O R D E R:
Government hereby constitute a Cabinet Sub-Committee to examine the
matters relating to the implementation of the Scheduled Caste Sub Plan (SCSP) and
the Tribal Sub Plan (TSP) in Andhra Pradesh, with the following:

2. The Cabinet Sub-Committee shall have stakeholder consultations on the
steps to be taken for the successful implementation of the Scheduled Caste Sub Plan
(SCSP) and the Tribal Sub Plan (TSP).
3. The terms of reference of the Cabinet Sub-Committee are as follows:
(i) Evaluate the concept of SCSP/TSP with reference to the guidelines
issued by the Planning Commission of India and suggest it’s adaptation
to the State.
(ii) Identify the impediments that were experienced in fully realizing the
objectives of SCSP/TSP in the State of Andhra Pradesh.
(iii) Examine the experience in implementation of SCSP/TSP in
Government of India and other States.
(iv) Examine various options to address the impediments, including
putting in place an appropriate legislative frame work, duly keeping in
view the core recommendations of the NAC about setting apart plan
funds in proportion to the population of SC/ST before allotting the
plan funds to the various departments, making the SCSP/TSP funds
non divertible, non lapsable and constituting a body with requisite
powers to allocate the SCSP/TSP funds and monitor the effective
implementation of the schemes funded by the SCSP/TSP.
4. The Principal Secretary to Government, Planning Department shall be the
Convenor of the above Cabinet Sub-Committee.
5. The Cabinet Sub-Committee while examining the above shall identify the
gaps in the development indicators between SC/ST and others which need to be
bridged to secure equity in development.
6. The Cabinet Sub-Committee shall submit its recommendations within two
months to the Government.
