The autonomous Institutes under the Ministry of AYUSH to promote the AYUSH sytems o medicine are the following:

3. National Institute of Unani Medicine, Bangalore: Karnataka

Further, three new Institutes viz. All India Institute of Ayurveda-New Delhi, North Eastern Institute of Ayurveda & Homoeopathy, Shillong, Meghalaya and North Eastern Institute of Folk Medicine, Pasighat, Arunachal Pradesh are in advance stage of operationalization.
The criteria for setting up of and recognizing new Ayurveda, Siddha and Unani ,Colleges / institutes are specified in the following notified regulations :
1. The establishment of new medical college, opening of new or higher course of study or training and increase of Admission Capacity by a Medical Collge Regulations, 2003 read with amendment Regulations of 2013.
2. The Indian Medicine Central Council (Permission to Existing Medical Colleges) Regulations, 2006.
3. Indian medicine Central Council (Minimum Standards Requirements of Ayurveda Colleges and attached Hospitals) Regulations 2012 read with amendment Regulation of 2013.
4. The Indian Medicine Central Council (Minimum Standard Requirement of Siddha Colleges and attached Hospitals) Regulations 2013.
5. The Indian Medicine Central Council (minimum Standard Requirement of Unani Colleges and attached Hospitals) Regulations, 2013.
The criteria for setting up of new Homoeopathic Medical College has been specified in the Homoeopathic Central Council (Minimum Standards of Requirement of Homoeopathic Colleges and attached Hospitals), Regulations, 2013.
Ministry of AYUSH has not established any AYUSH Information Cell in the Country. The dissemination of information on AYUSH in the country is done through Information, Education and Communication (IEC) Scheme. The Ministry of AYUSH has been publicizing AYUSH systems under Central Sector Scheme of Promotion of Information, Education and Communication in AYUSH by undertaking the following activities:
i. Organization of Arogya Fairs at the National and State level;
ii.Participation in Health Fairs / Melas / Exhibitions organized by Government Department, State Governments and other reputed organizations.
iii.Preparation and distribution of authentic publicity material on AYUSH systems including multi-media/ print media campaigns, audio visual materials for popularization of AYUSH systems.
iv.Providing financial assistance to reputed organizations, NGOs Educational / Research Institutes for organizing Seminars, Conferences, Symposiums, Workshops, Meetings etc. on AYUSH systems.
v. Providing incentives to AYUSH Industry to participate in Arogya and other Fairs / Melas / Exhibitions organized by Central / State Governments/ Government organizations / reputed organizations like Chemexil, Pharmexcil, CII, FICCI, ASSOCHAM, ITPO at State / National level.
Further, under National AYUSH Mission (NAM) the following provisions have been made to promote and spread awareness of AYUSH system of medicines including Unani System in the Country:
a. Public Health Outreach activity: Under this activity, it proposed focus on increasing awareness about AYUSH’s strength in solving community health problems resulting from nutritional deficiencies, epidemics and vector-borne diseases, Maternal and Child Health Care etc. This component is aimed to provide grant-in-aid to State Government initiatives for the roll out of proven AYUSH interventions for improving health status of the population and also the identified National Campaigns by AYUSH, like Geriatric Campaign, Anti-anemia Campaign etc. through distribution of medicines, organizing Health awareness camps etc.
b. Behavior Change Communication (BCC): BCC has been included under National AYUSH Mission (NAM) to prevent communicable diseases and non- communicable diseases. Early prevention and case detection is the most important strategy of all non-communicable diseases which are generally emerged due to life style deviations and ill-healthy diet.
c. AYUSH Gram: AYUSH Gram is a concept wherein one village per block will be selected for adoption of method and practice of AYUSH way of life and interventions of health care. In AYUSH village AYUSH based lifestyles are promoted through behavioral change communication, training of village health workers towards identification and use of local medicinal herbs and provision of AYUSH health services. The elected village representatives are sensitized towards the concept so that there is also active participation from the community.
d. School Health Programme through AYUSH: Under this program it is proposed to provide easy access to health, nutrition and hygiene education and services through AYUSH systems of medicine is a simple and cost effective tool which can go a long way in the prevention and control of communicable and non-communicable diseases. The main focus of School Health Programme through AYUSH is to address the health needs of school going children both physical and mental through providing AYUSH services including Yoga and counselling.

India and US to collaborate closely in the field of Traditional Medicine : Shri Shripad Naik
The Ministry of AYUSH is mandated to promote and propagate AYUSH systems of medicine across the globe. To achieve the objective, the Ministry of AYUSH signs Memorandums of Understanding (MoUs) for ‘Country to Country’ cooperation in the field of Traditional Medicines; sets-up AYUSH Academic Chairs in foreign Universities/Educational Institutes; establishes AYUSH Information Cells in the premises of the Indian Missions abroad or Indian Cultural Centres for dissemination of authentic information about AYUSH Systems of medicine and enters into MoUs with foreign institutes for undertaking collaborative research.
As a result of concerted efforts, for the first time India has successfully engaged USA in the field of Traditional Medicine. An India-US workshop on Traditional Medicine with special focus on cancer was organized on 3-4 March, 2016 at New Delhi. A US team comprising of experts from National Cancer Institute (NCI) took part in the two day exhaustive deliberations that have resulted into significant leads.

International Fellowships/Scholarships to foreign nationals for undertaking AYUSH courses in premier Institutes
The Ministry of AYUSH under its Central Sector Scheme for promotion of International Cooperation provides International Fellowships/Scholarships to foreign nationals for undertaking AYUSH courses in premier Institutes in India with the aim for global promotion/propagation of AYUSH systems of medicine. The Ministry of AYUSH had provided 21, 39 and 52 Fellowships/Scholarships during the academic year 2013-14, 2014-15 and 2015-156 respectively.
Further, two new institutes viz. All India Institute of Ayurveda, New Delhi and North Eastern Institute of Ayurveda & Homoeopathy, Shillong are in advanced stage of construction.
The assistance given by the Government of India under the component of Development of AYUSH Institutions of National AYUSH Mission (NAM) is facilitating improvement in infrastructure in AYUSH Colleges and attached Hospitals and thereby improving quality of existing educational Institutions.
The Morarji Desai National Institute of Yoga (MDNIY), New Delhi, an autonomous body under the Ministry of AYUSH, provides scholarship to its students for pursuing Diploma in Yoga Science. Details of the scholarship granted during the last three years are as under:

Anti-Diabetic drug developed by Central Council for Research in Ayurvedic Sciences (CCRAS)
For the management of diabetes mellitus, the Central Council for Research in Ayurvedic Sciences(CCRAS) has developed a formulation namely, AYUSH-82 from 05 Ayurvedic medicinal plants. The trials of the drug has shown significant reduction in blood sugar level along with clinical improvement. No toxic effects were noted during the trial.
The Council has initiated action to commercialize AYUSH-82. Till now M/S, Dabur India Ltd, New Delhi; M/S Kudos Laboratory India Ltd., New Delhi; and M/S LA Granade Herbs & Pharma Ltd., New Delhi have been granted licenses for manufacturing AYUSH-82.

Study of CIMAP related to Use of cow urine for curing Cancer
Council of Scientific and Industrial Research(CSIR) has reported that its constituent laboratory namely Central Institute of Medicinal & Aromatic Plants (CIMAP), Lucknow in a study undertaken in collaboration with Go-Vigyan Anusandhan Kendra, Nagpur have found novel use of cow urine distillate (commonly known as Kamdhenu Ark) as activity enhancer and availability facilitator for bioactive molecules including anti-infective and anti-cancer agents. Cow urine distillate was found to possess the property of bio-enhancement of an anti-cancer natural agent `Taxol` (paclitaxel) which is produced in microscopic amounts by the Yew tree (Taxus spp.). Cow urine distillate, besides enhancing the killing activities of different antibiotics on bacteria, could also enhance the cell division inhibitory activity of paclitaxel against the breast cancer cell line MCF-7. Further, a white crystalline precipitate prepared from the cow urine distillate also showed similar activity as that of cow urine distillate. A US patent on the research finding has also been obtained.
Public and private research institutes may seek grant from the Government under various schemes of the Ministry of AYUSH. However, there is no plan with the Ministry of AYUSH to extend separate assistance to the institutions engaged in developing cancer medicine from Cow Urine(Gomutra) only.

Government provides financial assistance to revival, retrieval and digitisation of ancient AYUSH manuscripts and books
The Central Council for Research in Ayurvedic Sciences (CCRAS), Central Council for Research in Unani Medicine (CCRUM) and Central Council for Research in Siddha (CCRS) are engaged in the studies related to revival & retrieval and digitization of Ancient Ayurvedic Manuscripts & Rare Books and they are being published from time to time.
Department of AYUSH had sanctioned 32 projects under the Acquisition, Cataloguing, Digitization and Publication of Text Books & Manuscripts (ACDP) Scheme during the 11th Plan period. The National Institute of Indian Medical Heritage of Central Council for Research in Ayurvedic Sciences (CCRAS) is a nodal institute is maintaining the ancient manuscripts and rare books of Ayurveda. Central Council for Research in Unani Medicine (CCRUM) has initiated a project on compilation of Union Catalogue of Unani Manuscripts available in the major libraries in India. Compilation of catalogue available at Raza Library, Rampur; Mulana Azad Library, AMU, Aligarh; Khudabaksh Library, Patna and Ibn-e-Sina Academy, Aligarh have been undertaken and 2952 catalogues have been prepared.

Government Has Taken Several Steps to Regulate the sector of AYUSH Systems of Medicine: Shri Shripad Naik
Ministry of AYUSH had asked State Governments in 2006 to enact comprehensive legislation for the regulation of Yoga and Naturopathy covering registration of practitioners, medical education, etc. Further, it was recommended that in the meantime, a system be set up for the registration of practitioners and the accreditation of institutes on the basis of guidelines formulated and issued by the Government of India.
Further, the Government undertook discussion with the stakeholders on feasibility of regulation of Yoga and Naturopathy education and practice for maintaining quality and uniform educational standards and preventing the growth of fraudulent and fake institutions. Consequent upon the discussion, a Task Force was constituted by the Ministry to deliberate and make recommendations on various important issues concerning the Ministry of AYUSH, including the preferred option for promotion, development and regulation of yoga & naturopathy for education and practice.
The task force in its report submitted recently, has recommended to set-up a Board for promotion and development of Yoga & Naturopathy, with the objectives inter-alia including:
(i) to develop standards for Yoga & Naturopathy training and practices for voluntary adoption;
(ii) to promote accreditation frame-work relating to Yoga & Naturopathy for voluntary implementation by institution, including drafting of curriculum and syllabus for various degrees, diploma and programmes;
(iii) to develop methods of competence evaluation of Yoga & Naturopathy practitioners.
Proposal for one All India Institute of Yoga and Naturopathy has been approved, in principle, in the 12th Plan proposals of Ministry of AYUSH. A provision of Rs. 8 crores has been made in FY 2016-17.
Health is a State subject. Accordingly, action against the fake practitioners is the responsibility of the State Government concerned. The details of fake AYUSH practitioners and action taken against them are not maintained by the Ministry of AYUSH. As per the provisions of Indian Medicine Central Council (IMCC) Act, 1970 and Homoeopathy Central Council (HCC) Act, 1973 only the details of the registered practitioners of Indian Systems of Medicine and Homoeopathy are maintained by the two statutory bodies i.e Central Council of Indian Medicine(CCIM) and Central Council of Homoeopathy(CCH) respectively under this Ministry. Further in the matter, CCIM issues suitable advertisements from time to time in leading newspapers with a view to restrain illegal practice and increase awareness among general public. There is no Central legislation for education and practice of Yoga and Naturopathy in the country.

The International Day of Yoga celebrated on 21st June, 2015 across the world was a grand success as millions of enthusiastic people participated in the event, successfully organised in 192 member countries of the United Nations.

‘Homoeopathy for Healthy Child’ being implemented in ten blocks of 6 districts on pilot mode
Under the direction of Ministry of AYUSH, Central Council for Research in Homoeopathy(CCRH) has developed a program on Homoeopathy for Healthy Child. The program has 2 components namely, ‘Homoeopathy for teething complaints in children’ and ‘Integration of Homoeopathy with Rashtriya Bal Swasthya Karyakram (RBSK)’. The component on ‘Homoeopathy for teething complaints in children’ focuses on children in the age group of 6 months to 3 years and aims at promotion of healthy teething by using bio-chemic medicines. Teething associated problems such as diarrhea, fever, loss of appetite, irritability etc. are treated with homeopathic medicines. The component on ‘Integration of Homoeopathy with RBSK’ focuses on children in the age group of 0 to 18 years and aims at screening, early detection and early intervention of defects, delays, deficiencies and diseases identified under RBSK.
The above program is being undertaken on pilot mode in 10 blocks in 6 districts as follows:

The Auxiliary Nursing Midwifery (ANM) and Accredited Social Health Activist (ASHA) workers in these blocks have been trained, where in, common problems associated with primary teething were detailed and the use of homoeopathic medicine kits have been detailed. The participants have been provided with the medicine kits and data recording registers and subsequently data are being collected and compiled. Nodal officers have been identified at each centre, who are in regular communication with the ASHAs. The Anganwadi workers in the blocks have been sensitized of the teething related problems in children and have been requested to refer such cases to the local PHC or to the ANM/ASHA in case of children developing teething related complaints.
The homoeopathy doctors in the identified districts have also been sensitized about the program being conducted and how ANM & ASHA have been trained on the use of medicine kits. They have been requested to coordinate with the ANM & ASHAs in the respective PHCs so that children suffering from dentition related complaints or other complaints can be referred to the homoeopathy doctors as and when required.
All these programs were conducted in coordination with the district and block level authorities. Experts from homoeopathy, pediatrics and dentistry or community medicine were the resource persons in these programs.
More than 40,000 children have been enrolled whose records are being maintained by the ASHAs. Children with minor episodes of diarrhea have been given homoeopathic medicines in consultation with the homoeopathic physicians. No adverse effects of the medicines have been reported so far.
The nodal officers of the program have been trained on undertaking screening of children for 4 Ds (defects, developmental delays, deficiencies and diseases) as outlined under the RBSK. The development of block level micro plans for implementation of activities on Integration of homoeopathy with RBSK is in progress. ‘Child Friendly Clinics’ are being established at identified centres.
