ORDER :-

In the reference 1st read above Govt., have issued orders establishing “The Andhra Pradesh State Kapu Welfare and Development Corporation Ltd., under Companies Act, 2013 with an aim to promoting the Welfare and Development of the Kapu (Kapu, Telaga, Balija and Ontari) Communities and to serve the marginalized and poor Kapu Community members in Andhra Pradesh.

2. In the reference 2nd read above Govt., have issued orders guidelines for implementation of Economic Assistance Scheme / Programmes for Kapu, Telaga, Balija and Ontari communities.

3. In the reference 5th read above, the Managing Director, A.P.State Kapu Welfare and Development Corporation Ltd., Hyderabad has submitted the proposal for issuing operational guidelines for the (8) schemes for implementation of Annual Action Plan for 2016-17.

4. Government after careful examination of the matter and in supersession of the orders issued in the reference 2nd read above have decided to issue operational guidelines for implementation of Schemes for implementation of Annual Action Plan for 2016 – 17 as annexed to this order.

1. ECONOMIC ASSISTANCE PROGRAM – “CHANDRANNA SWAYAM UPADHI”

BACKGROUND

Andhra Pradesh State Kapu Welfare and Development Corporation Limited (APSKWDCL), a Government of Andhra Pradesh undertaking, is introducing the “Economic Assistance Program- Chandranna Swayam Upadhi” for the economically weak Kapu entrepreneurs in Andhra Pradesh. Under this program, a financial assistance up to Rs 100,000 (Rupees One Lakh only) shall be granted to the selected applicants through the prescribed process. This assistance will be for acquisition of assets by beneficiaries for setting up new businesses or expanding/diversifying existing businesses.

OBJECTIVE

The program targets to encourage economically weak Kapu entrepreneurs to setup or expand/diversify enterprises as a source of livelihood.

SCOPE

This program is applicable for members from economically weak families of Kapu Community of Andhra Pradesh –
1. Who will setup an Enterprise in  Andhra Pradesh, or,
2. Who wishes to expand/diversify their existing an Enterprise in Andhra Pradesh.
The program will subsidize an acquisition of asset by 50% of its cost, up to a maximum of Rs 100,000 (Rupees One Lakh only), and the rest amount of the cost being loaned by the applicant from the bank.

ELIGIBILITY

The applicant should belong to Kapu community i.e. the Kapu, Balija, Telaga and Ontari sub-castes.
The applicant must be residing in Andhra Pradesh.
The applicant should belong to a family holding White Ration Card.
The applicant should be owning or planning to setup an enterprise in Andhra Pradesh.
The applicant should be between the ages of 21 to 50 years of age while applying to the scheme.
A shelf of project/activities for which assets can be acquired though this scheme is proposed by the corporation, though the applicant can propose any viable activity and it can be considered by the corporation on merits.
The applicant should not have availed himself/herself of any amount under any other Government scheme/program for the same purpose.
The beneficiaries who have received financial assistance previously from Kapu Corporation in the last financial year are not eligible.

APPLICATION PROCEDURE

The program will commence from June 2016.
Eligible candidates should fill their application online at APSKWDCL website in the prescribed format.
Applicant should upload the scanned copies (in PDF format of min 50 KB and max 150 KB size each) of the self attested copy of the following documents:
1. White Ration Card of the applicant’s family.
2. Aadhar Cards of the applicant.
3. Caste certificate issued by competent authority.
4. Date of birth proof.
5. Passport size photograph (in JPEG format up to 50 KB size).

SELECTION AND PROGRAM EXECUTION PROCESS

District wise Targets: District wise targets will be set and communicated to the district offices by the MD, APSKWDCL.

Preparation of District Action Plan: The Program/Mandal/Bank Branch - wise Action Plan shall be prepared in consultation with the LDM & Convener DCC and get finalized in the DCC meeting.

Filing of applications: The eligible beneficiaries shall be informed to file their applications in the nearest Mee Seva Centres. The District Collector and Chairmen, BC Corporation/ Kapu Corporation shall ensure that wide publicity to be given.

Selection lists: The selection of the beneficiaries, as per the guidelines and eligibility shall be done at Mandal/Municipal level. The Mandal / Municipal level Screening-cum-Selection Committees shall select the eligible beneficiaries, as per their skill, interest, choice, aptitude and map the asset-oriented Program (viable as per local need / demand, market potential for sustainable income generation). The Screening-cum-Selection Committees shall approve the 'Selection list'. The MPDOs/ Municipal Commissioners shall send a copy of the approved selection list to the Executive Director/ Project Director of BC Corporation/ Kapu Corporation.

Arranging bank linkages (getting consent of the banks): After the completion of the selection of the beneficiaries, the consent letters of the banks shall be obtained.

Documentation: After issuing of Bank consents, the proposals shall be documented i.e., filling of application forms enclosing all relevant documents for the program applied for, affixing the signatures of recommending authorities ( MPDOs / Municipal Commissioners),etc.

Aadhar : The entry of Aadhar / UID Number of the applicant and Aadhar / UID Number is made mandatory at the time of applying for the Program. The self attestation copies of the Aadhar /UID card of the applicant and the Aadhar /UID card of the applicant shall be collected compulsory during the documentation.

Registration in APSKWDCL website: All the details of the applicants shall be entered in the APSKWDCL website by the MPDOs / Municipal Commissioners. After registration into the APSKWDCL website, the proposals/applications (hard copy) shall be submitted to Executive Director/ Project Director of BC Corporation/ Kapu Corporation with a covering letter, for further action.

Sanction proceedings by District Collector: After receipt of proposals/ applications of the beneficiaries from the MPDOs/Municipal Commissioners, the Executive Director/ Project Director of BC Corporation/ Kapu Corporation shall arrange for the issue of administrative sanctions, and issue of sanction proceedings from District Collector/Chairperson through the APSKWDCL website. (No sanction shall be given outside the APSKWDCL website)

Opening of two bank accounts of beneficiaries: The Sanction proceedings under Bank-linked Program (Action plan) shall be communicated to the Banks concerned/MPDOs/ Municipal Commissioners and beneficiaries at once. The Executive Director/ Project Director of BC Corporation/ Kapu Corporation shall obtain the two account Numbers (Non-operative SB account number & Loan account number) of the sanctioned beneficiaries from the Banks in respect of Bank Linked Program. The Non Operative SB account should be opened under the Pradhan Mantri Jan Dhan Yojna (PMJDY).

Uploading the two bank account numbers of sanctioned beneficiaries: The Kapu Corporation shall upload the two Account numbers of the sanctioned beneficiaries and IFSC Code of the respective Bank Branches in APSKWDCL website for facilitating release of subsidy by Head office through Online (E-Payment) directly into Non-operative Savings Bank Account of the beneficiaries from the Head Office in respect of bank-linked Programs.

Entering of Ration Card Number: Entering of ration card number of the applicant is mandatory at the time of applying for the program. The self attestation copies of ration card of the applicant shall be collected compulsory during the documentation.

Grounding of the units: After release of subsidy, the Banks shall take up groundings. The grounding of units shall be monitored by the Mandal / Municipal level Committees in order to ensure full-fledged and timely grounding process as per the Kapu Corporation Action Plan Implementation Manual.

Orientation Program: A mandatory 1 day Orientation Program for the beneficiaries will be organized at constituency level at regular intervals by the corporation with the assistance of identified training partners.

Collection of utilization certificates: The Executive Director/ Project Director of BC Corporation/ Kapu Corporation will ensure the collection of Utilization Certificates from the Banks after the grounding of units, and the details thereof shall be entered into APSKWDCL website and hard copy shall be furnished to Head Office.

Note: Until & unless the particulars of the grounded units (UGs) are entered into APSKWDCL website, the grounding process will neither be completed nor will it be accounted for, for achievement of targets.

Pending beneficiaries: The beneficiaries to whom two Bank Accounts (Non-operative SB account number & Loan Account Number) were uploaded in the year 2015-16 and for whom subsidy is not released in the year 2015-16 are also eligible for fresh sanctions as per the merits, in the year 2016-17. These bank accounts if are not under Pradhan Mantri Jan Dhan Yojna (PMJDY), need be converted into PMJDY accounts.

Compliance: The Executive Director/ Project Director of BC Corporation/ Kapu Corporation are responsible for taking the initiative, for ensuring coordination with all the stakeholders involved and for ensuring that the Kapu Corporation action plan, in respect of their district, is implemented as per the guidelines and instructions. They should send the progress report in the format already prescribed to the Head Office. Any deviation or laxity in this regard shall be viewed seriously.

Enlisting in other welfare schemes/programs: Upon enlisting in this program, the corporation would assist the beneficiaries to register for the following schemes/programs -
1. AP State Construction and Other Workers Welfare Board benefits -Premium amount of Rs 12 (Rupees Twelve only) annually.
2. Pradhan Mantri Suraksha Bima Yojana (PMSBY) – Premium amount of Rs 12 (Rupees Twelve only) annually.
3. Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJMY) – Premium amount of Rs 330 (Rupees Three Thirty only) annually.

Geo-tagging: Geo-tagging of the asset will be done through identified partner institutions.

Third party audits: After the financial year, third party audit of the grounded units / assets will be done at each Mandal / municipality level by the corporation through NABCONS.

The State Level Committee is the competent authority to allot the additional targets to any district from unspent balances in order to achieve overall physical and financial targets at State level.

2. GROUP MSME PROGRAM

BACKGROUND

Andhra Pradesh State Kapu Welfare and Development Corporation Limited (APSKWDCL), a Government of Andhra Pradesh undertaking, is introducing the “Group MSME Program” for the Kapu entrepreneurs in Andhra Pradesh. Under this program, a financial assistance of Rs 1,000,000 (Rupees Ten Lakh only) shall be granted to the selected applicants through the prescribed process. This assistance will be for group of 3 to 5 members from the community to set up new MSME enterprises.

OBJECTIVE

The program targets to encourage Kapu entrepreneurs to form groups and setup MSME units as source of livelihood.

SCOPE

This program is applicable for members of Kapu Community of Andhra Pradesh who come together as a group of 3 to 5 members and wish to start a MSME unit in Andhra Pradesh.
1000 units are proposed to be setup during the financial year 2016-17 through this program.
Under the program the following financial model is proposed-
1. Cost for proposed project will be a minimum of Rs. 2,500,000 (Rupees Twenty Five Lakh Only).
2. A subsidy of Rs 1,000,000 (Rupees Ten Lakh Only) will be provided by the corporation.
3. Beneficiary contribution in term of the margin money for the project will be a minimum of Rs. 500,000 (Rupees Five Lakh Only).
4. The remaining required balance after the subsidy and beneficiary contribution will be availed as Bank loan and it shall be at least equivalent to Rs 1,000,000. (Rupees Ten Lakh Only)
A shelf of projects/activities will be proposed by the corporation, though the applicant can propose any viable projects /activities and it can be considered by the corporation on merits.
The Government would allocate developed infrastructure for the entrepreneurs in MSME parks across the state. Detailed guidelines will be issued in consultation with the Industries department. 
In case of the entrepreneurs wishing to setup the unit in their own land, the same will be considered.
 
ELIGIBILITY

The group of entrepreneurs should consist of 3 - 5 members from the community.
The group of applicants should belong to Kapu community i.e. the Kapu, Balija, Telaga and Ontari sub-castes.
All the members of the group must be residing in Andhra Pradesh. 
The income limit for each of the members of the group should be Rs 600,000 (Rupees Six Lakh Only).
The group should be planning to setup an enterprise in Andhra Pradesh.
The members of the group should be between the ages of 21 to 50 years of age at the time of applying for the program.
Any of the members of the group should not be defaulters to any bank or any financial institutions.
Any of the members of the group should not have availed him/her of any amount under any other Government program for the same purpose.

APPLICATION PROCEDURE

The notification would be released in June 2016.
Eligible groups should fill their application online at the ASKWDCL website in the prescribed format.
The group should upload the scanned copies (in PDF format of min 50 KB and max 150 KB size each) ) of the self attested copy of the following documents for each of the members of the group:
1. Income Certificate.
2. Aadhar Card
3. Caste certificate issued by competent authority
4. Date of birth proof
5. SSC passing certificate
6. PAN certificate
7. Passport size photograph (in JPEG format up to 50 KB size)
8. 6 month bank statements of all the members of the group.
9. A brief project report with the financials.
10. Self Affidavit (attested by a Govt official) by each member declaring that he/she is not the defaulter to any bank or financial institution 
11. Declaration from group, with signatures of all the members about arranging the margin money in case of the approval of their candidature

SCRUTINY OF APPLICATIONS

Scrutinising, short-listing and finalisation of applicants shall be done based on the online application data.
After receipt of applications, preliminary scrutiny and short listing of the applications will be done by NABCONS, who have been partnered with for this purpose.

SELECTION PROCESS

District wise targets will be set and communicated to the district offices by the MD, APSKWDCL. 
Selection committee will be constituted by the corporation for each district separately.
Committee will be under the chairmanship of Joint Collector-development, General Manager-DIC, LDM, DDM, PD/ED of BC/Kapu Corporation and one representative from NABCONS.
Selection will be based on the qualification, experience, aptitude, viability of the project, coordination between the group members
Interview will take place on group basis as it is a group activity and it will be essential to test the amicability of the members of the group and their chemistry.
Intimation will be sent to the selected groups within one week of the completion of selections all over the state.  Interview process should be completed within a month after the initial scrutiny of candidates.
A waitlist of 100 projects will be maintained by the selection committee.
Selected candidates or groups will be given one week time to inform their consent. 
After receiving their consent, final list will be prepared by the corporation and selected list will be placed in the website of the corporation
After this process is completed, selected entrepreneurs will have to undergo a mandatory Entrepreneurship Development Program (EDP) training programme conducted by NABCONS on behalf of the corporation at specified places for a period of three days.

ENTREPRENEURSHIP DEVELOPMENT PROGRAM (EDP)

There will be a three day EDP for the selected entrepreneurs at district head quarters.
Topics to be covered in the programme:
1. First day: Qualities for a successful Entrepreneur,  Entrepreneurship, managerial inputs, technical inputs for the project, etc.
2. Second day: Financial appraisal of a project, Accounting procedures, Taxation and other statutory requirements, Approvals, Registration of the entity, etc.
3. Third day:  Production and sales issues, Marketing aspects and business development, logistics and transportation issue, HR and IR issues, labour laws, etc.
All the EDPs need to be completed in 2 months time.
Once EDP is completed, each group and entrepreneur will be given certification of EDP by NABCONS.

DETAILED PROJECT REPORTS

Detailed Project Reports will be prepared by NABCONS, as per project requirement, in consultation with the groups. 

REGISTRATION OF ENTITY

Entrepreneurs shall form partnership firm and get the firm registered with appropriate authority.  
An account will be opened for the registered unit.

SANCTION OF UNIT AND RELEASE OF SUBSIDY

After registration of entity and before release of the subsidy, Executive Director/ Project Director of BC Corporation/ Kapu Corporation shall arrange for the issue of administrative sanctions, and issue of sanction proceedings from District Collector/Chairperson through the APSKWDCL website. (No sanction shall be given outside the APSKWDCL website)
The group deposits the margin money this bank account.
The subsidy from the corporation is released into this bank account.

BANK LINKAGES

Joint credit camp will be conducted in selected centres depending on the number of selected candidates and in the joint credit camp Lead bank will be facilitating the process of allotting the entrepreneurs to respective bank branches where the units will be set up. 
Banks will be approached by the entrepreneurs within a week of receiving the EDP training.
The corporation through NABCONs would assist the entrepreneurs secure the bank loans.

ENLISTING IN OTHER WELFARE SCHEMES/PROGRAMS: 

Upon enlisting in this program, the corporation would assist the beneficiaries to register for the following schemes/programs - 
1. AP State Construction and Other Workers Welfare Board benefits -Premium amount of Rs 12 (Rupees Twelve only) annually.
2. Pradhan Mantri Suraksha Bima Yojana (PMSBY) – Premium amount of Rs 12 (Rupees Twelve only) annually.
3. Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJMY) – Premium amount of Rs 330 (Rupees Three Thirty only) annually.

COLLECTION OF UTILIZATION CERTIFICATES: 

The Executive Director/ Project Director of BC Corporation/ Kapu Corporation will ensure the collection of Utilization Certificates from the Banks after the grounding of units, and the details thereof shall be entered into APSKWDCL website and hard copy shall be furnished to Head Office. 

Note: Until & unless the particulars of the grounded units (UGs) are entered into APSKWDCL website, the grounding process will neither be completed nor will it be accounted for, for achievement of targets. 

GEO-TAGGING

Geo-tagging of the asset will be done through identified partner institutions. 

THIRD PARTY AUDITS

After the financial year, third party audit of the grounded units / assets will be done at each Mandal / municipality level by the corporation through NABCONS.

3. CHANDRANNA VIDESHI VIDYA DEEVENA SCHEME (2016-17)

BACKGROUND

Andhra Pradesh State Kapu Welfare and Development Corporation Limited (APSKWDCL), a Government of Andhra Pradesh undertaking, is introducing the “Chandranna Videshi Vidya Deevena Scheme (2016-17)” for the economically weak Kapu youth in Andhra Pradesh. Under this scheme, a financial assistance of Rs 1,000,000 (Rupees Ten Lakh Only) shall be granted to the selected applicants through the prescribed process. This assistance shall be for studying overseas in recognized universities for tuition and living expenses.

OBJECTIVE

The scheme aims at encouraging economically weak Kapu youth to study overseas.

SCOPE

This scheme is applicable for members from economically weak families of Kapu Community of Andhra Pradesh who aspire to do their Graduate (only MBBS), Post Graduate or Ph.D. Courses abroad. 
400 students shall be offered this scholarship.
Under this scheme, a financial assistance of Rs 1,000,000 (Rs Ten Lakh Only) shall be granted to the selected applicants through the prescribed process.
One way economy class ticket (lowest fare tickets) for the shortest route shall be payable upon production of valid visa and admission particulars.
The total visa fees shall be reimbursed to the student upon production of valid visa and receipts of visa fee payment.

ELIGIBILITY

The applicant should belong to Kapu community i.e. the Kapu, Balija, Telaga and Ontari sub-castes of Andhra Pradesh.
The annual income limit of the parents shall be Rs 600,000 (Rupees Six Lakh Only) or below.
At the time of admission into the foreign institute, the applicant should have received his/her Intermediate certificate/relevant Graduate Degree for applying for MBBS courses or Graduate/PG certificate for applying for PG/Ph.D. courses.
PG courses include PG Diploma courses of One year, and One and Half year duration. 
The scheme includes the study of CPA (Certified Public Accountant) and CPM (Certified Portfolio Manger) courses in the United States of America, since they are equivalent to Chartered Accountancy (CA) / Cost Accounting (CA) courses in India.
The applicant should be 35 years of age or below while applying.
Any Individual can avail this scheme only once in a life, and cannot be considered for the second or subsequent times.
Studying in courses from recognized universities from USA, UK, Australia, Canada, Singapore, Germany, New Zealand, Sweden, Netherlands, France, Denmark, Russia, Philippines, Kazakhstan and China (Philippines, Kazakhstan and China for medicine only) shall be considered for this scheme.
Application to other countries can be considered from case to case basis by the State Level Selection Committee.
In the case where not all scholarships are availed by eligible candidates, students already studying in 1st year or going to join 2nd year in eligible foreign institutes and courses, as above, may apply for this scheme.
The applicant should not have availed himself/ herself of any amount under any other Government scheme for the same purpose.

MANDATORY REQUIREMENTS

The following requirements should be mandatorily met by the candidates-

He / She should have a valid TOEFL /IELTS /GRE /GMAT.
He / She should have obtained admission into an accredited Foreign University.
He/ She should possess a valid Passport.
The Candidate should make his/her own efforts in seeking admission in an accredited University / Institution Abroad.
The selected candidate has to join the concerned University within one year of communication of selection. On expiry of this specified period of time, the award shall be automatically cancelled and come to an end. No request for extension of time for availing the award is permissible under the Scheme.
The candidate can change the course or university (in the same or any other eligible country) of study or research. Permission shall be accorded on a case by case basis, subject to the approval by the State Level Selection Committee.
It shall be the responsibility of the candidate to obtain the appropriate visa for a country where the admitted university is located.
Students studying in 1st year or going to join 2nd year in eligible foreign institutes and courses as above may apply with a letter of enrolment from their studying institute, stating their status as a student and year of study in the said institute.
The application should be complete in all respects and should be accompanied by all relevant documents. The applications, incomplete in any respect, are liable to be rejected.

APPLICATION PROCEDURE

Notification shall be issued in leading dailies calling for applications and wide publicity shall be given in University Campuses and in APSKWDCL website in August/September and January/February of the Academic year 2016-17.
Eligible candidates should fill their application online at the APSKWDCL website in the prescribed format.
Applicant should upload the scanned copies (in PDF format of min 50 KB and max 150 KB size each) ) of the self attested copy of the following documents:
1. Income certificate.
2. Aadhar Cards of the applicant.
3. Caste certificate issued by competent authority.
4. Date of birth proof.
5. Intermediate or Graduate degree mark sheet. 
6. Passbook details of Savings Bank Account in Nationalized Bank (account must be in the name of applicant).
7. Passport size photograph (in JPEG format upto 50 KB size).
8. Passport copy.
9. GRE / GMAT or equivalent qualifying exam / test score card.
10. TOFEL / IELTS score card.
11. Admission offer letter from Foreign University 
12. Biodata of the candidate.

SELECTION AND SCHEME EXECUTION PROCESS

All such students desirous of applying for financial assistance for studies abroad shall apply online from 1st August to 30th September and again from 1st January to 29th February of the year.
33% of the awards shall be earmarked for Women Candidates (if adequate number of eligible women candidates are not available then Male candidates may be selected against this 33%).
3% of the awards shall be earmarked for Specially Abled Candidates (if adequate number of eligible Specially Abled candidates are not available then other candidates may be selected against this 33%).
The Selection shall be conducted by a State Level Screening Committee constituted by the Government.
Selection shall be based on the application data and Biodata of the candidate.
The selected candidates shall be eligible for a Scholarship amount of Rs1,000,000 (Rupees Ten Lakh only)
The scholarship  shall be payable to the student in their listed bank account in two instalments – 
1. Instalment I - An amount of Rs 500,000 (Rupees Five Lakh Only) shall be payable to the students upon production of the landing permit / I-94 card. (Immigration Card).
2. Instalment II - An amount of Rs 500,000 (Rupees Five Lakh Only) shall be payable to the students upon production of the 1st Semester/Term results.
Sanction Proceedings specifying the amount of Rs 1,000,000 (Rupees Ten Lakh only) shall be issued to the individual towards fees and living expenses by way of a grant subject to his/her joining the Course and the Candidates selected by the Selection Committee. The sanction proceedings can be made use of by the Candidates for obtaining a Visa from the respective Embassy.
One way economy class ticket (lowest fare tickets) for the shortest route shall be payable upon production of valid visa and admission particulars.
The total visa fees shall be reimbursed to the student upon production of valid visa and receipts of visa fee payment.
The Student shall be eligible for an educational loan of Rs 500,000 (Rupees Five Lakh Only) from any Nationalized Bank at prevailing rates of interest. The Corporation shall coordinate with the Nationalised Banks in securing the education loans to the selected candidates.
The awardees are permitted to supplement the scholarship allowances by under taking Research/Teaching Assistanceship, as available from the respective universities.
Upon release of the 2nd Instalment, a Utilization Certificates shall be obtained from the student with the endorsement of concerned University Authorities for record purpose under the scheme.
In case of not enough eligible applications being selected by the corporation to fill up the number of targeted scholarships (i.e. 400 scholarships), students already studying in 1st year or going to join 2nd year in eligible foreign institutes and courses will be eligible to be granted the scholarship under this scheme, which will be done through the above mentioned process.

4. CHANDRANNA VIDYONNATI SCHEME (2016-17)

BACKGROUND

Andhra Pradesh State Kapu Welfare and Development Corporation Limited (APSKWDCL), a Government of Andhra Pradesh undertaking, is introducing the “Chandranna Vidyonnati Scheme (2016-17)” for the economically weak Kapu youth in Andhra Pradesh. Under this scheme, a financial assistance shall be granted to the selected applicants through the prescribed process. This assistance will be for coaching for UPSC Civil Services Examinations; Competitive Examinations conducted for selection of candidates for positions like Probationary Officers, Bank Clerks, Regional Rural Bank Exams, Specialist Officers, Staff Selection Commission officers and Insurance officers; IIT coaching, coaching for GRE/ GMAT/ TOEFL/ IELTS, coaching for GATE / Indian Engineering Services and Chartered Accountancy Coaching.

OBJECTIVE

The scheme aims at encouraging economically weak Kapu youth to join the UPSC Civil Services, Banking and other allied Services, IITs, Universities of higher education abroad, M.Tech studies, Indian Engineering Services and Chartered Accountancy.

SCOPE

This scheme is applicable for members from economically weak families of Kapu Community of Andhra Pradesh who aspire to become Civil Servants / join Banking and allied Services in various positions / study in the IITs / pursue higher education in institutes outside India/ pursue M.Tech in India/ join the Indian Engineering Services / become Chartered Accountants.

The number of target beneficiaries would be –
A. UPSC Civil Services exams - 500 students 
B. Banking And Other Eligible Examinations Coaching
I. Bank Probationary Officers, Specialist officers and Insurance officers exams – 5,000 students
II. Bank Clerks, Regional Rural Bank Exams and Staff Selection Commission exams – 10,000 students
C. IIT aspirants – 100 students
D. GRE/GMAT/TOEFL/IELTS – Based on number of applications
E. GATE/Indian Engineering Services – Based on number of applications
F. Chartered Accountancy Coaching – Based on number of applications 
Note: Number of students can be increased or decreased by the APSKWDCL based on demand.

Financial assistance in terms of coaching fees and maintenance stipend for  buying books and stationary; boarding and lodging expenses provided for the eligible beneficiaries joining various coaching institutes through the scheme shall be as follows-
A. UPSC Civil Services exams – A total of Rs  242,000 (Rupees Two Lakh Forty Two Thousand Only) which will be towards -
1. Financial Assistance would be provided for a Prelims and Mains integrated guidance training course of 9 months duration with coaching fees up to Rs 150,000 (Rupees One Lakh Thirty Thousand only) which will be credited directly to the institute’s account.
2. Financial Assistance towards books, stationary, boarding and lodging expenses of Rs 10,000 (Rupees Ten Thousand only) per month, which will be credited to the beneficiary’s account every month for 9 months.
3. Rs 2000 (Rupees Two thousand only) per student will be paid as a onetime TA (to & fro) for the entire course duration for the Civil Services coaching.
4. Accommodation in AP Bhawan (Category 1) for those attending interviews in Delhi for Civil Services exams.

B. Banking And Other Eligible Examinations Coaching
I. Bank Probationary Officers, Specialist officers and Insurance officers exams – A total of Rs 20,000 (Rupees Twenty Thousand Only) which will be towards –
Financial Assistance would be provided towards coaching fees up to Rs 12,000 (Rupees Twelve Thousand only) which will be credited directly to the institute’s account.
Financial Assistance towards books, stationary, boarding and lodging expenses - Rs 8,000 (Rupees Eight Thousand only) which will be credited to the beneficiary’s account as a onetime grant. This will be credited on furnishing of the course completion certificate.

II. Bank Clerks, Regional Rural Bank Exams and Staff Selection Commission exams – Rs 15,000 (Rupees Fifteen Thousand Only) which will be towards –
Financial Assistance would be provided for training with coaching fees up to Rs 7,000 (Rupees Seven Thousand only) which will be credited directly to the institute’s account.
Financial Assistance towards books, stationary, boarding and lodging expenses - Rs 8,000 (Rupees Eight Thousand only) which will be credited to the beneficiary’s account as a onetime grant. This will be credited on furnishing of the course completion certificate.

C. The corporation would initiate an “Andhra Super 100” initiative in partnership with the Centre for Social Responsibility and Leadership, Delhi for IIT aspirants from Kapu Community of Andhra Pradesh. The detailed guidelines for the schemes will be issued in course of time.

D. Financial Assistance will be provided for the GRE/ GMAT/ TOEFL/ IELTS coaching in form of actual course fees, which will be remitted to the institutes. The corporation would empanel coaching institutes of excellence imparting such coaching and subsidize the coaching fees for eligible students. The detailed guidelines for the schemes will be issued in course of time
 
E. The corporation would empanel coaching institutes of excellence imparting GATE and IES coaching and subsidize the coaching fees for eligible students. The detailed guidelines for the schemes will be issued in course of time

F. The corporation would empanel coaching institutes of excellence imparting Chartered Accountancy coaching and subsidize the coaching fees for eligible students. The detailed guidelines for the schemes will be issued in course of time.

ELIGIBILITY

The applicant should belong to Kapu community i.e. the Kapu, Balija, Telaga and Ontari sub-castes.
The parents of the applicant must be residing in Andhra Pradesh. 
The annual income limit of the parents will be Rs 600,000 (Rupees Six Lakh Only) or below. Students from white ration holding families alone will be eligible for the “Andhra Super 100” initiative.
The applicant should be between the ages of 20 to 30 years of age as of while applying.
The applicant should not have availed himself/herself of any amount under any other Government scheme for the same purpose.

APPLICATION PROCEDURE

The notification would be released on June 2016.
Eligible candidates should fill their application online at APSKWDCL website in the prescribed format..
Applicant should upload the scanned copies (in PDF format of min 50 KB and max 150 KB size each) ) of the self attested copy of the following documents:
1. Income certificate
2. Aadhar Cards of the applicant.
3. Caste certificate issued by competent authority.
4. Date of birth proof. (SSC Certificate)
5. Graduate degree mark sheet
6. Passbook details of Savings Bank Account in any nationalized Bank. (account must be in the name of applicant)
7. Passport size photograph (in JPEG format up to 50 KB size).

SELECTION AND SCHEME EXECUTION PROCESS 

A) UPSC COACHING

The corporation would empanel institutes of excellence from across the country for UPSC coaching for entrance exams.
An Entrance exam will be conducted for selection of students by JNTU Kakinada in the month of July at Vijayawada, Tirupati, Vishakhapatnam, Kakinada, Kurnool and Hyderabad. 
Students may choose institutions for coaching based on their performance in the entrance exam.
Candidates will be allotted to institutes as per their 1st preference without fixing any ceiling limit to the institutes. 
33% of the awards shall be earmarked for Women Candidates (if adequate number of eligible women candidates are not available then Male candidates may be selected against this 33%).
3% of the awards shall be earmarked for Specially Abled Candidates (if adequate numbers of eligible Specially Abled candidates are not available then other eligible candidates may be selected against this 3%).
A waiting list of 10% of total number of scholarships candidates (i.e. 40 numbers) will be maintained.
50% of the fee will be paid to the institutes on receiving report from the institutes on the number of candidates reported and also satisfactory report from authorized representative of the Corporation.
Balance 50% will be paid only in respect of the candidates who have put in at least 90% attendance for the entire duration of the course provided the coaching and infrastructure is satisfactory and it will be paid at the end of 9 months period, on receipt of the attendance and other reports. 
A volunteer would be selected from among the beneficiaries in each institute who would upload the student attendances to the corporation website every month.
Financial Assistance towards books, study material, boarding and lodging expenses of - Rs 10,000 (Rupees Ten Thousand only) which will be credited to the beneficiary’s account every month for 9 months. This will be on the student achieving 90% attendance in the respective month.
Rs.2000 (Rupees Two thousand only) per student will be paid as a onetime TA (to & fro) for the entire course duration for the Civil Services coaching on the completion of the course and receiving of the course completion certificate.
The State Level Committee is authorised to make exceptions in the eligibility/selection process and their decision will be final.

B) BANKING AND OTHER ELIGIBLE EXAMINATIONS COACHING

The corporation would empanel institutes of excellence from across the country for coaching for various entrance exams.
The information of applicants for different examination coaching will be used to short list eligible candidates.
Candidates will be allotted to institutes as per their 1st preference without fixing any ceiling limit to the institutes. 
50% of the fee will be paid to the institutes on receiving report from the institutes on the number of candidates reported and also satisfactory report from authorized representative of the Corporation.
Balance 50% will be paid on furnishing of the course completion certificate.
Financial Assistance towards books, study material boarding and lodging expenses of Rs 8,000 (Rupees Eight Thousand only) will be credited to the beneficiary’s account on furnishing of the course completion certificate.
The State Level Committee is authorised to make exceptions in the eligibility/selection process and their decision will be final.

C. IIT COACHING

The eligibility, application procedure, selection and scheme execution process for the “Andhra Super 100” will be issued in due course of time

 D. GRE/GMAT/TOEFL/IELTS COACHING

The corporation shall empanel the institutes of excellence imparting these coaching.
Notification calling for applications from desirous students shall be issued twice in a year, June and October of the year mentioning the institutes selected and courses offered.
The interested students shall apply online by June 30th of the year for the 1st session and by October 30th of the year for the 2nd session, in a prescribed application form indicating his preference for the institute in which he wants to undergo training.
The course for the 1st session shall commence from July 1st of the year and the 2nd session shall commence from November 1st of the year
Candidates need to apply to the scheme mentioning their interested examination and their institute of choice 
Candidates shall be allotted to institutes as per their 1st preference without fixing any ceiling limit to the institutes.
Institutes shall report to the corporation on the number of candidates reported for their coaching.
50% of the fee will be paid to the institutes on completion of 50 hours of coaching and also satisfactory report from authorized representative of the Corporation.
Balance 50% will be paid on furnishing of the course completion certificate.

E. GATE/IES

The eligibility, application procedure, selection and scheme execution process for the GATE/IES coaching will be issued in due course of time

F. CHARTERED ACCOUNTANCY

The eligibility, application procedure, selection and scheme execution process for the Chartered accountancy coaching will be issued in due course of time

5. STUDENTS SCHOLARSHIP PROGRAMME (2016-17) 

BACKGROUND

Andhra Pradesh State Kapu Welfare and Development Corporation Limited (APSKWDCL), a Government of Andhra Pradesh undertaking is introducing the “Students Scholarship Programme (2016-17)” for the economically weak Kapu students in Andhra Pradesh. Under this scheme, a financial assistance shall be granted to the students on saturation basis. This assistance shall be given for living expenses, purchase of books, educational materials, other incidental expenses, etc.

OBJECTIVE

The scheme targets to encourage economically weak Kapu students to pursue education at various levels.

SCOPE

This scheme is applicable to students from economically weak families of Kapu Community of Andhra Pradesh, who are studying various levels of course in the state in the Academic Year 2016-17. 

ELIGIBILITY

1. The student and his/her parents should belong to Kapu community i.e. the Kapu, Balija, Telaga and Ontari sub-castes.
2. The student should belong to a family with income of Rs 100,000 (Rupees One Lakh Only) and below.
3. The student must be studying inside Andhra Pradesh.
4. Students in Post Matric Courses approved by the concerned University/Board having duration of 1 year and above are eligible for this scholarship. 
5. The eligible courses can be grouped into:
Group-I : Professional Courses (Degree and PG Courses in Medicine, Engineering, Technology, Management, Agriculture, Veterinary and Allied Sciences, Business Finance, Business administration and Computer Applications/ Science, Commercial pilot License course)
Group-II : Other professional and technical graduate and PG including (M.Phil, PhD and post doctoral research) level courses not covered in Group-I. C.A./I.C.W.A./C.S./ etc., courses, all post graduate, graduate level diploma courses, all certificate level courses.
Group-III: Degree courses (not covered in group I & II), NIFT (National Institute of
Fashion Technology) courses
Group-IV: Intermediate, Polytechnic, ITI/ITCs, Vocational courses (Intermediate level)
Scholarships are not awarded for training courses like Aircraft Maintenance Engineer's Courses, Private Pilot license Courses, Courses at Pre-examination Training Centres of all India and State levels.
The scholarship for students in the different groups of courses shall be a total as indicated below, and shall be dispersed to the beneficiary’s account based on meeting minimum attendance requirement-

2. The student should not have availed himself/herself any amount under any other Government scheme for the same purpose for the same academic year.

APPLICATION PROCEDURE

The notification would be released and circulated to all post matric colleges in the state in June 2016 to inform thw students from the community about the scheme.
Eligible candidates should fill their application online at the APSKWCL website in the prescribed format.
Candidates should provide their email id and mobile number of their parents/guardians during registering for the scheme.
Applicant should upload the scanned copies (in PDF format of min 50 KB and max 150 KB size each) of the self attested copy of the following documents:
1. Income Certificate for the student’s family.
2. Aadhar Cards of the student and both parents/ parent (in case of single parent)/ guardian (in case of orphan).
3. Caste certificate issued by competent authority.
4. Passbook details of Savings Bank Account in any Nationalized Bank (account must be in the name of applicant).
5. Passport size photograph (in JPEG format upto 50 KB size).
6. Study certificate from the College/Institution of study for Academic year 2016-17.
SCHEME EXECUTION PROCESS 

Students shall apply online within one month from the date of admission.
The Principal should issue Bona fide certificate which shall be scanned and uploaded by the student along with the application.
Scrutinising of applicants shall be done based on the online application data.
A list of scrutinised candidates shall be shared with the respective college.
A poorest of poor volunteer shall be selected by the college to upload the monthly attendance statements, attested by the department, to the corporation website.  He/she shall be remunerated an amount of Rs 2,000 (Rupees Two Thousand Only) for the academic year for uploading of the monthly attendance statements throughout the year. 
Any student not achieving a minimum of 75% attendance for consecutive 3 months shall be delisted from the scheme.
The grant for the student shall be credited evenly spread over the period of 10 months in monthly basis.
The State Level Committee is authorised to make exceptions in the eligibility/selection process and their decision shall be final.
Any false information in the application, if identified, shall be shared with the college and disciplinary action would be taken against the student.

6. SKILL DEVELOPMENT SCHEME 

BACKGROUND

Andhra Pradesh State Kapu Welfare and Development Corporation Limited (APSKWDCL), a Government of Andhra Pradesh undertaking, is introducing the “Skill Development Scheme” for students from Kapu Community of Andhra Pradesh who are in their final/pre final year or are recent graduates/post graduates. Under this scheme, a financial assistance shall be granted to the selected applicants through the prescribed process. This assistance shall be for skill development programs in various areas of expertise leading to their placements.

OBJECTIVE

The scheme aims at enhancing the skills of students from Kapu families to aid in their placements.

SCOPE

This scheme is applicable for students who are in their final/pre final year or are recent graduates/post graduates with degrees like B.Tech, MCA, B.Sc, B.Com, etc, and other members from Kapu Community of Andhra Pradesh who are unemployed.
The scheme would link these youth to skill development training programs in various fields of expertise through identified Training Partners or through the Andhra Pradesh State Skill Development Corporation.
The target of these skill development training programs shall be to hone the job skills of the candidate, thus aiding in their placement or self employment post these trainings.

Rs 5000 (Rupees Five Thousand only) shall be granted to each student per month (if not included in the coaching centre fees), credited to their bank accounts bi-monthly) as lodging and boarding expenses. (Based on 85% attendance and course completion) for the ones participating in the placement guaranteed training programs.
The corporation would explore other placement guaranteed training programs and training partners in due course of time.

The Corporation would tie up with programs like Mission for Elimination of Poverty in Urban Areas (MEPMA), Employment Generation and Market Mission (EGMM), etc for skill development training in areas like tailoring, surface ornamentation, etc for women from the community. Through such programs 15,000 women beneficiaries shall be targeted. Up to Rs 12,000 (Rupees Twelve Thousand Only) shall be allocated per beneficiary for such program. 
Corporation would tie up with placement institutes and agencies for facilitating placements of eligible students, career counselling, guiding the students in preparing of job applications and interviews, etc.
For all training programs biometric attendance linked to payments shall be a compulsory requirement. CCTV monitoring shall be followed wherever possible.

SELECTION AND SCHEME EXECUTION PROCESS

The corporation shall tie up with Andhra Pradesh State Skill Development Corporation Ltd (APSSDC) and empanelled institutes of excellence from across the country for skill training programs.
A database of the students shall be created based on the uploaded applications.
Students shall enrol in the APSSDC training programs based on their educational background and interests.
For placement guaranteed training programs through empanelled training partners, students shall be selected through selection criteria as laid down by individual institutes.
Financial Assistance shall be provided in form of training fees credited directly to APSSDC or to the empanelled partners.
Rs 5000 (Rupees Five Thousand only) shall be granted to each student per month (if not included in the coaching centre fees), credited to their bank accounts bi-monthly (and the last instalment shall be paid on uploading of course completion certificate by the student) as lodging and boarding expenses. This shall be based on 85% attendance and course completion.
Biometric attendances of the students shall be uploaded by the empanelled institutes for monitoring by the corporation. 
A database of the successfully placed candidates shall be maintained by the corporation. 
Detailed guidelines shall be issued after signing of MOUs with individual institutes.
For other unemployed youth, Job Melas and training programs shall be conducted from time to time with tie up with training partners.
Career counselling and placement facilitation shall be conducted for the eligible youth through the empanelled placement institutes and agencies.
The State Level Committee is authorised to make exceptions in the eligibility/selection process and their decision shall be final.

7. SETTING UP OF CHANDRANNA KAPU BHAWAN

BACKGROUND

Andhra Pradesh State Kapu Welfare and Development Corporation Limited (APSKWDCL), a Government of Andhra Pradesh undertaking, is proposing setting up of “Kapu Bhawan” across selected locations in the state, for the utilization by Kapu Community of Andhra Pradesh. These bhawans shall have function halls for multipurpose usage and hostels to be used by students from economically weak white ration card holding families of the community. 

OBJECTIVE

This scheme aims at providing a platform of interaction and support for the needy in the Kapu community. 

SCOPE

These Bhawans shall be used by members of the Kapu Community.

MODALITIES

In the first phase of the Scheme, 5 Kapu Bhawans shall be setup by the Corporation at locations selected by the government.
Minimum of 2 acres of land shall be identified and provided by the government for each of the Kapu Bhawans.
Rs 2 Crore shall be allocated to each Kapu Bhawan, which shall be transferred to the “Kapu Welfare Endowment Fund” for the purpose of building the Bhawans.
Through the “Kapu Welfare Endowment Fund”, donors shall be encouraged to donate for development of Kapu Bhawans, and donors donating more than Rs 100,000 (Rupees One Lakh Only) for contribution towards a room in the Kapu Bhawan in a particular location shall have an option to have a room named after him in the said Kapu Bhawan.
Donors donating more than Rs 5,000,000 (Rupees Fifty Lakh Only) for contribution towards a Kapu Bhawan in a particular location shall have an option to have the Kapu Bhawan named after him
Donors will have an option to donate land not less than 1 acre in identified cities for the building of Kapu Bhawans.  Such donors will have an option to have the Kapu Bhawan named after him.
Members of the community can utilize the multipurpose hall of the Kapu Bhawans for celebrations like Marriages and other community events on chargeable basis.
Students enrolled in fulltime courses from white ration card holding families can apply for boarding at the Kapu Bhawan hostel through the online application.
The boarding for selected students shall be without any charges.

ADMINISTRATION

Executive Director/ Project Director of BC Corporation/ Kapu Corporation shall be responsible for the maintenance and running of the Kapu Bhawans.
The APSKWDCL board shall oversee the working of the Kapu Bhawans.

8. KAPU WELFARE ENDOWMENT FUND SCHEME

BACKGROUND

Andhra Pradesh State Kapu Welfare and Development Corporation Limited (APSKWDCL), a Government of Andhra Pradesh undertaking, is introducing the “Kapu Welfare Endowment Fund Scheme” for the Kapu Community of Andhra Pradesh. Under this fund, philanthropic individuals who wish to contribute towards the welfare of Kapu community can donate one time or multiple times over a period. This fund shall be utilized in the welfare schemes of the corporation and the donor shall have an option to identify the scheme he wishes to donate for. All donors shall be acknowledged by the corporation for their contribution.

OBJECTIVE

The scheme aims at encouraging benevolent individuals from across the globe for contributing towards the upliftment of Kapu community.

SCOPE

This scheme is applicable for donors from across the globe.

MODALITIES

APSKWDCL shall setup a Kapu Welfare Endowment Fund to receive donations through this scheme.
APSKWDCL shall call for donations from benevolent individuals for the welfare of deserving persons in the community, which can be through Cheque/Demand Draft/Online transfers.
The minimum amount of donation shall be Rs. 5,000 (Rupees Five Thousand Only)
The Donor can specify the specific scheme in the Corporation he would like to donate for – which can include development of Kapu Bhawans, Chandranna Vidhyonathi scheme and the Chandranna Videshi Vidya Deevena.
Donors donating more than Rs 100,000 (Rupee One Lakh Only) for contribution towards a room in Kapu Bhawan at a particular location shall have a choice to have their name written at an acknowledgement board in the said Kapu Bhawan.
Donors donating more than Rs 5,000,000 (Rupee Fifty Lakh Only) for contribution towards a Kapu Bhawan in a particular location shall have an option to have the Kapu Bhawan named after him.
The donations shall be received as part of “Kapu Welfare Endowment Fund”.
All donors shall receive an online acknowledgement of the donation made, to their email ids.
The corporation shall maintain the contact details of the Donors and reach out to them for their voluntary support for different areas of development of the Kapu community like Entrepreneurship development, MSME development, Education in India and Abroad, Preparation for competitive exams, Skill Development, etc.
All donations shall be enlisted online in the corporation website with the donor’s name and amount donated mentioned.

ADMINISTRATION

APSKWDCL shall be responsible for utilizing the “Kapu Welfare Endowment Fund”.
APSKWDCL shall send an annual progress report covering the details of the fund under “Kapu Welfare Endowment Fund” to all donors.

MODE OF DONATION

Cheque/DD may be drawn in favour of the corporation.
Online transfer may be done through the corporation online portal.

ADISORY COMMITTEE

An advisory committee constituting of retired bureaucrats, retired judges, etc as honorary members shall be formed to advise the corporation in the running of scheme.
