The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the payment of Productivity Linked Bonus (PLB) equivalent to 78 days’ wages for the financial year 2017-18 for all eligible non-gazetted Railway employees (excluding RPF/RPSF personnel). The financial implication of payment of 78 days’ PLB to railway employees has been estimated to be Rs.2044.31 crore. The wage calculation ceiling prescribed for payment of PLB to the eligible non-gazetted railway employees is Rs.7000/- p.m. The maximum amount payable per eligible railway employee is Rs.17,951 for 78 days. About 11.91 lakh non-gazetted Railway employees are likely to benefit from the decision.
The Productivity Linked Bonus on Railway covers all non-gazetted railway employees (excluding RPF/RPSF personnel) who are spread over the entire country. Payment of PLB to eligible railway employees is made each year before the Dusshera/ Puja holidays. The decision of the Cabinet shall be implemented before the holidays for this year as well. For the year 2017-18 PLB equivalent to 78 days’ wages will be paid which is expected to motivate the employees for working towards improving the performance of the Railways.
Background:
Railways were the first departmental undertaking of the Government of India wherein the concept of PLB was introduced in the year 1979-80. The main consideration at that time was the important role of the Railways as an infrastructural support in the performance of the economy as a whole. In the overall context of Railway working, it was considered desirable to introduce the concept of PLB as against the concept of Bonus on the lines of ‘The Payment of Bonus Act - 1965’.

న్యూఢిల్లీ: రైల్వే రక్షక దళం (ఆర్‌పీఎఫ్‌), రైల్వే రక్షక ప్రత్యేక దళం (ఆర్‌పీఎస్‌ఎఫ్‌) మినహా మిగిలిన నాన్‌–గెజిటెడ్‌ రైల్వే ఉద్యోగులకు 2017–18 ఆర్థిక సంవత్సరానికి సంబంధించి 78 రోజుల వేతనాన్ని బోనస్‌గా ఇచ్చేందుకు కేంద్ర మంత్రివర్గం బుధవారం ఆమోదం తెలిపింది. దీంతో 11.91 లక్షల మంది రైల్వే ఉద్యోగులు గరిష్టంగా రూ. 17,951 వరకు బోనస్‌ పొందనున్నారు. ప్రధాని నరేంద్ర మోదీ నేతృత్వంలోని కేంద్ర మంత్రివర్గం బుధవారం ఈ నిర్ణయం తీసుకుంది. ఉద్యోగుల ఉత్పాదకతను బట్టి ఇచ్చే ఈ బోనస్‌ కారణంగా రైల్వేపై రూ. 2,044.31 కోట్ల భారం పడుతుందని అంచనా. ఏటా దసరా పండుగకు ముందు ఉద్యోగులకు రైల్వే బోనస్‌ ప్రకటించడం ఆనవాయితీగా వస్తోంది. రైల్వే పనితీరును మెరుగు పరిచే దిశగా ఉద్యోగులను ప్రోత్సహించేందుకు ఈ బోనస్‌ ఉపయోగపడుతుందని రైల్వే భావిస్తుంది.
తిరుపతి, బరంపురంలలో: తిరుపతితోపాటు ఒడిశా రాష్ట్రం బరంపురంలో భారత విజ్ఞానవిద్య, పరిశోధన సంస్థ (ఐఐఎస్‌ఈఆర్‌–ఇండియన్‌ ఇన్‌స్టిట్యూట్‌ ఆఫ్‌ సైన్స్‌ ఎడ్యుకేషన్‌ అండ్‌ రీసెర్చ్‌) శాశ్వత కేంద్రాలను ఏర్పాటు చేసేందుకు మంత్రివర్గం ఆమోదం తెలిపింది. వీటిలో కార్యకలాపాలు నిర్వహించేందుకు, శాశ్వత భవనాల నిర్మాణం కోసం మొత్తంగా 3074.12 కోట్ల రూపాయలను వెచ్చించనుంది. 2021 చివరికల్లా తిరుపతి, బరంపురంలలో భవనాల నిర్మాణం పూర్తవుతుందనీ, ఈ విద్యాసంస్థల కోసం రెండు రిజిస్ట్రార్‌ ఉద్యోగాలను సృష్టించేందుకు కూడా మంత్రివర్గం ఆమోదం తెలిపిందంటూ ఓ అధికారిక ప్రకటన వెలువడింది. అన్ని సదుపాయాలతో 1,17,000 చదరపు మీటర్ల వైశాల్యంలో నిర్మితమయ్యే ఒక్కో క్యాంపస్‌లో 1,855 మంది విద్యార్థులకు సరిపోయేలా సౌకర్యాలు ఉంటాయంది. సైన్సు విద్యలో అత్యుత్తమ నాణ్యతతో కూడిన బోధనను అందించేందుకు ఐఐఎస్‌ఈఆర్‌లను స్థాపిస్తున్నారు.

► జాతీయ వృత్తి శిక్షణా మండలి (ఎన్‌సీవీటీ), జాతీయ నైపుణ్యాభివృద్ధి సంస్థ (ఎన్‌డీఎస్‌ఏ)లను జాతీయ వృత్తి విద్య, శిక్షణ మండలి (ఎన్‌సీవీఈటీ)లో విలీనం చేసే ప్రతిపాదనకు ఆమోదం. వృత్తి విద్య, శిక్షణకు సంబంధించిన సంస్థలను నియంత్రించే అధికారం ఎన్‌సీవీఈటీకి ఉంటుంది. ప్రస్తుత మార్కెట్‌కు అవసరమైన నైపుణ్యాలు, నాణ్యమైన కార్మికులను తయారుచేసేందుకు దోహద పడుతుందని కేంద్రం పేర్కొంది.

Cabinet approves establishment and operationalisation of permanent campuses of the Indian Institutes of Science Education & Research (IISERs) at Tirupati and Berhampur
The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved establishment and operationalistion of permanent campuses of the two new Indian Institutes of Science Education & Research (IISERs) at Tirupati (Andhra Pradesh) and Berhampur (Odisha). The total cost likely to be incurred is Rs. 3074.12 crore (Non-Recurring: Rs.2366.48 crore and Recurring: 707.64 crore).
Creation of two posts of Registrar, one in each IISER in Level 14 of 7lh CPC has also been approved by the Cabinet.
Details:
The IISERs will provide top quality science education at the Under-Graduate and Post-Graduate levels, PHDs & Integrated PHDs. They will carry out research in frontier areas of science. They will enable India move towards being a knowledge economy by attracting the best scientific talent as faculty and prepare a strong base of scientific manpower in India.
Background:
In 2015, IISER, Tirupati was established in pursuance to the Andhra Pradesh Reorganisation Act, 2014, while IISER, Berhampur was established in 2016 in pursuance to the announcement made by the Union Finance Minister in his Budget speech, 2015. These institutes are presently functioning from transit campuses.
Creation of two posts of Registrar, one in each IISER in Level 14 of 7lh CPC has also been approved by the Cabinet.

- The total cost is assessed at Rs. 3074.12 crore, out of which 2366.48 crore will be spent for construction of permanent campuses of these institutes, as per the following details:
