Reforms on Commissionerate of Tenders

I&CAD Department–Reforms on Commissionerate of Tenders – Orders Issued.
IRRIGATION & CAD (REFORMS) DEPARTMENT

Read the following:


1) G.O.Ms.No.94, i&CAD(PW-COD),Dept., Dt.1-7-2003.
2) Minutes of the Meeting of the Group of Ministers held in the Chambers of the
Hon’ble Minister for Irrigation, Marketing, Mines and Geology and Legislative
Affairs on 17-01-2015

Government after careful examination of the recommendations of the Group of
Ministers herby order the following reforms concerning the Commissionerate of
Tenders:

1) The Commissionerate of Tenders is to be continued, as it is a time-tested
institution established to bring objectivity, neutrality & transparency in
scrutiny and finalization of the tenders.

2) The tenders for all the works costing more than Rs.10.00 crore of all
Engineering departments will be referred to Commissionerate of Tenders
along with technical bid evaluation and price bid evaluation for
consideration against Rs.2.00 Crores limitation prescribed in G.O.Ms.No.94,
I&CAD (PW-COD) Dept., Dt.01-07-2003.

3) The  tenders  referred  by  the  Engineering  departments  to  the
Commissionerate of Tenders shall be disposed by the COT within a week
from the date of receipt.

4) To strengthen the Tender Committee of Commisionerate of Tenders, it is
decided to include the Chief Engineer, Public Health as a Member, in the
COT.

5) In order to process the tender of all Engineering Departments within a
week, the Commissionerate of Tenders has to be strengthened with the
following additional staff to be drafted on deputation from all the
Engineering Departments such as R&B, PR, PH and I&CAD.

a) Executive Engineer  - 1 No.
b) Deputy Executive Engineers - 2 Nos.
c) Assistant Executive Engineers  - 5 Nos.
d) Superintending Engineers  - 1 No.

6) These revised norms will be applicable to all tenders processed after
the date of issue of these orders.


2.  Government hereby order that the Commissionerate of Tenders shall strictly
adhere to the time limit stipulated for disposal of tenders. The Chief Engineers of
all the Departments are directed to process the tenders in the required mode while
submitting the requisite information to the Commissionerate of Tenders.

3.  The Engineer – in- Chief (IW), Hyderabad shall take further necessary action
accordingly.
