Exemption for minimum Service in ST promotion

The roaster points earmarked to SC/ST are meant for the feeder

category viz., Asst. Secretary to Govt. for promotion to the post of Selection Grade Municipal Commissioners from the Secretariat quota are carried forwarded in the panel year 2008-2009. As per the existing service rules, the minimum service of 2 years is required in the feeder category for promoton to the post of Selection Grade Municipal Commissioners from the Secretariat quota as prescribed in the G.O 2nd read above. However, none of Asst. Secretaries belonging to ST in Secretariat has completed minimum required service of 2 years to fill the post of Selection Grade Municipal Commissioners from the Secretariat quota. The matter has been placed before the Standing Committee meeting held on 24.09.2012 for exemption /relaxation Rules.

2. Government, after careful examination, of the matter hereby decided to fill up the carry forwarded ST roster point No.8 vacancy (panel year 2008- 2009) of Selection Grade Municipal Commissioner for the panel year 2012-2013, by invoking the provisions under rule 10(a) of AP State & Subordinate Service Rules, 1996 in relaxation of minimum service of 2 years in lower cadre as required under G.O.Ms.No.239, MA, Dated 29.04.1991 in favour of Sri M. Ram Singh, Asst. Secretary to Govt., AP., Secretariat for promotion to the post of Selection Grade Municipal Commissioner for the panel year 2012-2013, and on appointment of Selection Grade Municipal Commissioner, he shall be eligible to draw the pay in the higher cadre, only from the date when he becomes fully qualified to hold the post of Selection Grade Municipal Commissioner and his seniority in the higher cadre will also be reckoned only

from that date when he becomes eligible to hold that post.
