5. Charge Assumed as Chairperson, A.P. State Food Commission by sri. J.R.Puspha Raj
dated.07-08-2017.

ORDER :

In G.O.Ms.No.6 C.A. F & C.S. (CS.I) Dept. dated:12-4-2017, reference second read above orders
have been issued constituting State Food Commission for monitoring and review of implementation of the National Food Security Act, 2013 in the State.

2. In G.O.Ms.No.11 C.A.F & C.S. Dept., dtd:19-7-2017, vide reference 4th read above orders were
issued appointing Sri J.R. Pushpa Raj, as Chairperson Andhra Pradesh State Food Commission and he assumed charge on 07-08-2017 FN.

3. In the GO reference 3rd read above ordered that the Pay and Allowances payable to and other
terms & conditions of service of the Chairperson, A.P.State food commission are the same as that of the State Chief Information Commissioner of Andhra Pradesh State Information Commission in the
reference first read above.

4. The Chairperson/Member at the time of his/her appointment is, in receipt of a pension, other
than a disability or wound pension, in respect of any previous service under the Government of India or under the Government of a State, his/her salary in respect of the service as the Chairperson or Member shall be reduced by the amount of that pension including any portion of pension which was commuted and pension equivalent of other forms of retirement benefits excluding pension equivalent of retirement gratuity;

 The Chairperson , who is appointed from the category of eminent in public life is an Ex.MLA and
Ex.Minister who is drawing pension from the APLA. The Drawing Officer, of CA,F&CS Department shall ensure about the drawal/non drawal of pension from the APLA before drawing his salary.

Term:
 Term of the Chairperson of the State Food Commission shall be 5 years on which he/she enters
upon office and eligible for reappointment. However, no person shall hold office as the Chairperson or
Member after he / she has attains the age of sixty five years.

 Status :
The Status of the Chairperson of the State Food Commission shall be as that of State Chief
Information Commissioner.

Pay :
 The Chairperson of the AP State Food Commission shall receive a sum of Rs.2,50,000/-(fixed)
as per 7th pay commission recommendation. He is also eligible for dearness pay and dearness allowance as admissible to the Chief Information Commissioner on the monthly remuneration indicated above. He shall not be eligible for dearness allowance on service pension during his tenure.

Pension:
other than a disability or wound pension, in respect of any previous service under the
Government of India or under the Government of a State, his/her salary in respect of the service as the Chairperson or Member shall be reduced by the amount of that pension including any portion of
pension which was commuted and pension equivalent of other forms of retirement benefits excluding
pension equivalent of retirement gratuity;

Leave :
 The Chairperson of the AP State Food Commission shall be eligible for leave on par with the State
Chief Information Commissioner. AP Information Commission. He shall be eligible for surrender of
earned leave on par with the AIS Officers for the purpose of encashment.

Accommodation:
 The Chairperson of the AP State Food Commission shall be eligible for accommodation on par with
State Chief Information Commissioner. Where government accommodation is not provided or not
availed, he / she shall be paid House Rent Allowance as per the rate applicable in respect of Vijayawada city, in lieu of rent free accommodation.

 Traveling Allowance / Daily Allowance :
 The Chairperson of the AP State Food Commission shall be entitled for TA and DA as applicable to
the State Chief Information Commissioner .

Leave Travel Concession :
 The Chairperson of the AP State Food Commission are eligible for LTC i.e., All India and Home
Town, as eligible to the AIS officers of the rank of Chief Secretary to the State Government.

 Conveyance facilities :
 The Chairperson of the AP State Food Commission is eligible for Government vehicle on par
with the State Chief Information Commissioner. Where no official vehicle is provided, he shall be paid a fixed amount per month as conveyance allowance as per the Government orders from time to time.

Telephones :
 He shall be provided with telephone one at office and another at his residence and a cell phone
with a National Roaming facility (Rs.5,000/- package). In case he / she has personal residential telephone / cell phone, he / she is permitted to use the same for official purpose, i.e., for purpose of settling the bills as per eligibility.

 Medical Facilities :
The Chairperson of the AP State Food Commission and their dependent family members shall be
governed by All India Medical Attendant Rules 1985 and instructions issued thereon from time to time.

Administration and other residuary matters :
 Other administrative matters relating to terms and conditions of the service of the Chairperson
of the AP State Food Commission with respect to which no express provision has been made shall be as applicable to the State Chief Information Commissioner.

5. This order issues with the concurrence of Finance (FMU-A-C, AHDDF,CS) Department vide their
Concurrence No. FIN-38027/201/FMU(A&CACS)/2017 Dated 07-12-2017.

ORDER :

In G.O.Ms.No.6 C.A. F & C.S. (CS.I) Dept. dated:12-4-2017, vide reference second read above
orders have been issued constituting State Food Commission for monitoring and review of
implementation of the National Food Security Act, 2013 in the State.

2. In G.O.Ms.No.11 C.A.F & C.S. Dept., dtd:19-7-2017, vide reference 4th read above orders
were issued appointing the following as Members to Andhra Pradesh State Food Commission. :

1) Sri N. Vijay Kumar, Chittoor district - Member
2) Smt G. Krishnamma, Kurnool district – Member
3) Dr. Swarna Geetha Prakasam district – Member
4) Sri L.B. Venkatarao, Visakhapatnam district – Member
5) Sri N. Srinivasa Rao, East Godavari district – Member

The Members have assumed charge on 07-08-2017 FN.

3. In the GO reference 3rd read above ordered that the Pay and Allowances payable to and other
terms & conditions of service of the Member, A.P.State food commission are the same as that of the
State Information Commissioner of Andhra Pradesh State Information Commission as indicated in the reference first read above.

4. The Chairperson/Member at the time of his/her appointment is, in receipt of a pension, other
than a disability or wound pension, in respect of any previous service under the Government of India or under the Government of a State, his/her salary in respect of the service as the Chairperson or Member shall be reduced by the amount of that pension including any portion of pension which was commuted and pension equivalent of other forms of retirement benefits excluding pension equivalent of retirement gratuity;

5. As per the above GOs constituting the A.P.State Food Commission, Pay and allowances payable
to and other terms & conditions of service of the Member are the same as that of the State Information Commissioner of Andhra Pradesh State Information Commission and the Members shall be the same as that of State Information Commissioners of the A.P. State Information Commission.

 6. It is also submitted that the Chairperson or a Member, at the time of his/her appointment is, in
receipt of a pension, other than a disability or wound pension, in respect of any previous service under the Government of India or under the Government of a State, his/her salary in respect of the service as the Chairperson or Member shall be reduced by the amount of that pension including any portion of pension which was commuted and pension equivalent of other forms of retirement benefits excluding pension equivalent of retirement gratuity;

7. Therefore, the terms and conditions of service of the Members of the State Food Commission
are ordered as mentioned below:

Term:
 Term of the Members of the State Food Commission shall be 5 years on which he/she enters
upon office and eligible for reappointment. However, no person shall hold office as the Member after he / she has attained the age of sixty five years.

Status : The Status of the Members of the State Food Commission shall be as that of State
Information Commissioners.

 Members of the A.P. State Food Commission shall receive a sum of Rs.2,25,000/- (fixed) 7 th pay
commission recommended).  Pension, other than a disability or wound pension, in respect of any previous service under the Government of India or under the Government of a State, his/her salary in respect of the service as the Chairperson or Member shall be reduced by the amount of that pension including any portion of pension which was commuted and pension equivalent of other forms of retirement benefits excluding pension  equivalent of retirement gratuity;

 Leave :
 The Members of the AP State Food Commission shall be eligible for leave on par with the State
Information Commissioner,APIC.

Accommodation:
 The Members of the AP State Food Commission shall be eligible for accommodation on par with
State Information Commissioner/ Chief Secretary to Government. Where government accommodation is not provided or not availed, he / she shall be paid House Rent Allowance as per the rate applicable in respect of Vijayawada city, in lieu of rent free accommodation.

Traveling Allowance / Daily Allowance :
 For the official journeys performed within the State or out side the State, the State Information
Commissioner shall be paid Travelling allowance by road/rail/air and daily allowance as permissible to the State Information Commissioner. The same courtesies as extended to the Information
Commissioner, APIC shall be extended to the Members of A.P.State Food Commission.

Leave Travel Concession :
