Heat Waves
All India mean temperature has risen nearly around 0.60 C over the last 110 years in line with the rising temperature across the globe. In a statement in reply to a question in the Lok Sabha today, the Union Minister for Science & Technology and Ministry of Earth Sciences Dr. Harsh Vardhan, said that the latest Intergovernmental Panel on Climate Change (IPCC) report (2014) highlights that mean surface temperature of the globe has risen by 0.850 ± 0.180 C.  ,.


 Every year India experiences severe heat waves in summer, but in 2015, casualties were abnormally high the Minister. Most of the deaths were concentrated in Andhra Pradesh, TelanganaOdisha, Punjab, Uttar Pradesh, and Bihar. Details of the Heat Wave/Sun Stroke related deaths are given below:

Using daily maximum temperature data of 103 stations uniformly distributed over the country for the period 1961-2010  from Indian main land during the hot weather season (March to July), it was observed that many areas of the country (north, northwest, central and northeast Peninsula) have experienced more than eight (8) Heat Wave days  on an average per season. He said the recent decade 2001-2010 happens to be the warmest decade for the country as well as for the globe.

Upon prediction of the heat wave conditions by the ESSO-IMD, various State Governments have a system of giving wide publicity of Dos and Don’ts through advertisements in Print and audio-visual media and opening up of drinking water camps at identified places in rural and urban areas to mitigate the impact of heat waves. The schedule of National Rural Employment Guarantee Scheme workers is adjusted to avoid exposure to extreme hot weather duration periods.

Suicides in the Country
As per information compiled by the National Crime Records Bureau (NCRB), the total number of suicides during 2012 to 2014 and the breakup of suicides is as follows:-

The data on persons self-employed in agriculture /farming activity, housewives and students committing suicides due to economic reasons, mental stress and provocation by kith or kin is not maintained separately by the Bureau.

Major mental health problems like depression, schizophrenia, addiction to alcohol, affective disorders, drug dependence, adjustment disorders, mood and personality problems have been identified among those committed or attempting suicides. The Government has approved implementation of the District Mental Health Programme in some of the districts of the country with added components of suicide prevention services, work place stress management, life skills training and counseling in schools and colleges.

This was stated by the Minister of State for Home Affairs, Shri Haribhai Parathibhai Chaudhary in a written reply to a question by Shri C.P. Narayanan in the Rajya Sabha today.

FIR filed in cases of attacks against girls and women
As per information provided by the National Crime Records Bureau (NCRB), a total of 24923, 33707 and 36735 cases of rape, a total of 45351, 70739 and 82235 cases of assault on women with intent to outrage her modesty and 9173, 12589 and 9735 cases of insult to the modesty of women under crime against women (including girl children) were reported in the country during 2012, 2013 and 2014 respectively.

This was stated by the Minister of State for Home Affairs, Shri Haribhai Parathibhai Chaudhary in a written reply to a question by Shri K.K. Ragesh in the Rajya Sabha today.

Ceasefire violation by Pakistan
As reported, during the period 01.05.2015 to 27.07.2015, 33 incidents of firing from across the border have taken place on the International Border (IB) and Line of Control (LoC) in which 03 Security Force personnel and 01 civilian lost their lives. 03 Security Force personnel and 12 civilians have got injured during this period.

Various measures are taken for the safety and security of the people residing in the border districts. The affected families are temporarily shifted to safer places and accommodated by the administration at various government buildings and are provided all basic amenities like healthcare, drinking water, power, temporary toilet, sanitation and security. Security measures are augmented in border areas and anti-infiltration grid is strengthened. Police deployment is made in border areas during the night. Adequate security is provided to the abandoned villages for protection of the property. Close coordination amongst various agencies is maintained. Uninterrupted power supply is also being provided in border villages during the night. Bullet Proof bunkers and ambulances are kept in readiness at convenient locations for evacuation of persons in case of emergency.
