Foreign Countries for Skill India
The Minister of State (Independent Charge) for
Skill Development and Entrepreneurship Shri Rajiv Pratap Rudy has said that
while financial support from foreign countries for Skill India, is welcome,
India primarily seeks technical expertise and knowledge of global best
practices in skill development, across sectors equip youth with world class
skills to make them employable. Hence Ministry of Skill Development and
Entrepreneurship (MSDE) is working closely with countries such as Germany and
United Kingdom, to leverage their experience and establish world class skill
training facilities in India.
He said, the UK India Education and Research Initiative (UKIERI) was initiated in April 2006 with the aim of enhancing Educational Links between India and the UK. The programme aims to deliver systemic changes in the educational and vocational training ecosystem, by focusing on capacity building and leadership development within these institutions. Phase II of this initiative runs from 2011-2016. As ‘Skill Development’ is one of the core themes of UKIERI Phase II, an MoU was signed between The Department of Business Innovation and Skills (BIS), UK and MSDE in April 2015.
In a written reply in the Lok Sabha today the Minister said, UKIERI is jointly funded by the governments of India and UK. UKIERI Phase II is in its final stages and discussions on UKIERI Phase III are in the process of being held and the financial commitments from the Indian and UK side are under negotiation are yet to be finalised. In addition, MSDE is working closely with British High Commission and UK India Business Council to get British Companies in India to commit resources, knowledge and expertise to skilling young Indians. On 03 December 2015, HSBC (a UK based Bank) launched a Skills for Life programme in India, with a commitment of INR 100 crores towards skilling 75,000 Indians over a five period.

Training in for Skill Development of Youth

there are 13,105 Industrial Training Institutes (ITIs) (Govt.- 2,293 and
Private- 10,812) operational under the Directorate General of Training (DGT)
for skilling in the Country. Following schemes are also being implemented to
improve the skill development infrastructure across the Country:-
i. Upgradation of 1396 Government ITIs through Public Private Partnership;
ii. Upgradation of 400 Government ITIs- Externally Aided Project (EAP)- World Bank assisted Vocational Training Improvement Project (VTIP); and
iii. Upgradation of Government ITIs into Model ITIs.
In a written reply in the Lok Sabha today the Minister said, besides, the Government has set up the National Skill Development Corporation (NSDC) as a Public Private Partnership entity to promote private training providers to set up skill development centres across the Country. As on 31st October, 2015, there are 266 affiliated training partners of NSDC operating 4648 training centers, inclusive of 812 mobile centers across 27 States and 5 Union Territories in 525 districts of the Country.

(ii) Upgradation of 1396 Government
ITIs through PPP
The Scheme of “Upgradation of
1396 Government ITIs through PPP” was operationalized throughout the country
during the XI five year Plan (2007-2012) for the purpose of
modernization/upgradation of existing Government ITIs. In the NE States of
Arunachal Pradesh, Assam, Meghalaya, Mizoram, Nagaland and Tripura a total of
38 Government ITIs have been covered and Rs. 95 Crore released to these States.
In the State of Arunachal Pradesh, 4 Government ITIs had been covered and Rs
10.00 Crore has been released.

Besides, Government has introduced Pradhan
Mantri Kaushal Vikas Yojana (PMKVY) in March, 2015 which is a reward based,
demand driven scheme aiming to enable and mobilise a large number of Indian
youth to take up skill training, become employable and earn their livelihood.
The scheme targets to benefit 24 lakh persons with training of 14 lakh fresh
entrants and certification of 10 lakh persons under Recognition of Prior
Learning (RPL). As on 23.11.2015, in North Eastern region including Arunachal
Pradesh, 20,618 persons have been enrolled and 16, 287 persons trained
and certified under PMKVY.
He
said, the Vocational Training Improvement Project (VTIP), interalia,
envisages upgradation of 400 ITIs. 34 State Governments/UTs including NE States
are participating under the project.
In a written reply in the Lok Sabha today the Minister said, a total of 15 ITIs
are covered in North-Eastern region including Arunachal Pradesh for upgradation
under the Project. Cost sharing between Center and NE State is 90:10. Under the
Project, Rs. 339 lakhs has been released to the State of Arunachal Pradesh
against which the State has utilized
Rs. 296
lakhs.

Skill Training to School Dropouts
The Minister of State (Independent Charge) for
Skill Development and Entrepreneurship Shri Rajiv Pratap Rudy has said that for
optimal utilization of infrastructure available with Polytechnics and
Engineering colleges, the matter has been taken up with All India Council for
Technical Education (AICTE) to operate skill training courses complaint to
National Skill Qualification Framework (NSQF).

SD Schemes for Students
The
Minister of State (Independent Charge) for Skill Development and
Entrepreneurship Shri Rajiv Pratap Rudy has said that there are over 70 skill
development schemes across various sectors implemented by over 20 Central
Ministries/Departments to promote skilling of all people including youth, in
the Country. Details of people trained under various skill development
schemes/programmes of over 20 Central Ministries/Departments for the year
2012-13 to 2015-16 (upto October, 2015) are as under:-

Skilled Manpower
The Minister of State
(Independent Charge) for Skill Development and Entrepreneurship Shri Rajiv
Pratap Rudy has said that in order to understand the sectoral and
geographical spread of skill requirement/gaps and incremental human resource
requirement across the sectors, studies have been undertaken by the Government
through National Skill Development Corporation (NSDC), a Public Private
Partnership (PPP) entity. As per the study, employment opportunities in India
would increase from 461.1 million in 2013 to 581.9 million in 2022, across the
24 sectors, pointing at an incremental human resource requirement of
approximately 120.8 million. Considering the overlap in the human resource
requirement across a number of sectors, the unique number for incremental
demand would be 109.7 million by 2022, wherein the top 10 sectors would account
for 80% of this requirement. State-wise incremental human resource requirement
has also been worked out according to which incremental demand is accessed at
120.33 million by 2022. Sector-wise and State-wise incremental human resource
requirement projected in the study report for the period 2013-2022, is:

As an effort to align the skill development initiatives with the incremental
human resource requirement, Pradhan Mantri Kaushal Vikas Yojna (PMKVY) has been
launched by Ministry of Skill Development and Entrepreneurship. The
scheme with an outlay of Rs. 1,500 crore in 2015-16, has a target to cover 24
lakh persons under skill development training which would be done based on the
National Skill Qualification Framework (NSQF) and industry led standards.
Further, there are 13,105
Industrial Training Institutes (ITIs) (Govt.- 2,293 and Private- 10,812)
operational under the Directorate General of Training (DGT) which are the
Primary Institutions for skilling in the Country.
He said, further, to scale up
skill development opportunities in the Country, NSDC has been mandated to
promote capacity creation for skill development in private sector. As on
31st October, 2015, the 266 NSDC affiliated training partners,
have 4648 operational training centers, including 812 mobile centers across 27
States and 5 Union Territories in 525 districts of the Country.
In addition, to standardize the skill training imparted in various sectors
across the Country, Government has notified the National Skill Qualification
Framework (NSQF). The NSQF alignment of skill training would ensure that each
level is defined in terms of competencies that would need to be achieved.
In a written reply in the Lok
Sabha today the Minister said, furthermore, Government has constituted and
operationalised 29 Sector Skill Councils (SSCs) which are industry led bodies
intended to align the skilling efforts as per the industry’s requirement. The
SSCs prescribe the National Occupational Standards (NOS) and Qualification
Packs (QPs) based on which the training is imparted.

NETAP Programme
The Minister of State (Independent Charge) for
Skill Development and Entrepreneurship Shri Rajiv Pratap Rudy has said that MoU
has been signed between the Directorate General of Training, Ministry of Skill
Development and Entrepreneurship and Team Lease Skill University. Team Lease
Skill University through NETAP (National Employability Through Apprenticeship
Programme) would facilitate for engagement of 5 lac apprentices over a period
of 3 years on voluntary basis in the country upto March, 2018.

Skill Development University
The Minister of State (Independent Charge) for
Skill Development and Entrepreneurship Shri Rajiv Pratap Rudy has said that a
Working Group for establishment of National Skills University was constituted
which has submitted its report. As per the recommendations of the Group,
setting up of Skill University in States lies under the legislative domain of
the State Governments. However, in order to accord a higher aspirational value
to skill training and respond to the requirements of the job market nationally,
it has recommended to consider promoting National Skills Universities as
institutes of national importance across States, in partnership with Industry
and States.

Campus Placement in it is
The Minister of State
(Independent Charge) for Skill Development and Entrepreneurship Shri Rajiv
Pratap Rudy has said that a mid-term tracer study was conducted under the World
Bank assisted Vocational Training Improvement Project to measure labour market
performance of graduates passed out from Government ITIs. Based on this study,
conducted in 2011-12, 60% of project ITIs’ pass-outs find employment within one
year of finishing training, as compared to baseline of 32% conducted in Year
2006-07.
In a written reply in the Lok
Sabha today the Minister said, training Counseling & Placement Cell has
been set up in each Government ITI to facilitate placement to the trainees.
Also, a Placement Module has been hosted on www.ncvtmis.gov.in to
facilitate placement of trainees of Government & Private ITIs in the
industries.

The National Skill Development Agency (NSDA), an autonomous body created on 6th June, 2013 has the mandate to coordinate and harmonise the skill development activities in the Country. The agency is the nodal agency for State Skill Development Mission constituted by the State Government for coordination and integration of all their skill development programmes alongwith advising them on the ways and means to achieve targets.

Government is aware of that there are many instructors in private ITIs who have
not undergone craft instructor training as prescribed by National Council for
Vocational Training (NCVT). The instructors in private ITIs are recruited by
their management and they are not deputing the trainers for attending the
training.
In a written reply in the Lok Sabha today the Minister said, to improve training of trainers in it is, NCVT has recommended that every instructor who has already joined ITIs shall complete Craft Instructor Training Scheme (CITS) course within a period of three years. Further, the capacity for training of trainers has been augmented. There are 25 centrally funded institutes conducting instructor training. NCVT has also affiliated 15 more private Institute of Training of Trainers (ITOT) thereby expanding the annual seating capacity to more than 10,500.

In a written reply in the Lok
Sabha today the Minister said, further, there are 13,105 Industrial Training
Institutes (ITIs) (Govt.- 2,293 and Private- 10,812) operational under the
Directorate General of Training (DGT) which are the Primary Institutions for
skilling in the Country. In the North Eastern States, there are 82 Industrial
Training Institutes (ITIs) (73 Government and 9 Private) involved in skill

Private Organisations in Skill Development
The Minister of State (Independent Charge) for
Skill Development and Entrepreneurship Shri Rajiv Pratap Rudy has said that the
Government has set up the National Skill Development Corporation (NSDC) as a
Public Private Partnership entity to promote private training providers to set
up skill development centres across the Country. As on 31st October, 2015,
there are 266 affiliated training partners of National Skill Development
Corporation (NSDC) operating 4648 training centers, inclusive of 812 mobile centers
across 27 States and 5 Union Territories in 525 districts of the Country.
In a written reply in the Lok Sabha today the Minister said, further, the National Skill Development Fund (NSDF) has been set up in 2009 by the Government of India for raising funds both from Government and Non-Government organizations/corporates for skill development in the country. Some of the central public sector enterprises viz National Thermal Power Corporation, Powergrid and Coal India Limited have come forward to support skill development under their Corporate Social Responsibility (CSR) budget. These companies have contributed to NSDF for specific outcomes in the field of skill development.

Employment Opportunities in Foreign Countries
The Minister of State (Independent Charge) for
Skill Development and Entrepreneurship Shri Rajiv Pratap Rudy has said that the
Ministry of Skill Development and Entrepreneurship (MSDE) is in consultation
with Ministry of Overseas Indian Affairs (MOIA) for collaboration to provide
skill training for Indians who seek to migrate overseas. This Ministry has also
drafted a new Scheme entitled ‘Pravasi Kaushal Vikas Yojana’ which aims to
provide pre departure orientation training programmes and language training
course for potential migrants.
In a written reply in the Lok Sabha today the Minister said, MSDE is partnering with UK counterparts under the UK India Education and Research Initiative (UKIERI). Under this initiative, Sector Skills Councils are working with UK organisations to ensure international equivalence of training standards. National Skill Development Corporation (NSDC) under Ministry of Skill Development and Entrepreneurship (MSDE) is also working with institutions in Canada and Australia to ensure that skill training in specific job roles is aligned to standards in these countries.

Pradhan Mantri Kaushal Vikas Yojana
The Minister of State (Independent Charge) for
Skill Development and Entrepreneurship Shri Rajiv Pratap Rudy has said that the
Government has launched Pradhan Mantri Kaushal Vikas Yojana (PMKVY) in March,
2015 which is a reward based, demand driven scheme aiming to enable and
mobilise a large number of Indian youth to take up skill training, become
employable and earn their livelihood. The scheme targets to benefit 24 lakh
persons with training of 14 lakh fresh entrants and certification of 10 lakh
persons under Recognition of Prior Learning (RPL). PMKVY has a feature of
Kaushal Vikas Sivir which is organised by respective PMKVY affiliated training
partners across the Country. National Skill Development Corporation (NSDC) is
the implementing agency for the scheme.
In a written reply in the Lok Sabha today the Minister said, training Partners have been instructed by NSDC to conduct Kaushal Melas across the Parliamentary Constituency for mobilisation of the candidate with the involvement of Local/District/State Government as well as Members of Parliament to ensure greater outreach and ownership. Efforts are being made to ensure the coverage of the scheme across 543 Lok Sabha Constituencies of the Country. Upto 31st October, 2015, 308 Kaushal Melas have been organised across the Country and 5.17 lakh candidates have been enrolled under the scheme for 328 job roles developed by Sector Skill Councils (SSCs).

Vocational Training Improvement Project
The Minister of State
(Independent Charge) for Skill Development and Entrepreneurship Shri Rajiv
Pratap Rudy has said that upgradation of existing 400 Government Industrial
Training Institutes (ITIs) in 34 States/ UTs have been taken up under the World
Bank assisted Vocational Training Improvement Project (VTIP). The scheme
started in November 2007 and will be closed in September 2016.
In a written reply in the Lok
Sabha today the Minister said, an amount of Rs.1613 crore has been released
against which Rs. 1450.30 crore has been utilised by the States/UTs .There are
30 ITIs covered from the State of Karnataka. The list of ITIs covered from the
state is attached as Annexure I. An amount of Rs. 121.87 crore has been
utilised by the State.
