Recruitment of Minorities 

As per the Department of Personnel & Training’s O.M dated 8th January, 2007, the Central Ministries/Departments are required to furnish the annual data on recruitment of candidates belonging to minority communities for the year ending 31st March by 30th April of the following year. During the year 2013-14, as per reports received from 74 Ministries/Departments, a total number of 128964 or about 7.89% of the total recruitments made were from the minority community. For the year 2014-15, so far 45 Ministries/Departments have furnished the data. As per the available information, in the year 2014-15, a total number of 9328 or about 8.51% of candidates recruited by these Ministries/Departments were from minority community. 


The Ministry of Minority Affairs implements Seekho aur Kamao, a scheme for placement linked skill development of minorities. Further, a new organization Maulana Azad National Academy for Skills (MANAS) has been established on 11/11/2014 as Special Purpose Vehicle (SPV) for addressing all skill development needs of minority comminutes, to ensure provision of sustainable livelihoods to them, with emphasis on self-employment.

CIC direction on travel expenses of Ministers 

The Chief Information Commissioner had asked the Government to consider proactive disclosure regarding the official tours of Ministers and Government officials. 

The Government has already issued an OM bearing No. 1/8/2012-IR dated 11th September, 2012 regarding suo motu disclosure on official tours of Ministers and other officials. 

This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office Dr. Jitendra Singh in a written reply to a question by Mohammed Faizal in the Lok Sabha today.

Online filing of RTI applications 

Government of India has started a RTI online web portal whereby Right to Information (RTI) applications can be filed online by Indian citizens, including those who are living abroad.   The detailed procedure in filing of on-line RTI application is as under:

An Indian citizen can file RTI application online through RTI online web-portal, having Uniform Resource Locator (url) www.rtionline.gov.in.  The prescribed fee for RTI application can also be paid online through a payment gateway of State Bank of India by way of internet banking of State Bank of India and its associate banks and by using Rupay card, debit/credit cards of Master/Visa.  This facility at present is available for 431 Public authorities of Government of India.

All the States have been requested vide this Department’s letter dated 3rd December, 2013 to explore the feasibility of implementing online RTI in their respective States. National Informatics Centre (NIC) has been requested to provide technical support such as software and source code to the State Governments who desire to replicate the web portal for online filing of RTI applications at state level.

Time bound delivery of services 

The policies and programmes of Government of India are initiated by concerned Ministries/Departments, which are entrusted with the work of their implementation and monitoring. In order to ensure faster decision making and time bound implementation, review meetings are convened etc. at different levels from time to time. A programme namely “PRAGATI” (Pro-Active Governance and Timely Implementation) has also been initiated to monitor the Projects/Schemes through Video-Conferencing with the stakeholders. The 14th Edition of the Central Secretariat of Manual of Office Procedure (CSMOP) brought out by the Government of India in May, 2015 envisages that ‘the number of levels through which a file passes for a decision shall not exceed four’.

CBI investigation 

A total number of 1126 cases are at different stages of investigation in Central Bureau of Investigation (CBI) as on 30.06.2015. 

As per information made available by CBI, 4 cases are pending investigation relating to Naxal violence and 1 case under Official Secrets Act, 1923 as on 30.06.2015. 

A total number of 114 cases pertaining to Disproportionate Assets to the known source of income are at different stages of investigation in CBI as on 30.06.2015. 

This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office Dr. Jitendra Singh in a written reply to a question by Shri Raju Shetty in the Lok Sabha today.

Ban on appointment of staffs 

Due to administrative requirements, the Government has issued guidelines that any officer/ official/private person, who has worked earlier in the personal staff of a Minister, may not be appointed in the personal staff of Ministers in the present Government. Subsequently, certain relaxations, have been given according to which the said guidelines shall apply only in respect of Private Secretary, Officer on Special Duty, Additional Private Secretary, Assistant Private Secretary and First PA who have worked in the Personal Staff of any Minister for any duration during the last 10 years which is to be reckoned from 19.06.2014. 

The instructions have been issued as per the administrative requirements. At present, there is no proposal to review the instructions.

Corruption cases referred to CBI 
There are 517 cases referred to the Central Bureau of Investigation (CBI) by the State Government and Constitutional Courts for investigation during the last two years i.e. 2013, 2014 and current year i.e. 2015 (upto 30.06.2015). The year-wise break-up of 517 cases are as follows:

Out of these 517 Cases, charge sheets have been filed in 122 cases and 02 cases have ended in conviction.
          As per provisions of Delhi Special Police Establishment Act, 1946, cases pertaining to Union Territories can be taken up directly by CBI for investigation.
There are 137 cases in which CBI has filed closure  reports during the last three years i.e. 2012, 2013, 2014 and current year i.e. 2015 (upto 30.06.2015). The year-wise break-up of 137 cases are as follows:

Out of these 701 (144+557) cases referred to CBI by the State Government and Constitutional Courts, 284 cases are under various stages of investigation.

In order to ensure timely investigation and better conviction rate, Government has taken various measures for improving the functioning of the CBI which, inter alia, includes modernization of CBI, enhanced quality of training, upgradation of infrastructure etc.

Besides, 86 new Additional Special Courts have been set up in various states of the country to dispose off PC Act cases expeditiously. Further, Government has also appointed competent and experienced Special Public Prosecutors and other counsels to expedite disposal of cases in courts.
