ORDER:
A Meeting was held in the Chambers of Chief secretary to Government, Andhra Pradesh and to discuss Energy Conservation Building Code (ECBC) and its adoption in Andhra Pradesh, and after
detailed discussion, Government have observed that there is a need to introduce Energy Conservation Building Code (ECBC) in Andhra
Pradesh as the State is in Power crisis and the conservation is more important than ever before.

2. Government have decided to constitute a Technical Committee under Chairmanship of Principal Secretary to Government, MA&UD
Department and Professor Srinivas Chary Vedala, Dean of Research Studies, Administrative Staff College of India (ASCI), Hyderabad as Member Convener to fast track the Energy Conservation Building Code (ECBC) in Andhra Pradesh. The following are the members of the Technical Committee who will advise the Energy Conservation Mission.

2. Sri B. Purushothama Reddy, Director of Town & Country Planning, A.P. Hyderabad

3. Sri Neerabh Kumar Prasad, IAS Metropolitan
Commissioner, Hyderabad Metropolitan Development Authority, Hyderabad

4. Professor Vishal Garg, International Institute of
Information Technology, Hyderabad

5. Sri M. Kamalakar Babu, Vice Chairman & Managing Director, New & Renewable Energy Development Corporation of Andhra Pradesh Limited (NREDCAP), Hyderabad

6. Sri Sanjay Seth, Senior Energy Economist, Bureau of Energy Efficiency (BEE), New Delhi

7. Sri K. Siva Reddy, Engineer-in-Chief (R&B) Administration & NH, Hyderabad

8. Professor Raj Kiran Bilolikar, Assistant Professor,
Administrative Staff College of India (ASCI), Hyderabad

3. The above Technical Committee shall:
a) Reviews existing the government orders and initiatives on energy efficiency.
b) Compare the requirements of the ECBC with existing orders and initiatives. Identify the changes required in the acts and building bye laws to make the ECBC mandatory.
c) Describes implementation of the roadmap for ECBC adoption in Andhra Pradesh with a focus on: building bye law modification; ECBC compliance mechanism; capacity building and training; and demonstration projects and
d) Incorporate lessons from other states that have adopted the ECBC.
The Committee shall submit its report at an early date to Government.
