O R D E R:

                  In the reference 2nd read above, during the review meeting headed by Chief Secretary to Government, it is observed that some Departments don’t have Deputy Secretary Posts and even where posts are there, they are vacant in many cases. The Chief Secretary has therefore directed that in view

of the bifurcation process being completed by the  Kamalanathan Committee for these Categories, it is necessary to re-look at the entire structure of Deputy Secretary/ Joint Secretary/ Additional Secretary Positions and ensure that at least one Supervisory officer at the level of Deputy Secretary/ Joint Secretary/ Additional Secretary level is available in every Department in addition to Assistant Secretaries, if any. Study Report towards this, which was done for undivided State was also studied. All the Departments of Secretariat were requested to submit their report in the matter.

2. It is noticed that the following departments don’t have circulating officers.

• B.C. Welfare Department.

• Consumer Affairs, Food & Civil Supplies Department.

• Energy Department.

• Housing Department.

• Labour Employment, Training & Factories Department.

• Minority Welfare Department.

• Tribal Welfare Department.

• Youth Advancement, Tourism & Culture Department.

• Information Technology, Electronics & Communications Dept.,

3. Government after careful examination of the matter, decided to allocate the posts of Assistant Secretary to Additional Secretary to Government in all the Departments of Secretariat, pending merger of Departments of Secretariat, based on the number of Sections and taking into consideration that each Department is allotted one circulating Officer.

4. Government hereby order for the allocation of Posts of Assistant Secretary to Additional Secretary in the Departments of Telangana Secretariat, as indicated in the Annexure to this G.O.

5. The G.A. (Cabinet) Department shall take necessary action.
