Police Stations under CCTNS 
The Government has launched Crime and Criminal Tracking Network and Systems (CCTNS) in the country. The aim, objective and salient features of CCTNS are: 


i. To fully computerize the process of crime registration, investigation, prosecution etc. in all police stations in the country

ii. To create a central database to provide national level search facility as well as crime analytics for use by police and central agencies

iii. To electronically share data/information among Police Stations & Police Higher Offices

iv. Computerization of all prisons and provision of necessary hardware, software etc. v. To provide citizen services through a Citizen Portal.

vi. Sharing of Crime and Criminal related data with Police, Prosecution, Courts, Prison and Forensics leading to Integrated Criminal Justice System

All the States, except Bihar and Rajasthan where the contract of the System Integrator has been cancelled, are working on implementing and bringing all police stations under CCTNS. Out of total 14844 Police Stations in the States/UTs, 11616 (78%) of Police Stations are entering 100% FIRs through CCTNS software.

CCTNS is a complex project with the project activities being undertaken by number of stakeholders. All States/UTs went through a complex tendering process to engage System Integrators- involving all the clearances and approvals from the State/UT level Governance structure of CCTNS project, which took time. Also frequent changes of officers responsible for CCTNS at State/UT level led to delays. Such large programme was being carried out for the first time, but now enough experience has been gained and the project is in advanced stage of implementation.

The Cabinet Committee on Economic Affairs (CCEA) in its meeting held on 18th November 2015 has approved the proposal of the Ministry of Home Affairs (MHA) for extension and revamping of the Crime and Criminals Tracking Network and Systems (CCTNS) Project. Further this Ministry has revamped the governance structure for monitoring the Project implementation.

CCTNS project is expected to be fully implemented by March 2017 for achieving its objectives. A Provision has been made in the project to digitize the old records for last ten years in the project and work on this is also in progress.

The Government has decided to implement Interoperable Criminal Justice System (ICJS) by integrating Courts, prisons, police, forensics and Prosecution by March 2017.

Legislation on Trafficking 
An inter-Ministerial Committee under the Chairmanship of Secretary, Ministry of Women and Child Development has been constituted for preparing a comprehensive legislation on various aspects of Human Trafficking. Details are as under:

Terms and Reference

• To study the various Acts/Legislations under the purview of different Ministries/Departments relating to various aspects of trafficking.

• To consider the gaps in the existing legislation, from the point of view of prevention, pre-rescue, rescue, post-rescue and rehabilitation aspects.

• To Strengthen victim protection protocol so as to ensure that victims are treated as victims not as offenders.

• To draft a comprehensive legislative framework covering all aspects of trafficking, as may be considered necessary.

• To provide for adequate shelter homes for the rescued victims.

• To prepare a comprehensive policy for law enforcing agencies, including for lady police officers for handling the victims of trafficking.

The Government is also considering to establish a single agency called Organised Crime Investigation Agency. At present, there is no proposal for setting up the Standard Operating Procedures for its implementation.

Development of Police Headquarters 
The focus of Modernisation of Police Force (MPF) scheme is to strengthen the police infrastructure. Some of the major items of police infrastructure covered under the scheme are police building, police housing under plan and mobility, weapons, equipment for training, computerization, forensic science and Mega City Policing (MCP) under Non-Plan. The provision for plan component under MPF Scheme was started only in 2013-14. As on date, no fund has been provided under plan component of MPF Scheme during 2015-16. However, there is a Non-Plan allocation of Rs. 595.00 crore under the 2015-16 budget for mobility, equipment, weapons etc., for State Police and MPF Scheme. Funds are provided to State Governments for procurement of these items including technological gadgets, wireless tools, security and surveillance equipments as per the Annual Action Plan prepared by the State Government which are approved by the High Powered Committee in Ministry of Home Affairs. However, there is no separate fund allocated for the development of state-of-the-art technology in State police headquarters and important headquarters offices of police departments.

Police and Public Order fall under the category of subjects within the domain of the State as per Seventh Schedule of the Constitution of India. Although the Central Government has been supplementing the State Governments through the aforementioned Scheme, the primary responsibility for modernizing the State Police Head Quarters in the respective States lies with the State Governments.

One Rank One Pension 
As per report received from the Central Pension Accounting Office (CPAO), Ministry of Finance, total number of Central Armed Police Forces (CAPFs) and Assam Rifles (AR) pensioners are 3,28,010 and the pension expenditure as disbursed by Banks for the period 01/04/2014 to 31/03/2015 is Rs.4317.38 crore.

The posted strength of CAPFs and AR as on 01/11/2015 is 8,94,616 (AR-67,018, BSF-2,48,799, CRPF-2,89,182, CISF-1,29,468, ITBP-81,747 & SSB-78,402).

The Government has received representations for implementation of One Rank One Pension (OROP) scheme from the retired/serving personnel of CAPF and broadly seeking parity with the Defence Forces in the matter of pension. As per records available, the Supreme Court has not issued any directive in this regard. Representations from in-service or retired personnel of CAPF & AR received from the time to time, are examined on merit and appropriate decision taken.

Use of UAV for Internal Security 
Defence Research and Development Organisation (DRDO) has developed Unmanned Aerial Vehicle (UAV) – ‘Nishant’ and the same has been inducted in Army. Also, Hindustan Aeronautics Ltd. (HAL) has initiated activities for the design, development and manufacture of UAVs.

UAV are the most advanced systems for obtaining the real-time imagery of the ground and is useful in the internal security scenario. Presently, CRPF has a holding of 10 Micro-UAVs (NETRA) which have been deployed in LWE affected states, including Chhattisgarh. Besides National Technical Research Organisation (NTRO) is also providing their UAV coverage to CRPF for operations in LWE areas. Also, one Mini-UAV of BSF has been deployed in the LWE affected areas in Odisha.
