ORDER:
In the G.O. first read above, orders were issued
constituting One Man Committee for resolving certain Discrepancies / Anomalies
arising out of implementation of recommendations of Ninth Pay Revision
Commission, with certain terms and references mentioned therein. In the
G.O.Second read above, Sri R.M. Gonela, IAS (Retired) has been appointed as One
Man Committee.
2. Accordingly, the terms and conditions of appointment
of
Sri R.M.Gonela, IAS (Retired), as Chairman, One Man
Committee are ordered as follows:
a) The Officer will be paid the remuneration
@Rs.64,603/- per month i.e. basic pay at the time of his retirement per month
minus Rs.10,000/-
b) He shall also be eligible for payment of service
pension being drawn by him i.e. excluding the commuted value of pension and
Dearness relief on pension during the contract period.
c) HRA & DA shall be paid on Rs.74, 603/- on par
with serving officers in the same grade of Above Super Time Scale of IAS
Officers.
d) He is eligible for Leave applicable to the Officers
of the same rank, in relaxation of A.P.Leave Rules.
e) He will be governed by All India Services Medical
Attendance Rules, 1954 and instructions issued there under from time to time.
f) He will be provided with a Government vehicle for
official purpose.
g) He will be provided with residential telephone with
STD facility and without limit on the number of calls from the date of assumption
of charge.
( If he has already a Residential Telephone it would be
converted as an official telephone)
h) He will be eligible for T.A. & D.A etc., under
APTA Rules as admissible to the Principal Secretary to Government within the
State and outside the State.
3. This order will be effective from the date of
assumption of charge.

ORDER:
In the G.O. first read above, orders were issued appointing Ninth
Pay Revision Commission. The Commission submitted its report to the
Government on 5.12.2009. During the course of implementation of the
recommendations of Ninth Pay Revision Commission, certain issues have
arisen, which need greater clarify for implementation. A number of
representations have been received for rectification of alleged
discrepancies
arising out of the implementation of Pay Revision Commission report. The
Group of Ministers constituted vide reference second read above for
examining the demands of Joint Action Committee of Employees, Teachers,
Workers and Pensions, A.P., Hyderabad and A.P. Secretariat Employees
Coordination Committee, in its report dated: 10.11.2010 recommended
constitution of a Committee to look into the anomalies arising out of
implementation of the recommendations of the Ninth Pay Revision
Commission and related issues.
2. After careful consideration, the Government has decided to constitute One Man Committee to examine and make recommendations on these issues outlined in the following terms of reference (TOR):
a) To consider the representations on discrepancies/anomalies arising out of implementation of recommendations of the Ninth Pay Revision and make suitable recommendations. No representation relating to earlier PRC’s should be considered.
Note: 1) Requests which were not considered by the Ninth Pay Revision Commission for providing parity with other categories shall not be considered or construed as anomalies. The Committee should not reopen cases
settled by the Ninth Pay Revision Commission except those which crept in only by oversight. For example, cases where feeder and promotion posts are getting the same scale of pay or where inter transferable posts are
getting different scales of pay could be examined.
2) Similarly, requests for restoration of parities to Pre Ninth PRC status where the Ninth Pay Revision Commission has recommended otherwise should not be considered as Anomalies.
3) Requests for higher quantum of Special Pay and Allowances should not be considered as Anomalies.
b) To examine and make recommendations on issues raised in the letter from the Registrar General, A.P High Court No. 2140/2010 dated: 5.5.2010.
c) To consider anomalies arising out of the following situations and suggest suitable measures to correct them:
1) A Junior drawing higher scale by virtue of appointment
to
Special Promotion Post II where as the senior is holding
first level promotion post by virtue of orders issued in
G.O. (P) No. 297, Finance (PC.II) Department, dated:
25.10.1986, G.O.(P) No. 75, Finance (PC.II) Department,
dated: 22.02.1994, G.O.(P) No. 223, Finance (PC.II)
Department, dt. 10.09.1996 and in G.O.(P) No. 241,
Finance (PC.II) Department, dated: 28.09.2005.
2) Both the senior and the junior drawing same pay in
Pre-
Revised Scales and on coming into Revised Scales, the
junior getting more pay than the senior by virtue of
exercising his option with effect from the date of his
increment.
3) Change of nomenclature/designations of the posts as
by the various
departments subject to these not
leading to a recommendation to a higher scale or for
converting a non-gazetted post to a gazetted post. The
nomenclature should reflect the function of the post as
far as possible.
d) Any other matter referred to the Committee by the Government.
3. The Committee shall examine the financial implications of the issues
under consideration and its impact on Government finances while finalizing
its recommendations.
4. The One Man Committee shall submit its report to the Government
within a period of one year from the date of assumption of duty.
5. The Committee will lay down its own procedure for receiving
representations and examine them. The Committee may call for such
information as may require for examination of these demands from the
Departments of the Secretariat and Heads of Departments concerned, who
shall furnish all required information to the Committee as and when sought
for, and also extend full cooperation as required by the Committee for
discharging its responsibilities.
6. This order issues with the concurrence of Finance (PC.I) Department vide
U.O.No: 537.A/10/PC.I/A2/2011 Dated 01-03-2012.

In the Government orders 1st read above, orders were issued constituting
One Man Committee with certain terms of references mentioned therein.
Consequent on constitution of One Man Committee, Sri.R.M.Gonela, I.A.S (Retd) is
hereby appointed as One Man Committee for resolution of anomalies arising
from
the implementation of Ninth Pay Revision Commission.
2. The terms and conditions in respect of the One Man Committee will be
issued separately.
