed. The 7 APAs signed today pertain to various sectors of the economy like investment advisory services, software development services and IT enabled Services. The agreements signed today also include one of the few agreements to be reached in the manufacturing sector.

The APA Scheme was introduced in the Income-tax Act in 2012 and the “Rollback” provisions were introduced in 2014. The scheme endeavours to provide certainty to taxpayers in the domain of transfer pricing by specifying the methods of pricing and setting the prices of international transactions in advance. Since its inception, the APA scheme has attracted tremendous interest from taxpayers for using this mechanism to achieve tax certainty upto nine years.

The approach of the Income Tax Department to the APAs has been appreciated and acknowledged by the industry in India and abroad. The Income Tax Department is committed to providing a stable and predictable taxation regime and improving the ease of doing business.

Auction for Sale (Re-issue) of Government Stock 

Government of India have announced the Sale (re-issue) of (i) “7.35 per cent Government Stock 2024” for a notified amount of Rs. 2,000 crore (nominal) through price based auction, (ii) “7.59 per cent Government Stock 2029” for a notified amount of Rs. 6,000 crore (nominal) through price based auction, (iii) “8.24 per cent Government Stock 2033” for a notified amount of Rs.  3,000 crore (nominal) through price based auction, and (iv) “8.13 per cent Government Stock 2045” for a notified amount of Rs. 3,000 crore (nominal) through price based auction. The auctions will be conducted using multiple price method. The auctions will be conducted by the Reserve Bank of India, Mumbai Office, Fort, Mumbai on January 29, 2016 (Friday).

Up to 5% of the notified amount of the sale of the stocks will be allotted to eligible individuals and Institutions as per the Scheme for Non-Competitive Bidding Facility in the Auction of Government Securities.

Both competitive and non-competitive bids for the auction should be submitted in electronic format on the Reserve Bank of India Core Banking Solution (E-Kuber) system on January 29, 2016. The non-competitive bids should be submitted between 10.30 a.m. and 11.30 a.mand the competitive bids should be submitted between 10.30 a.m. and 12.00 noon.   

The result of the auctions will be announced on January 29, 2016 and payment by successful bidders will be February 01, 2016 (Monday).   

The Stocks will be eligible for “When Issued” trading in accordance with the guidelines on ‘When Issued transactions in Central Government Securities’ issued by the Reserve Bank of India vide circular No. RBI/2006-07/178 dated November 16, 2006 as amended from time to time.
