ORDER:
 Smt. K.S. Satyavathi, School Asst. (Rtd.), while working at ZPHS, Bendapudi, East Godavari Dist. was placed under suspension by the CEO, ZP, East Godavari Dist. for not attending the school regularly and always applying for leave and absconded duties from 13.11.1999, without any
application of leave, vide Proceedings No. 810/781/2000, dated 28.02.2000. 

2. Departmental Proceedings were initiated against Smt. K.S. Satyavahti, SA (Rtd.), ZPHS, Bendapudi, EG Dist., under Rule 20 of APCS (CCA) Rules, 1991 in the ref. 1st read above and the following article of charges were framed against her.

Charge 1:
That the said Smt. K.S. Satyavathi, SA (BS) (Rtd.), ZPHS, Bendapudi, Thondangi Mandal, EG Dist. has absented from duties unauthorizedly without any intimation and without obtaining prior permission from the higher authorities, which is against the rules.

Charge 2:
That the said Smt. K.S. Satyavathi, SA (BS) (Rtd.), ZPHS, Bendapudi, Thondangi Mandal, EG Dist. has caused inconvenience to the pupils as well as the Department and violating the rules, which against to the rules.

3. The individual in his explanation 2nd read above has denied the charges and requested to drop further action.

4. The Enquiry Officer who was appointed to inquire into the charges has submitted the enquiry report, vide ref. 3rd read above. The Enquiry Officer in his report has stated that the charges are held proved.

5. On communication of the Enquiry report, the individual has submitted her written explanation on the findings of the enquiry Officer, vide ref. 4th read above.

6. After careful examination of the matter, Govt. have issued a show cause notice to Smt. K.S. Satyavathi, SA (Rtd.) to show cause as to why the penalty of 10% cut in pension for a period of (3) years shall not be imposed against her for the charges held proved, vide ref. 5th read above. Thereon, the individual has submitted her explanation vide ref. 6th read above.

7. Having examined the explanation of the individual, Govt. observed that the explanation of the Smt. K.S. Satyavathi, SA (Rtd.) is not convincing and decided to impose the proposed penalty against her and requested the APPSC for their concurrence in the matter vide ref. 7th read above. The
APPSC has agreed with the proposal of the Govt., vide ref. 8th read above.

8. Therefore, in exercise of the powers conferred under rule 9 of AP Revised pension Rules, 1980, Govt. hereby impose the penalty of 10% cut in pension for a period of (3) years against Smt. K.S. Satyavathi, SA (Rtd.), ZPHS, Bendapudi, East Godavari Dist. Further it is also ordered that the period of suspension of the individual shall be treated as ‘not on duty’.

9. The Commissioner and Director of School Education, AP, Hyderabad shall take necessary action accordingly.
