As per the guidelines from the DIT, GoI, a Dispute resolution Committee for SWAN was formed
Vide G.O.Rt.No.88, dated 18.5.2011 (Flag-A) to resolve any disputes arising in Quarterly Guaranteed
Revenue payments to the Network operators in calculation of downtime / penalties and other SWAN
operational maintenance issues with reference to levy of penalties / SLA measurements for services as well as Band width charges payable.

Government here by reconstitutes the Committee for dispute resolution for SWAN as given
below:
1) Secretary, ITE&C, AP Government  - Chairman
2) Representative from Finance Department  - Member
3) Representative from Electricity Department - Member
4) Representative from DeitY, GoI - Member
5) MD, APTS, State Implementation Agency  - Member
6) Representative from Network Operator, TCS - Member
7) Representative from Bandwidth Provider, M/s. BSNL - Member
8) Representative from Third Party Auditor,
M/s. Ernst & Young (P) Ltd., - Invitee Member
9) Director (Communications), ITE&C  - Member Convener

It should meet within seven days, if any dispute has to be resolved, and referred to the committee.
The Committee should offer resolution or suggestions / comments for resolution of the same within 15 days after meeting. The Committee will be in operation till tenure of SWAN Project.
