Health Medical and Family Welfare Department – Constitution of Cadaver Certification Committee and guidelines for providing unclaimed dead bodies for purposes of dissection to Government Medical Colleges and on payment to Private Medical Colleges – Orders- Issued.

O R D E R:

          In the circumstances reported by the Director of Medical Education, Telangana, Hyderabad vide his letter 3rd read above the Government have decided to constitute a Cadaver Certification Committee and issue necessary guidelines for providing unclaimed dead bodies for purposes of dissection to Government Medical Colleges and on payment to Private Medical Colleges in the State of Telangana for academic purpose.  

2.       Accordingly, Government hereby Constitute the Cadaver Certification Committee with the following members and guidelines in the Government Medical College which will take up the decision of declaration of natural death and hand over the Cadaver to Department of Anatomy for academic purpose. 

3.       The Committee shall consist of

  1. Superintendent of Hospitals
  2. Principals of Medical Colleges
  3. Three (3) Forensic Experts of Professor/ Associate Professor/ Assistant Professor cadre among whom one shall be professor
  4. Police Personnel not below the rank of Sub-Inspector of Police
  5. Professor and HOD of Department where the deceased was received and treated in the hospital prior to his/her death
  6. Civil Surgeon RMO/Deputy Civil Surgeon RMO
  7. Professor and HOD of Anatomy or his representative (Professor of Associate Professor cadre)
  8. Assistant Director of General Hospital, if not available, Assistant Director of attached Medical College

4.       There shall be at least a quorum of five members and presence of a) Superintendent /RMO b) Police Personnel c) Minimum of two Forensic experts d) Professor from Anatomy Department is mandatory.

5.       The Committee shall meet at least once in 15 days or whenever required.

6.       The Committee shall-

(A) give inform to the hospital authorities that it is a case of natural death in the presence of a) Clear evidence of natural conditions prevailing in the dead body (b) No evidence of any injuries (c) Injuries resulting from outcome of (i) fracture neck of femur (ii) Cerebro-vascular accident (iii) Heart attack (vi) Heat stroke etc., or similar instances.
         
B) Give directions to embalm the body 

7.       On declaration by the Committee the body may be handed over to the Anatomy Department of concerned Medical College for academic purpose.

8.       After the needs of attached Government Medical Colleges or any Government Medical College in the same City/Town/Metro are met with, surplus dead bodies shall be provided to Private Medical Colleges as per the provisions of the rules and regulations laid down in the Government orders read above. 

9.       The fee for provision of dead bodies to the private medical colleges which as of now is Rs.15,000/- is enhanced to Rs.60,000/-

10.     An amount of Rs.5000/- shall be charged for each specimen that is retrieved from unknown /unclaimed cadavers that is to be supplied to private medical colleges. 

11.     The above amount shall be deposited in the Account of Hospital Development Society and used for hospital development with priority to Forensic Medicine and Anatomy Department.

12.     The Director of Medical Education, Telangana State, Hyderabad shall take further necessary action.

  1. shame for govt.of Telangana,, they dont have any rights to sale the unknown persons dead bodies for educational purpose to any medical colleges or any body without their consent and will,, they should do the last rites as per their religious customs and if they dont like to do then handover it to any ngo ,,,
    the students who are learning medical education they should provide their families dead bodies for that purpose voulnteerly,, and they dislike it, but on the body of poor persons they will learn and practice and earn money for themselves...
    It is totally injustice with the un know person who died in suspectable, and perhaps their relatives are searching him here and there,, a lot of cases like this that police burried many respectable persons without knowing them and declared them as unclamed,,,
    NGOs/ Muslim leader, Muslim personal law board, aimim, and others, should come forward and stop to the govt to do so.
