ORDER:

Government of India have formulated a new scheme – “National Mission for Sustainable Agriculture” (NMSA) with effect from 2014-15 ,which has been designed by converging, consolidating and subsuming all the ongoing as well as newly proposed activities / programmes related to sustainable agriculture with a special emphasis on Soil and Water Conservation; Water Use Efficiency through On Farm Water Management (OFWM) i.e. Micro Irrigation; Soil Health Management and Rain Fed Area Development.

2.       The existing National Mission on Micro Irrigation(NMMI) Scheme implemented upto 2013-14 was subsumed into NMSA from 2014-15  onwards.  Under the NMMI Scheme, the Government has been implementing AP Micro Irrigation Programme (APMIP) till 2013-14, based on the guidelines issued vide G.O. 1st read above.


3.       The Government of India have approved the Action Plan for On Farm Water management (OFWM) - Micro Irrigation, under NMSA for the year  2014-15, vide reference 8th read above.

4.       Certain, representations were received from the APMIP Micro Irrigation (MI) Companies Committee addressed to the Government and to the Commissioner of Horticulture from time to time, as per the references 3rd read above, requesting for Price Revision of Micro Irrigation (MI) unit costs adopted for this Programme, stating that the last upward Price Revision was done during the year 2006 and eight years have elapsed since then, whereas price of the raw materials and other administrative costs had increased manifold during these years.  The Commissioner of Horticulture in his letters in the references 4th, 5th and 9th read above, requested the Government for issue of necessary orders regarding Price Revision of the MI unit costs to be adopted for this Programme in the State.  The representations of the APMIP MI Companies Committee were examined in depth by the Sub-Committee formed by the State Micro Irrigation Committee (SMIC) (under NMMI) and by the Technical Committee as per the NMMI guidelines, with due comparison of the rates existing in the other States also.  It was also observed that the Government of India vide reference 2nd read above had formed a Committee to review the cost norms of the ongoing scheme of NMMI and to suggest revision of norms, if required.   Accordingly, the Government of India issued fresh indicative costs for the MI unit costs, for the OFWM under NMSA, in their fresh guidelines issued for NMSA in February, 2014, which revised the indicative MI unit costs under NMMI, which were issued by the Government of India in November, 2010.

5.       The proposals of the Sub-Committee (formed by SMIC) mentioned above, based on their meeting held on 25.2.2013 were placed by the Commissioner of Horticulture in the SMIC meeting held on 11.3.2013 and the SMIC suggested to submit the proposals to the Government for consideration.  Meanwhile, based on the examination of these proposals at the Government level, certain issues were raised and clarifications requested by the Government, in the memos mentioned in the references 6th read above.  Accordingly, the Commissioner of Horticulture placed the proposals before the Technical Committee formed under NMMI guidelines, on 06.03.2014 and 17.4.2014 and furnished proposals to the Government vide Lr. No: APMIP/98/2014, dt. 13.08.2014. 

6.       The Government made a detailed analysis of the proposals received from the Commissioner of Horticulture and compared with NMMI and NMSA costs. It was observed that the Government of India had given 15% increase for the NMSA on their MI indicative costs of the NMMI.  Therefore, a detailed comparison was made between our existing APMIP costs, NMSA costs, the costs proposed by the Technical Committee held on 17.4.2014 and with other States such as Gujarat Green Revolution Company Ltd.(GGRC), which had revised their prices in December, 2013.

7.       The MI Companies in their various references, as mentioned in the references 3rd read above, requested for various percentages of hikes from time to time and in their latest letter dt.15.09.2014, they requested various methods for calculating the hike such as taking the variable current costs or average costs of raw material for one year i.e. 2013-14 or latest 6 months hike from April, 2014 to September, 2014. However, on an average, by adopting any of these methods, the increase requested by them, ranged from 59% to 66% on the existing APMIP unit costs.  

8.       Finally, the Government have decided to adopt 15% increase (on the lines of the Government of India) on our existing APMIP costs to arrive at the revised MI unit costs for OFWM under NMSA and in a few cases, recommendations of the Technical Committee or NMSA indicative costs are also adopted, wherever they are less than 15% increase.

9.       The Government hereby order the price revision of the MI unit costs, on the existing APMIP costs, as per the Annexure enclosed to this order, for the implementation of the OFWM under NMSA in the State.  Based on these revised MI unit costs, the Commissioner of Horticulture is directed to place the matter before the State Standing Technical Committee (SSTC) under NMSA guidelines, for finalizing the component wise revision of prices and issue detailed guidelines for OFWM, under NMSA, to be implemented in the State, immediately.

10.     The Commissioner of Horticulture, Andhra Pradesh, Hyderabad shall take further necessary action in the matter accordingly.

ORDER:
Government of India have formulated a new scheme – “National Mission for Sustainable Agriculture” (NMSA) with effect from 2014-15, which has been designed by converging, consolidating and subsuming all the ongoing as well as newly proposed activities / programmes related to sustainable agriculture with a special emphasis on Soil and Water Conservation; Water Use Efficiency through On Farm Water Management (OFWM) i.e. Micro Irrigation; Soil Health Management and Rain Fed Area Development.

2. The existing National Mission on Micro Irrigation(NMMI) Scheme implemented upto 2013-14 was subsumed into NMSA from 2014-15 onwards. Under the NMMI Scheme, the Government has been implementing AP Micro Irrigation Programme (APMIP) till 2013-14, based on the guidelines issued vide G.O. 1st read above.

3. The Government of India have approved the Action Plan for On Farm Water Management (OFWM) - Micro Irrigation, under NMSA for the year 2014-15, vide reference 2nd read above.

4. The Commissioner of Horticulture in his letters vide references 4th, 5th & 6th read above requested the Government to issue the guidelines for the subsidy pattern to be adopted, along with other implementation aspects, for the OFWM Programme under NMSA.

5. The State Government after careful examination of the proposal of the Commissioner, Horticulture and in partial modification of the orders issued in theG.O. 1st read above, hereby issue the following guidelines for the implementation of the OFWM, under NMSA in the State :-

I. All SC/ST Farmers under Small Farmers/Marginal Farmer (SF/MF) category and all other SF/MF Farmers in a Revenue Village are eligible for Micro Irrigation (MI) Systems upto a maximum subsidy of Rs.1,00,000/- (Rupees One Lakh only) or maximum 5 acres, whichever is less, per family, irrespective of their economic status.

II. All Other Farmers in a Revenue Village are eligible for MI Systems upto a maximum subsidy of Rs.1,00,000/- (Rupees One Lakh only) or maximum 12.5 Acres, whichever is less, per family, irrespective of their economic status.

III. Eligibility of Farmers:

a) All SC / ST Farmers under SF and MF category are eligible for 100% subsidy on the MI system unit cost, upto a maximum of Rs.1.00 Lakh per family, subject to a maximum of 5 acres, whichever is less.

b) All Other Small and Marginal Farmers are eligible for 90% subsidy on the MI system unit cost, upto a maximum of Rs.1.00 Lakh, per family, subject to a maximum of 5 acres, whichever is less.

c) All Other Farmers are eligible for 50% subsidy on the MI system unit cost, upto a maximum subsidy of Rs.1.00 Lakh, per family, subject to a maximum of 12.5 acres, whichever is less.

IV. Criteria for identification of Beneficiary Farmers:

a) Under the scheme, the Beneficiary Farmer is defined as every land holder, who is either an owner or a tenant farmer (with a lease Agreement for at least 5 years) with a water source, either own or shared, in the Revenue Village.

b) Definition of Beneficiary Farmer categories:

􀂾 Farmers with holding upto 2.5 acres of dry land or 1.5 acres of wet land are defined as Marginal Farmers.
􀂾 Farmers with holding upto 5 acres of dry land or upto 2.5 acres of wet land are defined as Small Farmers.
􀂾 Farmers with land holding above 5 acres of dry land or above 2.5 acres of wet land are defined as Other Farmers.

c) The total land holdings of the Farmer as per the Title Deed shall determine the category of Farmers.

d) In the case of Tenants, the extent of land held by the Owner / Lessor shall determine their eligibility category.

e) In the absence of Title Deed, other documents like attested copy of the Registered Sale Deed along with the Encumbrance Certificate from the Registration Department, shall determine the category of the Beneficiary Farmer, duly taking the total land holdings of the Farmer into consideration.

V. The Farmer Beneficiaries who have already availed the benefit of Micro Irrigation cannot avail further assistance for the same land, for the next 10 years.

VI. In the selection of Beneficiaries, not less than,

􀂾 17.10% of the total financial target shall be covered by SC farmers under SF/MF category.
􀂾 5.33% of the total financial target shall be covered by ST farmers under SF/MF category.
􀂾 38.57 % of the total financial target shall be covered by Other SF/ MF and

􀂾 39% of the total financial target shall be covered by Other Farmers holding above 5 acres of dry land or above 2.5 acres of wet land.

VII. a) Targets will be allotted to the Districts only, by empanelling the MI Companies for the District, so that the farmer can choose the MI Company of his choice, among the empanelled MI Companies for the District.

b) The list of empanelled MI Companies under APMIP, who are interested in taking up installation of MI Systems under OFWM – (Micro Irrigation) under NMSA for the year 2014-15 is enclosed as Annexure – 1 to this order.

c) The area of operation i.e. Districts for the MI Companies, for taking up the MI installations for OFWM – (Micro Irrigation) under NMSA for the year 2014- 15, is enclosed as Annexure – II to this order.

d) In case of any exigency, the Government have the right to allot any MI Company to any District in the State and the MI Company will have to take up MI installations in the allotted district.

VIII. The MI Companies have to enter into a New Memorandum of Understanding for implementing the OFWM – (Micro Irrigation), under NMSA with the Commissioner of Horticulture, A.P., Hyderabad. The MI Companies have to extend after sale services for a period of 10 years for the MI systems installed under this Programme. The Commissioner of Horticulture, Andhra Pradesh, Hyderabad shall take necessary action accordingly by duly incorporating all the necessary conditions and guidelines in the Memorandum of
Understanding. 

6. This order will come into force with immediate effect.

7. The Commissioner of Horticulture, Andhra Pradesh, Hyderabad shall take further necessary action in the matter accordingly.
