Killing of cattle smugglers by BSF
During current calendar year, 21 cross border
criminals were killed by Border Security Force (BSF) along the Bangladesh
border, out of which 16 were allegedly cattle smugglers.
Bangladesh has been raising the issue of death of Bangladesh civilians in all bilateral border meetings. Same has been raised at recently concluded Home Secretary level talks between India and Bangladesh.
The Governments has adopted a multi-pronged approach for effective domination and to check trans-border crimes including cattle smuggling along the Indo-Bangladesh Border. The steps taken in this regard inter-alia include:
• Construction of fence, border roads, floodlights and Border Out Posts (BOPs) along the Borders.
• Effective domination of the borders by the Border Guarding Forces (BGFs) through carrying out round the clock surveillance of the borders by patrolling nakas (border ambushes) and by deploying observation posts all along the international borders of the country.
• Usage of Hi-Tech surveillance equipments along with day and night vision devices for further enhancing the border domination.
• The riverine segments of International Borders of the country are being patrolled and dominated with the help of water crafts/speed boats/floating Border Out Posts (BOPs) of Border Guarding Forces (BGFs).

Shri Arun Jaitley delivers the 28th I.B. Centenary
Endowment Lecture
The Union Minister for
Finance, Corporate Affairs and Information & Broadcasting, Shri Arun
Jaitley delivered the 28th I.B. Centenary Endowment Lecture
here today. Dwelling upon Economic Offences and National Security, Shri Jaitley
said that the growth of white collar crimes is a relatively recent phenomenon
in India. As a result both methods of investigation, prevention and
adjudication of such offences need to keep pace, he added.
Shri Jaitley said the
period 1947-1991 in Indian history can be termed as the era of the Licence Raj.
Post-1991, during the Prime Ministership of PV Narasimha Rao, the industrial
licensing was abolished in almost all industries and a policy of liberalization
adopted, he added.
The lecture was organized
by the Intelligence Bureau, Ministry of Home Affairs. The senior officers of
the Government of India, including IB officers and Central and State Police
organization attended the lecture.

Situation room to analyse social media
A Committee under the Chairmanship of Secretary
(Internal Security), Ministry of Home Affairs with members from Ministry of
Information Technology, Ministry of External Affairs and the Central
Intelligence Agencies has been constituted vide Order dated 15.12.2015 to
examine the feasibility of setting up a multi agency 24x7 Social Media Analysis
Centre and to prepare an approach paper on the creation of a ‘Situation Room’
to analyse Social Media.
The Islamic State of Iraq and Syria (ISIS) and some other terrorist groups like the Lashkar-e-Taiba (LeT) are active in the cyber space and social media platforms. The Government is closely monitoring the situation and has directed the intelligence and security agencies to keep surveillance on them. The Cyber space is also being closely monitored in this regard.

Amending provisions of Sixth Schedule to fulfill
aspiration of NE people
There is a proposal to amend the Sixth Schedule to
the Constitution for implementation of Memorandum of Settlement (MoS) signed
with various groups in Assam and Meghalaya and other measures including setting
up of elected village councils ensuring democracy at the grassroots level in
the areas covered by Autonomous Councils. The said proposal also includes
amendments in the Article 280 of the Constitution of India for augmenting the
consolidated fund of states of Assam, Meghalaya, Tripura and Mizoram to
supplement the resources of the Sixth Schedule Autonomous Councils.
Consultation with the State Governments concerned are continuing. The
Government of Tripura and Government of Mizoram have communicated their views
on the proposal. The Government of Tripura has informed that the said proposal
for amendments in the Sixth Schedule to the Constitution was not placed before
Tripura Legislative Assembly.

Use of AFSPA in Garo hills ara
In the context of WP (Civil) No.127 of 2015, the
High Court of Meghalaya vide its order dated 2.11.2015, directed the Central
Government to consider the use of Armed Forces Special Powers Act, 1958 and
deployment of armed and para-military forces in the Garo Hills area of
Meghalaya to control the fast deteriorating law and order situation. The
Central Government has constituted a Committee under the Chairmanship of
Secretary (IS), MHA to assess the security situation in Garo Hills of
Meghalaya.
A number of representations have been received from various organizations/individuals requesting not to extend Armed Forces Special Powers Act, 1958 in the Garo Hills of Meghalaya.

National Cyber Crime Coordination Centre
The Expert Group constituted in the Ministry of
Home Affairs to prepare a roadmap for effectively tackling cyber crimes in the
country has recommended to set up an Indian Cyber Crime Coordination Centre
(I4C) to fight against cyber crimes in the country. This has been accepted by
the Ministry of Home Affairs, in-principle, for effective execution of online
cyber crime reporting, cybercrime monitoring, setting up of forensic units,
capacity building of police, prosecutors & judicial officials, promotion of
Research & Development, awareness creation etc.

The Minister will inspect the Parade and present the President’s Police Medal for Distinguished Service and Indian Police Medal for Meritorious service to the awardees of SSB.
Shri Rajnath Singh will address the gathering and witness demonstration of dare devilry acts by SSB personnel.
The SSB Dog Squad will also display their prowess on the occasion.

Shri Rajnath Singh pays homage to deceased BSF
officials
Union Home Minister Shri Rajnath Singh
and MoS Home Shri Haribhai Parathibhai Chaudhary and Shri Kiren Rijiju today
attended the last rites of BSF officials at BSF hanger at Safdarjang airport,
who lost their lives in a BSF plane crash yesterday. After paying homage to the
BSF officials, they met the family members of the deceased BSF officials and
expressed their grief over the incident. All the dead bodies were dispatched to
their native places by BSF aircraft/vehicle with proper escort.
Earlier in the day, Shri Kiren Rijiju visited the house of late Captain Bhagwati Prasad Bhatt, who was the pilot of the BSF plane.
The BSF aircraft took flight on 22nd Dec, 2015, from Palam Airport for repair/servicing of Mi-17 V5 stationed at Ranchi. The aircraft crashed near Dwarka.
Shri Najeeb Jung, Lieutenant Governor of Delhi, Shri Rajiv Mehrishi, Union Home Secretary, Shri Devendra Kumar Pathak, DG, BSF Shri B D Sharma, DG, SSB and other senior officials of MHA, BSF and SSB were also present.
