Read the following:-
From PCCF, A.P, letter No.1474/2015/Prod-4,
dated.23.01.2015 and.07.02.2015
ORDER:-
The
Principal Chief Conservator of Forests, Andhra Pradesh, Hyderabad in the
references read above, has reported that the (11) number of Beedi Leaf units
have been transferred from Telangana State in view of the Bhadhrachalam (S)
division being included to Andhra Pradesh State in Reorganization of the united
Andhra Pradesh State. The sales has to be
conducted for these (11) units and action has to be initiated for disposal of
these (11) units of Bhadhrachalam for 2015 Beedi Leaf season units by calling
tenders etc. The Government have to appoint Andhra Pradesh Forest Development
Corporation Limited, Hyderabad
as an “AGENT” to the Government of AP under sub-section (i) of section 4 of
A.P. Minor Forest Produce (Regulation of Trade) Act 1971 to facilitate Beedi Leaf
trade. The Andhra Pradesh Forest Development Corporation Limited gets
institutional finance from the Consortium of Banks for implementation of the
scheme and maintenance of the accounts. He has requested the Government to
appoint the Andhra Pradesh Forest Development Corporation Limited, Hyderabad as “AGENT” for
the 2015 Beedi Leaf season.
2. Government after careful examination of
the proposal and in exercise of the powers conferred by sub-section (1) of
section 4 of the Andhra Pradesh Minor Forest Produce (Regulation of Trade) Act,
1971 (Andhra Pradesh Act No.4 of 1971),
read with Rule 3 of the Andhra Pradesh Minor Forest Produce (Regulation of
Trade in Abnus leaves) Rules, 1970, hereby appoint the Andhra Pradesh Forest
Development Corporation Limited, Hyderabad as the Agent to the Government of
Andhra Pradesh for the purpose of purchase and trade in Abnus Leaves for 2015
Beedi Leaf Season for the following 11 units of Andhra Region:-

3. This order issues with the concurrence
of Finance Department vide their U.O.No.695/PFS/15, dated.12.02.2015.
4. The
Principal Chief Conservator of Forests, Andhra Pradesh and the Vice Chairman & Managing
Director, Andhra Pradesh Forest Development Corporation Ltd, Hyderabad are requested to take further necessary
action in the matter accordingly.

ORDER:-
The
Principal Chief Conservator of Forests, Andhra Pradesh, Hyderabad in the
references read above, has reported that the (11) number of Beedi Leaf units

Andhra Pradesh State. The sales has to

of these (11) units of Bhadhrachalam for 2015 Beedi Leaf season units by
calling tenders etc. For issue of sale notice collection rate / purchase rate
of leaf and to arrive at the rate, a committee
has to be constituted under section-6 of the Andhra Pradesh Minor Forest
Produce(Regulation of Trade) Act 1971, for the purpose of advising the
Government on the rates at which the Beedi Leaf season and the wages that have
to be paid to the labor for the collection of Abnus leaves from the Government
lands during 2015 Beedi Leaf season. He has furnished the composition of the
committee to be constituted and requested to issue orders.
2. Government, after careful examination
of the proposal and in exercise of the powers conferred under Section-6 of the
Andhra Pradesh Minor Forest Produce(Regulation of Trade) Act 1971, hereby
constitute, an Advisory Committee consisting of the following (5) members for
the year ending with 30th June, 2015 in respect of Abnus (Tuniki or
Beedi) Leaves, for the (11) number of
Beedi Leaf units which have been transferred from Telangana State in view of
the Bhadhrachalam (S) division being included to Andhra Pradesh State in
Reorganization of the united Andhra
Pradesh State:-

3. The above Advisory Committee shall be a
first class Committee for the purpose of drawal of Travelling Allowance and
Daily Allowance by the non-official members and the payment of Travelling
Allowance & Daily Allowances etc., shall be regulated according to Rule 13
under Annexure-VI as per Rule 91 of A.P. Civil Services (TA) Rules, 1996. The Addl. Principal Chief Conservator of
Forests or a Senior Officer of office of Principal Chief Conservator of Forests
(HoFF), Andhra Pradesh, Hyderabad as nominated by Prl. CCF (HoFF) A.P., Hyderabad , who is the
Chairman and Convener of the Committee will be the controlling authority for
the purpose of counter signing the T.A. Bills of the non-official members. The
term of the Committee shall expire on 30.06.2015.
4. The expenditure on Travelling Allowance
and Daily Allowance shall be debited to the Head of Account “8443-Civil
Deposit, 109-Forest Deposit Beedi Leaf Scheme”.
5. This order issues with the concurrence
of Finance (Finance. Expr. M&F) Department vide their U.O.No.695/PFS/15,
dated.12.02.2015.
6. The
Principal Chief Conservator of Forests, Andhra Pradesh is requested to take
further necessary action in the matter accordingly.
