O R D E R:
The Director of Works Accounts, Hyderabad
in the reference 2nd read above stated that the Andhra Pradesh Public Service
Commission, Hyderabad allotted 118 selected candidates of DAO (W) Grade-II under direct
Recruitment in their Letter No. 1313/RS- 15/2007, dated 21.04.2012 and Letter No.
1374/RS-15/2008, dated 21.04.2012. Accordingly, he issued appointment orders
to all the candidates on 24.04.2012 and 25.04.2012 with instructions to report for
duty within 30 days from the date of dispatch. Out of 118 candidates, 113 candidates have
reported to duty. The individuals who
reported for duty upto 13.05.2012 are 86
and they have been sent to Dr. MCRHRD Institute, Hyderabad to attend the training
programme from 14.05.2012 onwards for a period of four months. The candidates
subsequently reported for duty on different dates upto 24.05.2012, 27 in number have also
been sent for training at the institute. After training at Dr. MCRHRD Institute for a 4
month period is over, they have to attend the field training for a period of two months
as per the orders issued in the reference 1st read above. The total period of training is for
six months i.e., from 14.05.2012 to 13.11.2012
vide orders issued in the reference 3rd
read above. The posts of the DAO (W) are being sanctioned in the PWD Engineering
Department like R&B, PR, RWS, Irrigation, Projects and Public Health etc. Hence the above
posts form a part and parcel along with other regular engineering staff working under the
control of the respective Chief Engineers. There are sufficient vacancies of DAO (W)
Grade-II in the various Engineering Divisions in the State. They will be posted to
various Divisions in the State after completion of their total training.
2. It is also stated by the Director of
Works Accounts that the pay scale for the post of the DAO (W) Grade-II is Rs.15280-40510.
They are being allowed the minimum Basic Pay + usual Allowances as applicable
from time to time. An amount of Rs: 1, 87, 55,827.00 will be incurred
towards salaries as on date as per the details given below:
Pay– Rs.15280 + D.A. (35.952%)–5493 +
HRA (30%)–4584 + CCA–350 = Total
Rs.25,707/-
Expenditure from 26.04.2012 to 13.05.2012
(18 days) for
86 candidates (86x 25,707.00x18/30) =
Rs.13,26,481/-
Expenditure from 14.05.2012 to 13.11.2012
(6 months) for
113 candidates (113x 25,707.00x6) =
Rs.1,74,29,346/-
Total Expenditure = Rs.1,87,55,827/-
3. Therefore the Director of Works Accounts
requested to create 113 supernumerary posts of DAO (W) Grade-II and accord
permission for drawing the salaries of the reported DAOs (W) from 26-04-2012 to
13-05-2012 (18 days) including training period ie., from 26-04-2012 to 13.11.2012
4. Government after careful examination of
the proposals of the Director of Works Accounts hereby create (113) supernumerary
posts in the category of Divisional Accounts Officers (W) Grade-II in the Directorate of
Director of Works Accounts and accord permission for drawing the salaries of the
reported DAOs (W) from 26.04.2012 to 13.05.2012 (18) days including the training
period ie from 26.04.2012 to 13.11.2012. The expenditure on account of salaries and allowances
will be met from the Head of Account
2054-00-001-00-01-010 Salaries. The
Director of Works Accounts will submit the necessary proposals to include the
additional expenditure due to creation of these supernumerary posts in the Revised
Estimates 2012-2013 at appropriate time.
5. The Director of Works Accounts,
Hyderabad shall take necessary action in the matter. This orders issued with the
concurrence of Finance (SMPC.I) Department vide their U.O. No. 15910-B/559/A3/SMPC.I/12,
dated 23.06.2012.
