ORDER:

The Ministry of Defence, Government of India, New Delhi, vide Lr.No. 27(1)/11/D(SC) of Board of Governor, Sainik School Society, dated 8/7/2011 have accorded administrative approval for the

establishment of Sainik School at Kalikiri, Chittoor District.

2. Government have released vide G.O.Rt.No.837, School Education (SE-Prog.I) Department, dated: 24.11.2011 an amount of Rs.3.69 Crores towards acquisition of total 92.00 Acres of Land required

for the establishment of the school. Vide G.O.Ms.No.126, School Education (SE-Prog.I) Department, dated:17.03.2012, administrative approval was accorded for the construction of the Sainik School, with an

estimated cost of Rs.60 Crores. The Andhra Pradesh Education & Welfare Infrastructure Development Corporation (APEWIDC) Hyderabad was entrusted with the construction of the Building. Out of

the 60.00 Crores sanctioned, State Government have released so far Rs.40.00 Crores to meet the expenditure towards construction of Sainik School, Kalikiri, Chittoor.

3. The Commissioner & Director of School Education, A.P.,Hyderabad vide letter Dated: 20.11.2013 has requested the Government to sanction and release Rs. 7,67,67,500/- towards procurement of essential provisions and equipment of the School.

4. Government, after careful consideration of the proposal of the Commissioner & Director of School Education, A.P., Hyderabad, and the terms and conditions agreed upon in the Memorandum of Agreement

entered with the Ministry of Defence, Government of India, hereby accord administrative sanction to the Commissioner & Director of School Education, A.P., Hyderabad for an amount of Rs.7,67,67,500/- (Rupees Seven Crores Sixty Seven lakhs Sixty Seven Thousand and Five Hundred only) towards meeting the expenditure of essential provisions and equipment in respect of Sainik School, Kalikiri, Chittoor District.

The procurement procedure shall be as indicated in the Annexure., and rules in force.

5. The expenditure sanctioned above shall be debited to Head of Account: 2202- General Education, 02-Secondary Schools, 110- Assistance to Non- Government Secondary Schools, 11-Normal State

Plan, SH (12) Assistance to Sainik School, Kalikiri Chittoor District, 310-Grants-in-Aid, 312-Other Grants- in- Aid.

6. The Managing Director, Andhra Pradesh Education & Welfare Infrastructure Development Corporation (APEWIDC), Hyderabad shall procure the items mentioned at items 3 to 9 in Annexure being

Executing Agency in respect of construction of Sainik School, Kalikiri. The remaining items shall be supplied through District Level Sainik School Committee, Chittoor as Executing Agency. All the Procurement

agencies mentioned above shall follow the guidelines of procurement, issued by the Government from time to time.

7. This order issues with the concurrence of Finance (ESE) Department vide their U.O. No. 007972/126/ESE/2014, dt. 28/3/2014.

ORDER:
In the reference 1st read above administrative sanction was accorded for an amount of
Rs.3,68,96,000-(Rupees Three Crores Sixty Eight Lakhs and Ninety Six Thousand only) for
acquiring land for establishment of Sainik School at Kalikiri Village and Mandal in Chittoor
District.

2. In the reference 2nd read above, the Commissioner & Director of School Education,
Andhra Pradesh, Hyderabad, has sent the proposal of the Managing Director, Andhra Pradesh Education & Welfare Infrastructure Development Corporation, Hyderabad, for the Budget Provision of Rs.11.00 Crores (5 Cr Land Acquisition+6 Cr construction) for the period from 15.2.2012 to 31.03.2012, Rs. 35 Crores (Rs.Thirty Five Crores only) for the period from 1.4.2012 to 31.3.2013 and Rs.14 Crores (Rs.Fourteen Crores only) for the period from 1.4.2013 to 15.06.2013 for establishment of Sainik School at Kalikiri Village and Mandal in Chittoor District.

3. After careful examination, Government hereby accord permission to an expenditure
of Rs. 60 Crores (Rupees Sixty Crores only) for the Civil Works. The funds will be
released during the next financial year 2012-13 for Rs.46.00 Crores (Rupees Forty Six
Crores only) and balance funds of Rs.14.00 Crores (Rupees Fourteen Crores only) will be
released in 2013-14.

4. The expenditure sanctioned above shall be debited to “4202-Capital Outlay on
Education Sports, Art & Culture-01-General Education-MH-201-Elementary Education-GH-11-Normal State Plan-SH(80)-Establishment of Sainik School at Kalikiri, Chittoor District-530-Major Works-531-Other Expenditure”(to be opened).

5. The Commissioner and Director of School Education, Andhra Pradesh, Hyderabad,
shall take necessary action and to call for the tenders immediately for the works.
6. This orders issues with the concurrence of Finance (ESE) Department vide their
U.O.No.6733/163/ESE/2012,dated 15.03.2012

In the reference first read above orders were issued for release of an amount of Rs.46.00 Crores ( Rupees Forty Six Crores only) for the financial year 2012-13 to take up the Civil works of Sainik School at Kalikiri (V&M)Piler,Chittoor District, from the allotted expenditure of Rs.60 Crores ( Rupees Sixty Crores only).

2. In the reference second read above, the Commissioner & Director of School Education, Andhra Pradesh, Hyderabad, has submitted proposals for sanction and release of Letter of Credit for an amount of Rs.42.455 Crores (Rs.Forty Two Crores Forty Five Lakhs and Fifty Thousand only) towards payment of mobilization advance to the contractor M/s BPR Infrastructure Limited, Hyderabad, for take up the civil works of Sainik School at Kalikiri, Chittor District.

In the reference third read above, the Finance(ESE)Department, have issued a Budget Release Order for an amount of Rs.10,00,00,000/-(Rupees Ten Crores) under plan scheme as additional funds in relaxation of Treasury Control and Quarterly Regulation Orders subject to obtaining supplementary estimates at appropriate time during the year 2012-13 towards establishment of Sainik School at Kalikiri, Chittoor District.

4. In pursuance of the Budget Release Order issued by the Finance (Expr.SE)Department ,and the proposal of the Commissioner & Director of School Education in the references second and third read above, Government hereby accord administrative sanction for an amount of Rs.10.00 Crores (Rupees Ten Crores only)under Plan Scheme as additional funds in relaxation of Treasury Control and Quarterly Regulation Orders pending provision of supplementary estimates at appropriate time during the year 2012-13 towards Construction of Sainik School at Kalikiri, Chittoor District.

5. The amount sanctioned in para 4 above shall be debited to the Head of Account as mentioned in Budget Release Order in the reference third read above, and the sanctioned amount shall be utilized only for the purpose of ‘Construction of Sainik School at Kalikiri, Chittoor District”.

ratified the creation of (7) teaching posts and (4) non-teaching posts to the
Agricultural Polytechnic College at Kalikiri, Chittoor District.
