O R D E R:
  In the circumstances reported by the Commissioner, Information & Public Relations, Hyderabad in the reference read above, Government hereby accord permission to appoint Sri Parupalli Sridhar, Senior Journalist, as Addl. Media Liaison Officer  on contract basis for a period of one year with a monthly consolidated (all inclusive) remuneration of  Rs.45,000/- (Rupees Forty  Five
Thousand Only) per month. The Commissioner, Information & Public Relations shall take necessary action for prescribing  the detailed terms and conditions of the contract and that the contract is executed on a statuted papers by both parties.   

2.  The expenditure on the remuneration as indicated in para 1  above  shall be met  from the additional budget of Rs.3,60,000/- under the  Head of  Account: ”2220 – Information and Public Relations -60 – Others - MH 001 – Direction and Administration - SH (01) - Headquarters Office - 300- Other Contractual Services”
(Non-Plan) for the financial year 2014-2015.

3. The Commissioner, Information & Public Relations, Hyderabad is requested to take necessary action  in accordance with the rules in force.

Andhra Pradesh CM Chandra Babu Naidu is not only giving shocks to the people, but also to his own Cabinet ministers. He is implementing grading system for the work of ministers.
He has appointed Media Liaison Officer (MLO) for every minister. He has green signal for appointment for 20 MLOs. They will give reports on his behalf from now onwards.
The ministers are unable to decide what to do about it. Some minister had already appointed PROs. Now the ministers are in confusion whether their PROs will be continued or not. This has become a big head ache for them. On the other hand through ‘Tabs’ CM will access their day-to-day work.
‘Chinnababu’ Lokesh and his friends will be selecting these MLOs. The salary for these MLOs is decided between 20, 000 to 28,000 which will be paid by the state government.

Chandrababu Naidu’s ‘spooks’ to keep tabs on mantris

HYDERABAD: From next week, Big Brother Chandrababu Naidu will be watching over his 19 ministers. To keep tabs on the day-to-day movements of the ministers and the extent of their involvement in official work, the Andhra Pradesh chief minister has recruited 20 TDP loyalists who will work as 'media liaison officers' in the peshis of the ministers.
According to sources, Naidu cleared the file relating to the appointment of the media liaison officers on Wednesday. They are to be outsourced to the information and public relations department (INPR), which in turn will dispatch them to the ministers by next week.

Most of the media officers are said to be employed with NTR Trust Bhavan, the TDP headquarters opposite KBR Park in Banjara Hills. Some are associated with TDP Knowledge Centre and few others with party's Information Centre. The officers were identified by Naidu's son Lokesh, assisted by his friend and OSD in the AP CMO Abhista, said the sources.
"The MLOs were involved only in party work. They have no previous experience of working in the government," pointed a senior official who is privy to the development. Since they have been outsourced to the I&PR department, the state will pay them a salary ranging from Rs 20,000 to Rs 28,000 per month along with other allowances.
Ministers who came to know of Naidu's move to appoint such media officers turned jittery as most of them have already appointed their public relation officers. "I do not know whether to sack my present PRO if the MLO steps into my office. If I have to, it would become embarrassing for him," lamented a minister.

The ministers have already experienced the CM having the final say in the appointment of their private secretaries and personal assistants. Finance minister Yanamala Ramakrishnudu was forced to drop his private secretary after Lokesh raised objection. Recently, transport and roads and buildings minister Sidda Raghava Rao met the chief minister and sought permission to continue with his private secretary Kasinath. In response, Naidu reportedly asked the minister to make a written representation after which he will take a decision.

Similarly, agriculture minister P Pulla Rao removed his private secretary recently and appointed another person after Naidu made it clear that no secretary who was employed in the earlier Congress regime will be continued in the TDP government. However, the CM has not been able to impose the diktat on BJP minister P Manikyala Rao who is continuing with his private secretary Subramaniam who was earlier employed with former Congress minister Thota Narasimham.

"Lokesh does not want the ministers to have a free run. Therefore, the appointment of the media liaison officers is to keep tabs on their activities," said sources close to the Naidu scion.
