ORDER:
In the G.O. first read above, orders were issued that the teachers will
be paid salary from 16-09-2011 to 17-10-2011 (32 days) duly compensating the 16
working days lost during the strike by working in the holidays as per the
schedule appended thereto.
2. In the reference second
read above, the Chairman, JAC of Telangana Employees, Teachers, Gazetted
Officer & Workers, Hyderabad has informed that during participation in
“SAKALA JANULA SAMME” from 13-09-2011 to 24-10-2011, all the Hostel Welfare
Officers along with the staff working in Hostels have provided all the
facilities like Food, accommodation and all other amenities to the Hostel
Boarders and the hostels functioned on par with schools of Education department
and all employees working in Hostels of Social Welfare, Backward Classes Welfare
and Tribal Welfare have mandatorily performed their duties during Sunday and
all other Public Holidays without availing holiday. Further, it has been
informed that the working of different categories of Hostels is the same as the
working of Government/ Zilla Praja Parishad/Mandal Praja Parishad Schools and
the academic calendar of Schools is being followed to run these hostels, the
working pattern of Hostel Welfare Officers, Staff, Cook, Kamati, Watchman etc.
is similar to that of Teachers working in Education Department which includes
vacation, term holidays (Dasera, Sankranthi and Summer vacation), Earned Leaves
and other leaves on par with Education Department, that all the hostels are accessory
units for the Schools and the rules implemented for academic purpose for the
schools are made to follow by the Hostel Welfare Officers and Staff of the
Hostels. The employees, though they work in the Hostels under the control of
different departments i.e., Social Welfare, Backward Classes Welfare and Tribal
Welfare, but the pattern of functioning depends solely on pattern of working of
Education Department. Therefore, it has been requested to extend the benefit
provided to teachers working in Government/ Zilla Praja Parishad/Mandal Praja Parishad/
Private (aided) Schools participated in Sakala Janula Samme from 16-09-2011, in
G.O. second read above, to all employees of Social Welfare, BC Welfare and
Tribal Welfare Hostels also.
3. Government have examined
the issue in detail and observed that since the schools have agreed to
compensate the lost working days, the Hostels also will have to run on all such
days. As the strike period has been regularized in respect of all Teachers, and
as the Hostels are complementary to the School System, Government have decided
to extend the benefit provided to teachers who participated in Sakala Janula
Samme to the employees of Social Welfare, Tribal Welfare and Backward Classes
Welfare Hostels. Accordingly all the employees
of Social Welfare, Backward Classes Welfare and Tribal Welfare Hostels also, be paid salary from 13-09-2011 to 24-10-2011 (42 days) duly
compensating the lost working days during the strike period in the holidays.
4. The Commissioner of Social
Welfare, Commissioner of Tribal Welfare, Commissioner of Backward Classes
Welfare, A.P., Hyderabad shall compute the number of lost working days and the
schedule of the Holidays to be compensated and issue necessary orders to all
the concerned to work in the holidays worked out.
5. All the Drawing and
Disbursing Officers of Social Welfare Department, Tribal Welfare, Backward
Classes Welfare are permitted to draw and disburse the salary for the strike
period to all employees of Social Welfare, BC Welfare and Tribal Welfare
Hostels, who participated in Sakala Janula Samme in view of the adjustment of
the lost working days on the Holidays and ensure that they work in holidays
while submitting the monthly Pay Bills to Treasuries in future.
6. The Commissioner of Social
Welfare, Commissioner of Tribal Welfare, Commissioner of Backward Classes
Welfare, A.P., Hyderabad
shall take further necessary action accordingly.
7. This order issues with the
concurrence of Finance Department vide their U.O. No. 6448/75/A1/ESW/12, dated:
17-03-2012.
