CCTV in Trains 
Close Circuit Television (CCTV) cameras have been installed, on trial basis, in a few coaches of some of the trains viz. Train No. 12497/12498 (Shan-e-Punjab Express-03 coaches) in Northern Railway, Train No.12625/12626(Kerala Express), Train No. 16179/16180 (Mannai Express), Train No. 16713/16714 (Rameswaram Express) (one coach of each train) in Southern Railway. In addition to the above, video surveillance system has also been provided in ladies coaches of three Electric Multiple Unit (EMU) rakes of Western Railway and one EMU rake of Central Railway. A work has also been sanctioned for provision of CCTVs in 500 coaches in various rakes of different trains.

Ministry of Railways and Coal India Limited (CIL) sign MoU for Procurement of wagons for exclusive use of CIL 
A Memorandum of Understanding (MoU) has been signed between Ministry of Railways and Coal India Limited here today. The MoU will lead to procurement of 2000 wagons (33 rakes) in the first outgo.

The agreement was signed in the presence of Union Minister for Railways, Shri Suresh Prabhu, Union Minister of State (Independent Charge) Coal, Power and New & Renewable Energy, Shri Piyush Goyal Union Minister of State for Railways Shri Manoj Sinha. Shri U.C. Joshi, Executive Director Freight Marketing on behalf of Ministry of Railways and Shri T.K. Sinha, General Manager, Project Monitoring Division on behalf of Coal India Limited signed the MoU.

Speaking on the occasion, Union Minister for Railways, Shri Suresh Prabhakar Prabhu said that this is a path-breaking agreement which will result into speedy supply of wagons for coal loading in dedicated circuits. Shri Prabhu informed that the initial investment of Rs. 500 crore will lead to anticipated investment of Rs. 5000 crore. Stating coal as mainstay of Railways, the Minister informed that the two-third of its revenue comes from the coal.

Union Minister of State (Independent Charge) Coal, Power and New & Renewable Energy, Shri Piyush Goyal said that the MoU will help in fulfilling the 1 billion tonne target of Coal India. Appreciating Ministry of Coal, the Minister said that there is no single power plant in the country today that falls in critical category. This became possible only because of the support of Ministry of Railways. Shir Goyal defined this MoU as first step in large partnership with the Ministry of Railways to serve people of India.

Speaking on the occasion, Member Traffic Railway Board Shri Mohd. Jamshed said that it is indeed a historic day today when two key economic Ministries of Govt. of India i.e. Ministry of Railways and Ministry of Coal have joined hands for facilitating increased transportation of coal through rail. Under the leadership of Hon’ble Minister of State for Coal, Shri Piyush Goyal, Coal India Ltd is targeting production of 1 Billion Tonnes of coal by 2020. Wagon availability will be a key factor for achieving this target by Coal India Ltd. By signing of the MOU today, Railways and Coal India Ltd will be entering into a strategic partnership which would ensure adequate wagon availability for meeting the transportation needs of coal produced by Coal India Ltd. This strategic partnership between Railways and Coal India Ltd would not have been possible but for the motivation and guidance provided by both the Hon’ble Ministers. Today’s MoU will lead to procurement of 2000 high capacity wagons (33 rakes) in the first tranche which will facilitate increased evacuation of coal from Coal India sidings. This win endeavor will benefit the economy as a whole and the Railways, the coal sector and power sector in particular.

The remarkable part of this strategic partnership is that the wagons will be procured by Indian Railways on behalf of CIL. These wagons will lead to additional loading of 8-10 tons per wagon as compared to the conventional wagons of Indian Railways.

Initially, the rakes will be inducted and run in the 2 main coal loading Zones of IR i.e. South East Central coal sector and East Coast circuit. These rakes will be inducted in circuits for transporting coal from MCL Talcher & IB area and SECL to Paradip/Dharma ports, Vishakhapatnam area and the power houses of Nagpur/Raipur region. Under this strategic partnership, the wagons will be procured by Indian Railways on behalf of CIL, the maintenance of these wagons will be done by Railways at its own cost. Also, the brake vans will be provided by Railways itself.

The steps being taken to sustain growth and for efficient handling of traffic include creation of capacity, running of heavier and longer trains, decongestion measures for busy routes, construction of Dedicated Freight Corridors, enhancing capacity and speeds of passenger trains and terminal improvement works. Measures to improve safety and technological upgradation are also an ongoing activity.
 Based on the overall Plan period targets, yearly targets of traffic output, infrastructure creation, asset renewals etc. are set. The yearly physical targets for 2015-16 include New Lines - 300 km, Doubling – 1200 km, Gauge Conversion-500 km and Electrification- 1600 km.

The demand for freight loading on Indian Railways is a derived demand and is dependent on the growth of the economy, especially the core sector, since Railways is primarily a bulk carrier of freight. The short fall in freight earnings was largely due to slow growth in the core sector of the economy, compounded by negative growth in Iron Ore after mining restrictions in Karnataka and Odhisha and a quantum drop in exports.
As far as passenger traffic is concerned, the decline can be attributed to various factors including the changed norms/regulations in the issue of concessional tickets, particularly in the case of Izzat MSTs, improvement in road infrastructure leading to better and faster connectivity, rise in number of personal and commercial vehicles, rise in diversion of traffic to metro rail in big cities, natural calamities causing closure of certain sections etc.

 For improving the market share of Railways, the measures adopted have been to increase the axle load for carrying additional traffic per wagon, increasing length of freight trains, computerization of freight operations for efficient monitoring, deployment of higher capacity locomotives and wagons, improved maintenance practices for rolling stock, improvements in track signaling and capacity building of staff for adoption of new technology and practices.

In order to increase the market share of Railways, in non-conventional traffic in high capacity and Special Purpose Wagons, schemes through Public Private Partnership (PPP) have been introduced :
(i) Liberalised Wagon Investment Scheme – So far, 59 rakes by 15 firms have been approved for procurement out of which 30 rakes have been procured and are running.
(ii) Wagon Leasing Scheme : Two companies have been registered as wagon leasing company, after which 12 rakes of BLC wagons were procured and approvals for 4 new BLC and 2 BTAP rakes have been accorded.
(iii) Special Freight Train Operators Scheme : Approvals for procurement of 3 rakes of BRNA wagons given so far.
(iv) Automobile, Freight Train Operators Scheme : License has been given to 2 companies to work as AFTO and 7 rakes have been procured till date.

In addition, a scheme, Private Freight Terminal (PFT), has been introduced to involve private investment in freight terminals.
Some further initiatives taken to improve share of Railways in freight services are :
(i) Automatic Rebate for Traditional Empty Flow Direction Traffic : With a view to convert empty running of rakes into loaded ones, automatic freight rebate scheme has been introduced from 25.06.2015, wherein,
all rakes loaded in notified empty flow direction are charged at Class-

LR1 (Train Load) and at Class-100 (Wagon Load), subject to certain terms and conditions. Under this scheme, customer need not apply, instead the system automatically calculates discounted freight once the traffic is loaded in notified empty flow directions. System has been made simple, IT enabled, customer centric without manual intervention.
(ii) Distance Based Charge on Export Iron Ore : In order to boost the flagging demand of Iron ore for export traffic, Distance Based Charge leviable on Export Iron Ore has been reduced to ` 300/- only, with effect from 08th September 2015.
(iii) Rationalisation of Freight Rates : The classification of following commodities, i.e., Coal, Cement, Iron or Steel, Pig Iron, Iron Ores and Petroleum Products have been reduced. Further, the distance slabs beyond 1500 kms has been revised from 250 kms to 125 kms.

The measures taken for improvement of passenger traffic include :
(i) augmentation of on-board capacity by attachment of additional coaches, running of special trains during vacations, running of Suvidha trains etc.
(ii) augmentation of ticket selling capacity through Automatic Ticket Vending Machines (ATVMs), Cash-Coin and Smart Card Operated Ticket Vending Machines (CoTVMs), mobile ticketing, utilization of services of ticketing agents like Jan Sadharan Ticket Booking Sevaks (JSTBS), Station Ticket Booking Agents (STBA) and Yatri Ticket Suvidha Kendras (YTSK).

Cold Storage Facility in Indian Railways 
Under a pilot project called “Kisan Vision Project”, Container Corporation of India Limited (CONCOR), Central Warehousing Corporation (CWC) and Central Railside Warehouse Company Limited (CRWC) were asked to provide infrastructure to encourage development of facilities for setting up cold storages and temperature-controlled perishable cargo centers as well as developing agri-retail outlets through public private partnership (PPP) mode at six locations on Indian Railways. Details of these projects are as under:-

(i) Nasik (Maharashtra): The centre located in Nasik District of Maharashtra is functional since 23.02.2013.

(ii) New Azadpur (Delhi): Perishable Cargo Centre at New Azadpur, Adarsh Nagar, New Delhi is functional since 24.03.2015.

(iii) New Jalpaiguri (West Bengal): The Perishable Cargo Centre at Bagdogra airport was taken over by CONCOR on 22.02.2011 from Siliguri Jalpaiguri Development Authority (SJDA). Under the provisions

Contd of Agreement executed between SJDA & CONCOR, SJDA was required to obtain requisite license from State Government authorities. Since SJDA has not been able to obtain the same, CONCOR is making efforts to return the facility to SJDA. (ii) Singur (West Bengal): The Perishable Cargo Centre was made functional on 18/12/2011. However, due to very low utilization, the service provider has abandoned the contract.

(iii) Dankuni (West Bengal): Central Railside Warehouse Company Ltd.(CRWC) has been entrusted with the responsibility of developing Perishable Cargo Centre at Dankuni. However, release of requisite land at the proposed site is not viable due to presence of coal blocks, commercial plots, high tension wire and infringing road movement.

(iv) Perishable Cargo Centre at Ghazipur Ghat (Uttar Pradesh): The facility is expected to be functional by December 2016, with a built-up area of 1350 sq.m in Phase-I.

CONCOR’s fully owned subsidiary, i.e. Fresh and Healthy Enterprises Limited (FHEL) is operating a controlled-atmosphere store at Rai (Sonepat) in Haryana having the capacity of 11700 metric tonnes.

CRWC has carried out preliminary surveys for construction of temperature-controlled storages at 10 other locations, viz. Vatva, Vishakhapatnam, Badagara (also known as Vatakara), Udhna, Cheriyanad, Bhivandi Road, Azara, Navlur, Kalamboli and Yashwantpura. These surveys do not indicate feasibility, due to inadequate availability of land/traffic, at all the locations except at Bhiwandi Road. CRWC has surveyed other potential locations and, West Hill, Calicut is among the proposed alternate locations for Railside warehouse complex in Kerala. CRWC has been allowed a timeframe of two years from receipt of requisite approvals for construction and operationalization of the warehouse complex.

Measures to Prevent Fake Advertisements about Railway Recruitements 
Sporadic incidents, whenever reported in the newspapers or through representations, are investigated and wherever the need arises, FIR is lodged. Regular proactive measures are undertaken by the recruiting agencies i.e. Railway Recruitment Boards (RRBs) and Railway Recruitment Cells (RRCs) frequently, by way of widely publicized campaigns cautioning the prospective candidates to beware of unscrupulous elements, fake advertisements/ websites, touts and job racketeers trying to deceive by false promises of securing job in Railways either through influence or by use of unfair and unethical means. In every recruitment notification, addresses of official websites of RRBs and RRCs are invariably indicated so that candidates refer to those authentic websites/advertisements only.

Measures to Reduce Queues for Purchase of Train Tickets 
It is a fact that during peak rush hours/days, there are long queues at the booking counters/windows of major stations. With a view to facilitate passengers in getting unreserved tickets, various steps have been taken, some of which are as under

i. Jan Sadharan Ticket Booking Sewak (JTBS) have been engaged in various parts of important cities to issue unreserved tickets through computerized Unreserved Ticketing System (UTS).

ii. Station Ticket Booking Agents (STBA) have been engaged to issue unreserved tickets at ‘E’ category stations.

iii. Yatri Ticket Suvidha Kendras (YTSK) have been established on public private partnership basis for issuing reserved/unreserved tickets through computerized Passenger Reservation System (PRS) -cum-UTS terminals, outside railway station premises.

iv. Automatic Ticket Vending Machines (ATVM) and Cash-Coin & Smart Card operated Versatile Ticket Vending Machines (CoTVM) have been installed to facilitate easy booking of unreserved tickets through cash/coin/smart card.

v. Booking of unreserved tickets through mobile phones has been introduced on pilot basis on suburban sections of Mumbai (Central and Western), Chennai, New Delhi-Palwal section.

Alert System at Level Crossings 
The Railway have taken up a pilot project to develop a suitable and viable vandal-proof warning system to pre-warn road users against approaching trains at unmanned level crossings and accordingly Research Design and Standards Organization (RDSO) has initiated such pilot project in association with IIT/Kanpur.

The manned level crossing gates provided with lifting barrier on Indian Railways have a system of bell/hooter which sounds during closing the level crossing gate barrier against the road traffic to warn the road users that the level crossing gate is being closed.

Fire Safety Preparedness in Indian Railways 
At all railway stations and railway factories Dry Chemical type portable fire extinguishers, sand buckets and water buckets are provided for fire fighting. On need, local government fire service personnel and other non- government/Public sector unit services are requested for fire fighting. Fire drills are conducted at regular intervals to assess the preparedness. Instructions were issued to Zonal Railways to upgrade fire safety measures at station premises as per the norms prescribed in National Building Code of India.

All the passenger trains are being provided with Dry Chemical type portable Fire Extinguishers as per Bureau of Indian Standard specifications. In passenger trains, two nos. portable fire extinguishers in each Air conditioned coaches, two nos. in each Second class luggage cum guard van type coach, four nos. in each pantry car and four nos. in each Train locomotives are being provided by all zonal railways.

A pilot project for provision of Comprehensive Fire and Smoke Detection System has been taken up in one rake of New Delhi-Bhubaneswar Rajdhani Express on East Coast Railway. Besides, one LHB (Linke Hofmann Busch) rake in New Delhi - Jammu Tawi Rajdhani train and one AC Double Decker rake running between Kachiguda-Tirupati/Guntur have also been provided with such a system. Based on the feedback from initial trails, Board has sanctioned for extended field trails.

Concession in Train Tickets to Unemployed Youth 
Railways grant full concession in second class and 50% concession in sleeper class in the basic fares of Mail/Express trains to unemployed youths up to 35 years to appear in interviews for selection to Central/State Government jobs. Besides above, 50% concession in the basic fares of Mail/express trains in Second and sleeper class is also admissible to unemployed youths appearing in interview for selection to other public sector organisations.

Broad Gauge Network in North Eastern States 
Master plan has been made for a broad gauge network in North Eastern States. Broad features of this plan are:

(1) Connectivity to all State capitals.

(2) Unigauge Broadgauge network.

(3) Strengthening international borders.

(4) Augmentation of network capacity for handling growth of traffic in future.

(5) Expansion of network to unconnected areas of the region.

(6) Improving trade and connectivity with neighbouring countries.

Time frame to connect with Trans-Asia Railway Network has not been fixed due to a number of missing links in and outside India.

Train Movement During Fog 
Fog severely reduces mobility of trains owing to reduced visibility and safety protocol (speed restriction) put in place. This reduces the capacity of already saturated rail corridors running through fog affected areas. Abnormal late running of trains result into unmanageable rake imbalances, heavy crew shortage due to increased working hours of drivers and guards and complete disorientation of time table, train berthing plans, maintenance slot at washing line complexes catering difficulties etc. due to late arrival of trains during fog.

To handle the above situation, Railways have resorted to cancellation and reduction of frequency of trains during foggy season from 08.01.2016 to 29.02.2016.

(d) Steps taken by Indian Railways to gear up for foggy condition during winter are as under:

(i) To enhance the level of safety during fog in Automatic Block Signaling territories, Modified Automatic Signaling has been introduced which restricts the number of trains to two between two stations.

(ii) Reduce the speed of trains.

(iii) Deputing additional staff to alert the loco Pilot through placement of detonators before the First Stop signal.

(iv) Improving the visibility of signals.

(v) Loco Pilot to take precautions, be vigilant and alert and to observe Special Rules and instructions regarding speed limit under foggy conditions.

Technology options are being pursued by Indian Railways for prevention of accidents during conditions of poor visibility by installing notably Fog Safe Device, which is a Global Positioning System (GPS) based device installed to assist the Loco Pilot during poor visibility condition. Currently, a total of 1381 Fog Safe Devices are under trial on Northern, North Eastern and North Western Railways in fog prone areas. In addition, Train Collision Avoidance System (TCAS), Train Protection and Warning System (TPWS) are also under various stages of trial.

Improvement of Catering Facilities in Railways 
Railways receive proposals regarding improvement of catering services. Improvement in catering services is an ongoing process. It is continuous endeavor of Indian Railways to provide good quality hygienic food to the passengers. In order to widen the range of food options available to passengers, E-catering services have been introduced, through Indian Railway Catering and Tourism Corporation (IRCTC) in trains without pantry car or Train Side Vending as well as on 45 designated stations from where passengers of originating/passing trains can avail of this facility. IRCTC has tied up with renowned, reputed and established brands in the field of catering services so that the passengers can order good quality and hygienic food of their choice.

Steps taken/are being taken to ensure that good quality and hygienic food is served to the passengers include: (i) Introduction of station based E-Catering for widening the range of options available to passengers for ordering food of their choice. (ii) Introduction of precooked food (‘ready to eat’ meals) in the range of options available to passengers. (iii) Operation of centralized Catering Service Monitoring Cell (CSMC) (toll free number 1800-111-321) for prompt redressal of passenger grievances relating to the catering activities and real time assistance to travelling public. (iv) Operation of all India Helpline (No.138) for rail-users to lodge complaints/suggestions regarding food and catering services. (v) Imposition of penalties in case of deficiencies detected in services.

Railway Heritage 
Railway Stations, bridges, Railway lines and buildings having heritage value at various locations have been identified and declared as heritage structures in consultation with Zonal Railways.

Guidelines have been issued to preserve and maintain these structures. On Zonal Railways, Heritage Committees comprising concerned officers have been constituted to ensure preservation and maintenance of such structures.
