ORDER:
1. In the references read above, the Government has launched several programmes
for empowering farmers by redeeming the farm sector debt, established Rythu
Saadhikara Samstha (RSS) to ensure delivery of all benefits intended for the farmers
through a single empowered institution and launched the Primary Sector Mission to
accelerate agricultural sector development and growth. In order to ensure that the
programmes launched by the Government for the empowerment of farmers are
implemented effectively in order to secure sustainable increase in farm productivity and
improved incomes to the farm families, the Government has decided to establish
Committees at the State and the District level to coordinate, monitor and take prompt
corrective measures for effective implementation of farmers’ development programmes,
with specific focus on Farmers’ Debt Redemption.
2. The State Level Coordination and Monitoring Committee for Farmers’ Debt
Redemption Programme will comprise of the following:

3. Similarly, the Government hereby order for the establishment of District Level
Committee for effective implementation of Farmers’ Debt Redemption Programme with
the following:

Joint Director of Agriculture ..Member
Deputy Director of Horticulture …Member
District Manager of Rythu saadhikara Samstha …Member
Joint Collector (Primary Sector) ..Member-Convenor
4. The State and District Committees will periodically monitor the implementation
of Agricultural Debt Redemption Programme and allied activities being implemented for
farmers’ empowerment and ensure their effective implementation. The Committees will
implement suitable measures to strengthen the Rythu Saadhikara Samstha to function as
the nodal agency for all farmer empowerment activities from the State to the field level.
The Committee will take measures to disseminate information relating to various
development programmes and schemes being implemented by the Government for the
farmers’ empowerment.
