ORDER:-
In the reference 2nd read above, the Commissioner, A.P Capital Region
Development Authority has requested the Government to designate the
following Deputy/ Special Grade Deputy Collectors as Competent Authorities
for Land Pooling units in connection with construction of Capital City.



2. Government after careful consideration of the matter hereby designate
all the above Deputy/ Special Grade Deputy Collectors as Competent
Authorities for the purposes of Section IX and other related purposes of the
Andhra Pradesh Capital Region Development Authority Act, 2014 and placed at
the disposal of the District Collector, Guntur as to work in connection with the
work of the Andhra Pradesh Capital Region Development Authority in addition
to their regular work in the present post and place of working until further
orders.
3. The Collectors & District Magistrates, Guntur and the Commissioner,
APCRDA, Vijayawarda requested to utilize the services of the above officers
in connection with the work of the Andhra Pradesh Capital Region
Development Authority only.
4. The Commissioner, APCRDA., and the Collector & District Magistrate,
Guntur are requested to take necessary further action in the matter.

ORDER:
 The Mission Director, MEPMA, Andhra Pradesh, Hyderabad vide reference 3rd
read above, has submitted that the Director of Treasuries and Accounts has rejected to
authorize the bill for releasing an amount of Rs.21,14,78,000/- for implementation of
RAY scheme in Vijayawada Municipal Corporation in terms of orders issued vide G.O.
2nd read above and requested to revalidate and release the said amount in the interest
of speedy implementation of RAY scheme.
2. In the G.O 3rd read above, a Budget Release Order was issued for an amount of
Rs.21,14,78,000/- Plan from the BE provision 2014-15 i.e., Rs.6,38,00,000/- from the
BE provision 2014.15 and Rs.14,76,78,000/- as additional funds in relaxation of
Treasury control and quarterly regulation orders pending provision of funds by way of
supplementary grant during 2014-15 under RAY in respect of two projects of NSC Bose
Nagar and Dhall Mill Area projects in VMC under RAY in favour of P.D. Account No.31 /
APSHQT of CDMA.
3. Accordingly, Government hereby release an amount of Rs.21,14,78,000/-
(Rupees twenty one crores fourteen lakhs seventy eight thousands only) Plan from the
BE provision 2014-15 i.e., Rs.6,38,00,000/- from the BE provision 2014.15 and
Rs.14,76,78,000/- as additional funds in relaxation of Treasury control and quarterly
regulation orders pending provision of funds by way of supplementary grant during
2014-15 under RAY in respect of two projects of NSC Bose Nagar and Dhall Mill Area
projects in VMC under RAY in favour of P.D. Account No.31 / APSHQT of CDMA.
4. The Assistant Secretary to Government (Drawing and Disbursing Officer)
Municipal Administration and Urban Development Department, Andhra Pradesh
Secretariat, Hyderabad shall draw the above amount and keep in the P.D. A/c. No 31 /
APSHQT of CDMA.
5. The expenditure sanctioned in Para 3 above, shall be debited to the following
Head of Account Plan from the BE provision 2014-15 i.e., Rs.6,38,00,000/- from the
BE provision 2014.15 and Rs.14,76,78,000/- as additional funds in relaxation of
Treasury control and quarterly regulation orders pending provision of funds by way of
supplementary grant during 2014-15: 


6. The Commissioner and Director of Municipal Administration, Hyderabad is
requested to release the said amount of Rs.21,14,78,000/- to Mission Director, MEPMA,
A.P., Hyderabad (Andhra Division) who intern would release the same to the
concerned Implementing Agency.

7. The Deputy Director, O/o. the District Treasury Office, Urban Andhra Pradesh,
Hyderabad (A.P.S.H.Q., Treasury, Hyderabad) shall adjust the amount to PD A/c. No.
31 / APSHQT of CDMA .after preferring the bill by Assistant Secretary to Government
(Drawing and Disbursing Officer) Municipal Administration and urban Development
Department, Andhra Pradesh Secretariat, Hyderabad in view of G.O. Ms. No. 245,
Finance (DCM.II) Department, dated 30.08.2013.
8. The Mission Director, MEPMA, A.P., Hyderabad shall submit expenditure
particulars and Utilization Certificates to the Accountant General, A.P., Hyderabad and
to Government of India and also to this Department.
9. This order issues with the concurrence of Finance Department vide their
U.O.No.08246/137/A1/EBS-VII-MA &F/14, Dated: 30.12.2014.

ORDER:
 Five (5) Data Entry Operators were engaged through outsourcing agency i.e. M/s.Mahila
Federation, Saroornagar, Hyderabad on contract basis on consolidated payment of Rs.9,500/- per month (Rupees nine thousand five hundred only) each as remuneration per month in terms of G.O.’s 1st and 2nd read above and in the G.O. 8th read above, the term of the outsourcing staff has been extended from 02.06.2014 to 31.12.2014.

2. In the reference 9th read above, M/s. Mahila Federation, Saroornagar, Hyderabad has
submitted the salaries bill for Five (5) Data Entry Operators along with advance stamp receipt.

3. Sanction is hereby accorded for payment of Rs.59,457/-- (Rupees sixty five thousand eight
hundred and thirty seven only) including agency commission at @ 5%, P.F., E.S.I, and Service Tax to M/s. Mahila Federation, Saroornagar, Hyderabad towards remuneration to four (4) Data Entry Operators from 01.11.2014 to 30.11.2014 and one Data Entry Operator from 16.12.2014 to 31.12.2014.

4. The expenditure shall be debited to the Head of Account under to “2251 – Secretariat Social Services MH-090 – Secretariat – SH-(07) –MA&UD –300 –Other contractual services.
 5. The Municipal Administration and Urban Development (Claims) Department shall draw and disburse the amount sanctioned in para (3) above to M/s. Mahila Federation, Saroornagar, Hyderabad in their A/c. No.02182000000545, HDFC Bank, Malakpet Branch, Hyderabad.

5. This order does not require the concurrence of Finance Department as per G.O.Ms.No.146, Finance (HR.I) Department, dated 27.06.2014.

The Pay and allowances of the above officers will be met from the annual budget of the Municipal Administration & Urban Development Department during the deputation period.

4.       The Deputy/Special Grade Deputy Collectors who are not designated as EROs shall report immediately before the District Collector, Guntur for further posting orders. The Deputy/Special Grade Deputy Collectors who are designated as ERO shall report before the District Collector, Guntur on or after 25.01.2015.

5.       The Collector & District Magistrate, Guntur is requested to utilize the services of the above officers in connection with the work of the Andhra Pradesh Capital Region Development Authority only.
